Memorandum of Understanding between the Network of the Insular Chambers of Commerce and the Industry of the European Union (INSULEUR) and the Forum of the Adriatic and Ionian Chambers of Commerce (AIC Forum) The Network of the Insular Chambers of Commerce and Industry of the European Union, with legal office in 52, Michael Livanou str. / 82 100 Chios Greece (hereinafter referred to as INSULEUR ), legally represented by Mr. Juan Gual de Torrella Guasp, the President of INSULEUR and The Forum of the Adriatic and Ionian Chambers of Commerce, with legal office in Ancona, at the Ancona Chamber of Commerce, Piazza XXIV Maggio, 1 60124 Ancona, Italy (hereinafter referred to as AIC Forum ), legally represented by Mrs. Jadranka Radovanic, the President of the AIC Forum, 1

Given that the INSULEUR was established in year 2000 with the aim of encouraging the socio-economic and sustainable development of the insular regions that felt isolated from continents due to the then growing globalization through the close cooperation between insular Chambers of Commerce in the EU; Taking into account that the aims of INSULEUR are, among others, to support insular regions in the European Union, fight isolation, highlight their specificities and formulate proposals to solve their problems; to put together an integrated policy for the development of its regions and closely collaborating in this aim with European institutions as well as with non-governmental organisations to implement this policy; to encourage initiatives, projects and perspectives on the economic development of insular regions in the European Union; to undertake any other activity that may contribute to these objectives being achieved; Bearing in mind that the AIC Forum, which is a network of chambers of commerce from the coastal areas of the Adriatic and Ionian basin, set up in year 2001, with the aim of promoting, through joint projects, sustainable development, economic and commercial trade in the Adriatic and Ionian area in its entirety, area that includes a group of territories which are mutually substantially different, but united in the knowledge to be led by their joint action to a direct and quick results in the process of accession to the EU. With aims at promoting economic development and harmonizing the administrative procedures related to foreign trade, reciprocal exchange and cooperation in the region; 2

Given the strategic importance and growth potential that the future creation and implementation of the Adriatic-Ionian macro-region could represent for both of the organizations INSULEUR and the AIC Forum; Considering that there is a possibility of realization of certain activities, initiatives and joint projects, in sectors of mutual interest, with special emphasis on entrepreneurial and territorial policies, particularly tourism, local development, research and innovation; Being aware of the possible benefits that may arise from the collaboration, in terms of growth and effectiveness of actions taken and realization of their own and shared goals; The parties agree as follows 1. General purpose This Memorandum of Understanding was founded with the intention of providing to the parties a general framework for strengthening relations and cooperation in projects related to areas of common interest. Bearing in mind the requirements listed above, the intention of INSULEUR and the AIC Forum is to cooperate in order to obtain additional funds (especially when using European funds) for co-financing their projects and activities. 3

2. Areas of cooperation participating in the decision-making process on European level, responding to consulting published by the European Union, including taking on the joint perspective on system of chambers of commerce in regards to topics of crucial interest (with specific reference to tourism, sustainable development, research and innovation, as well as to areas that will be from time to time deemed to be of strategic importance); contributing to making of the documents discussed by the workgroups of European institutions on issues related to coastal and maritime tourism; jointly participating at the initiatives promoted by EUROCHAMBRES; participating with joint projects in mutually interesting European financing programmes; promoting unique integrated image of all territories involved, offering entirety on the international market as a unique touristic destination, highlighting variety and wealth of touristic products that they consist of. 3. Ways of cooperation Each party of this Memorandum can submit to the other party a cooperation proposals, which are a subject to approval based on internal regulations and procedures of each partner individually. 4

The focus will be on the following forms of cooperation: identification of possibilities for joint development and implementation of projects within the framework of European programmes; interaction between groups of internal and external experts of both INSULEUR and the AIC Forum; participation of INSULEUR representatives in events organized by the AIC Forum and viceversa; organization of a yearly meeting of experts entrusted by the parties to define mutually interesting areas of cooperation; exchange of information on current and future activities of mutual interest; transparency/ visibility and reports/ communication of joint events and activities; any other initiative considered to be important for a development of the collaboration in accordance with this Memorandum. 4. Entry into force, duration and expiration This Memorandum of Understanding shall enter into force upon the signature of both parties for an undetermined time. If one of the parties decides to withdraw from this Memorandum, is obliged to formally inform the other party: the Memorandum expires within 60 days of receipt of the notification received by the party decided to terminate the Memorandum. 5

5. Modifications This Memorandum of Understanding can be modified at any time by mutual written consent of the parties. Both parties have signed this Memorandum in two original copies, in English.
