Page 440 LEGAL PERSONALIA SUPREME COURT PROFILES The Honourable Chief Justice P de Jersey AC Resigned 8 July 2014 The Honourable Chief Justice Paul de Jersey AC was born in Brisbane and educated at the Church of England Grammar School. He won a Commonwealth Scholarship to the University of Queensland, where he earned his Bachelor of Arts in 1969 and Bachelor of Laws (with Honours) in 1971. He served in the Queensland University Regiment from 1966 to 1971, attaining commissioned rank in 1969. In 1971, during his last year of law studies, he served as Associate to Sir Charles Wanstall, Chief Justice of Queensland (1977 82). The Chief Justice was called to the Bar on 16 December 1971 and took silk on 12 November 1981. During his pre-judicial career, he appeared as a barrister in all Queensland courts as well as the High Court of Australia. He also appeared twice in London before the Judicial Committee of the Privy Council. On 4 February 1985, at the age of 36, he was appointed a judge of the Supreme Court of Queensland. Over the next 29 years, he continued his career of service in multiple capacities. He served as a Commercial Causes Judge (1986 89), the judge constituting the Mental Health Tribunal (1994 96), and as president of the Queensland Industrial Court (1996 97). Additionally, he served as chair of the Supreme Court Library Committee (1988 93) and on the Queensland Law Reform Commission (1996 99). The then Justice de Jersey also served in many extra-judicial roles. He was a member of the council of the Anglican Church Grammar School (Churchie) (1990 97) and the Chapter of St John s Cathedral (from 1989). He served as chancellor of the Anglican Diocese of Brisbane (from 1991), chair of the Queensland Cancer Fund (1994 2001), vice president (1995 98) and then president (1994 2001) of the Australian Cancer Society, and trustee of the National Breast Cancer Foundation (1994 97). From 2012 to 2014, he was a member of the Independent Commission on the Future of Policing (UK), and from 2006 to 2014, he chaired the Judicial Section of the Law Association of Asia and the Pacific. On 17 February 1998, Justice de Jersey was appointed the 17 th Chief Justice of the Supreme Court of Queensland. At his swearing-in, he signalled his support for the regional practice of law and undertook to visit the court centres outside Brisbane on a regular basis. He thus presided over many circuit sittings throughout Queensland, including Mt Isa, Longreach, Roma, Toowoomba, Cairns, Townsville, Mackay, Rockhampton, Bundaberg, Maryborough, and Southport. He was also the first Queensland Chief Justice to conduct a murder trial in Longreach, where he had lived as a child. The Chief Justice s sittings on the circuits were remarked upon by the Queensland Law Society as demonstrating a real

LEGAL PERSONALIA Page 441 affinity for practice in the regions and as showing many instances of uncelebrated leadership. The Chief Justice saw the court through a period of rapid technological change. In 2012, he oversaw the metropolitan courts move from the courthouse at 304 George Street, Brisbane to the Queen Elizabeth II Courts of Law at 415 George Street, and he was instrumental at all stages of the new courthouse s development. As Chief Justice of Queensland, he also served as patron of many charitable legal organisations, including the Brisbane Boys College Indigenous Fund, the University of Queensland Pro Bono Law Centre, and other organisations directly associated with the legal profession and the delivery of legal services. In recognition of his contribution to the Australian community, Chief Justice de Jersey was appointed a Companion of the Order of Australia in 2000, and he was awarded the Centenary Medal in 2003. After nearly 30 years of judicial service 13 years as a judge and 16 years as Chief Justice he resigned from the Bench on 8 July 2014 in order to take up appointment as the 26 th Governor of Queensland. The Honourable Chief Justice T Carmody Appointed 12 June 2014 Timothy Francis Carmody was called to the Queensland Bar in 1982. He was a legal officer assisting The Commission of Inquiry into Possible Illegal Activities and Associated Police Misconduct (the Fitzgerald Inquiry) (1987 89). From 1989 to 1991 he was a special prosecutor, conducting prosecutions of official corruption and other offences arising out of Fitzgerald Inquiry investigations. He was junior counsel assisting the Inquiry into the Criminal Justice Commission (1996 97), a public review and evaluation of the effectiveness and overall operations of Queensland s original anti-corruption body. From 1998 to 2002 he was the inaugural Queensland Crime Commissioner, investigating major drug and organised crime in the State, using special coercive powers including compulsory examination of witnesses. In 2003 he was awarded the Centenary Medal for distinguished services to the law. In 2011, as a then silk practising at the private Bar, the Chief Justice was appointed by the Governor- General as a part-time examiner for the Australian Crime Commission to undertake and supervise the use of the Commission s coercive powers for special operations and investigations.

Page 442 LEGAL PERSONALIA From 2003 to 2008, the Chief Justice was a judge of the Family Court of Australia, where he was the regional coordinating judge of that Court s Queensland Registry. He was a member of the Court s Law Reform Committee and Policy Advisory Committee. He also chaired the Court s Case Management Process and Procedures Committee. From 2013 until his appointment as Chief Justice of Queensland, he was a judge of the District Court of Queensland and the Chief Magistrate of Queensland. He also served as chairman of the Queensland Child Protection Commission of Inquiry. Chief Justice Carmody commenced his appointment as a justice of the Supreme Court of Queensland and Chief Justice of Queensland on 8 July 2014. M Wilson Resigned 11 April 2014 Wilson was educated at Clayfield College, Brisbane, and the University of Queensland, where she was awarded a Bachelor of Arts and Bachelor of Laws with Honours. She commenced her legal career with two years of articles at Feez Ruthning. She was admitted as a solicitor of the Supreme Court of Queensland on 31 January 1978, admitted to the Bar on 29 March 1979 and took silk on 3 December 1992. Her pre-judicial career also included contributions to the following associations: Committee of the Bar Association of Queensland (member: 1984 86; 1996 97); Civil Procedure Division of the Litigation Reform Commission (member: 1994 96); Board of the Law Faculty of the University of Queensland (member: 1995 96); Board of Legal Aid Queensland (member: 1997 98); and the Incorporated Council of Law Reporting (member: 1996 98). Additionally, she served as the chairperson of the Queensland Child Care Review Tribunal (1994 97) and as the commissioner of the Legal Aid Commission (1996 97). Her Honour also served as a co-editor of and contributor to Ryan, Weld and Lee s Queensland Supreme Court Practice. Justice Wilson served as judge constituting the Mental Health Court (2002 05), Commercial List Judge (2009 11) and Judge of Appeal (2011 12). She was also a member of the Rules Committee for 12 years, and a member of the Judges Building Committee, which guided the construction and fit-out of the new Queen Elizabeth II Courts of Law. After serving 15 years on the Bench, Justice Wilson resigned from the Supreme Court of Queensland on 11 April 2014. Later in 2014 she was appointed a justice of the Court of Appeal of Solomon Islands and a member of the Queensland Law Reform Commission.

LEGAL PERSONALIA Page 443 P Flanagan Appointed 27 June 2014 After completing his secondary education at St Joseph s College, Gregory Terrace, the Honourable Justice Flanagan was awarded a Bachelor of Arts and Bachelor of Laws with Honours from the University of Queensland. Justice Flanagan was called to the Bar on 1 November 1982 and took silk on 20 November 2002. He practised as Queen s Counsel for over ten years, specialising in the fields of public, administrative, media, commercial, energy and resources, and criminal law. Prior to his appointment to the Bench, Justice Flanagan first came to public prominence when he appeared as counsel assisting in the Judge s Inquiry headed by Sir Harry Gibbs in 1989. He thereafter appeared as counsel assisting in the Cooke Inquiry in 1991, the Queensland Floods Inquiry in 2011, and, most recently, in the Queensland Health Payroll Inquiry in 2013. J D M Muir Resigned 19 December 2014 John Muir was born in Innisfail, Queensland, and educated at St Joseph s Nudgee College, Brisbane. He received his Bachelor of Arts and Bachelor of Laws degrees from the University of Queensland. After completing his articles of clerkship with Feez Ruthning, he was admitted as a solicitor of the Supreme Court of Queensland. He practised as a solicitor from 1969 to 1975, including a two-year period in London. Justice Muir was called to the Bar on 3 February 1976. He practised as a barrister for 21 years, taking silk on 13 November 1986. He was a member of the Committee of the Bar Practice Centre from 1995. After 21 years in practice at the Queensland Bar, the last 11 as a commercial silk, Justice Muir was appointed to the Supreme Court on 3 April 1997. In addition to his role as a judge of the Trial Division, he was the presiding member of the Land Appeal Court from 1997 to 2000, and served as a Senior Commercial List judge from 2002 to 2007. During his time on the Supreme Court Bench, Justice Muir served in several extra-judicial positions, including chair of the Queensland Law Reform Commission (1998 2001), chair of the Committee of the Bar Practice Centre (from 2006), member of the Rules Committee constituted under section 118C of the Supreme Court of Queensland Act 1991 (1998 2007), and chair of the Rules Committee from 2007. He was awarded the Centenary Medal in 2003.

Between 2007 and 2014, he was also the secretary of the Judicial Section of Law Asia, and secretary of the biennial conferences of Chief Justices of Asia and the Pacific. After 17 years of judicial service, the Honourable Justice Muir resigned from the Queensland Court of Appeal on 27 December 2014.

LEGAL PERSONALIA Page 449 DISTRICT COURT PROFILES Her Honour Chief Judge P Wolfe AO Retired 19 October 2014 The Chief Judge was born in Brisbane and was educated at Stuartholme School. Before studying law, her Honour studied medicine for a time and then attended the University of Queensland, where she earned an Arts degree and a Diploma in Journalism in 1974. Her Honour went on to earn her Law degree (Honours) in 1978, and her Master of Laws in 1983, also from the University of Queensland. Her Honour was called to the Bar in December 1978, and worked as senior tutor at the University of Queensland Law School until 1980. She then worked for two years at the solicitors firm Feez Ruthning. In 1983, her Honour commenced full-time private practice at the Bar, practising in commercial, revenue and administrative law. Prior to her appointment to the Bench, her Honour served the community as a part-time commissioner for the Human Rights and Equal Opportunity Commission (1993 95), deputy commissioner of the Commission of Inquiry into Official Corruption (1988 89), and chairperson of the Review into Land Policy and Administration (Qld) in 1990. Her Honour was also a member of the National Institute of Law, Ethics and Public Affairs (1992 97), chair of the Queensland Women s Consultative Council (1992 94), member of the Visiting Committee Griffith University Law School (1991 97), member of the Council of Griffith University (1989 2003), and a member of the Council of Stuartholme School (1986 99). On 31 January 1995, her Honour was appointed judge of the District Court of Queensland. Her Honour s time on the Bench saw significant reform of the justice system, including, most notably, the Moynihan reforms. Her Honour was a passionate advocate for Aboriginal and Torres Straight Islander people, raising awareness and calling for court-based Indigenous liaison officers and court interpreters. With an affinity for the land and outback Queensland, her Honour also advocated for better access to the courts for remote and rural Queenslanders. On 10 August 1999, her Honour became the first woman to be appointed Chief Judge of the District Court of Queensland. During her time as Chief Judge, her Honour provided valued input into the governance of the

Page 450 LEGAL PERSONALIA Supreme Court Library as a member of the Library Committee and of the Financial and Risk Management Sub-Committee. She was awarded the Centenary Medal in 2003, an Honorary DUniv from Griffith University in 2003, and she was made an Officer of the Order of Australia in 2014. Her Honour was also a member of the Key Centre for Ethics, Law, Justice and Governance from 1999 to 2002, and she served as judge in the Planning and Environment Court from 1999 to 2014. On 19 October 2014, her Honour Chief Judge Wolfe retired from the District Court of Queensland. His Honour Chief Judge K J O Brien Appointed Chief Judge 20 October 2014 Born in Dalby, his Honour was educated at Downlands College and Marist College Ashgrove. His Honour has degrees in Commerce and in Law from the University of Queensland. He was admitted to the Bar in December 1973. As a barrister, he appeared in the Land Court, the Land Appeal Court, the Supreme Court, the District Court, the Court of Appeal and the High Court of Australia. He was appointed Crown Prosecutor in Brisbane, Central Crown Prosecutor in Rockhampton, and then Townsville s Deputy Director of Public Prosecutions. On 27 October 1989, his Honour was appointed judge of the District Court of Queensland and assigned to Townsville. In 1997, his Honour was assigned to Beenleigh and in 1999 he was assigned to Brisbane. He served as president of the Children s Court of Queensland from 2002 to 2007. He managed the Health Practitioner s Tribunal (then an adjunct of the District Court) from 2002 to 2009. On 11 September 2008 he was appointed Judge Administrator of the District Court of Queensland for five years. On 27 September 2013 he was appointed Judge Administrator for another five years. He was an acting Supreme Court judge from 30 January 2012 to 20 April 2012 and a member of the Higher Courts Judicial Focus Group. He received a Planning and Environment Court commission in 2013. On 20 October 2014, after serving 25 years on the Bench as a District Court judge, his Honour was promoted to the role of Chief Judge of the District Court of Queensland.

LEGAL PERSONALIA Page 451 M Irwin Retired 20 January 2014 His Honour was educated in Brisbane, attending West End State School and then Brisbane State High School. He graduated from the University of Queensland with a Bachelor of Laws in 1976 and was admitted as a barrister of the Supreme Court of Queensland in the same year. From 1979 to 1981, his Honour was the central Crown Prosecutor in Rockhampton, where he was mentored by the late Chief Judge P Shanahan. From 1981 to 1985 he was the northern Crown Prosecutor in Townsville, during which time he was appointed Deputy Director of Prosecutions. His Honour was legal advisor to the National Crime Authority from 1988 to 1989 before becoming general counsel at the Criminal Justice Commission upon its formation. He remained at the Commission until 1994. His Honour practised at the Queensland Bar from 1994 until 1998. He returned to the National Crime Authority as a member in 1998, and continued in this position until 2002. His Honour was appointed to the District Court of Queensland on 15 September 2003, and served as Chief Magistrate from 2003 to 2008. At his valedictory on 11 September 2008, Uncle Albert Holt thanked his Honour for his interest in and contribution to the Murri Court. His Honour sat on the District Court Bench in Brisbane until January 2014. P Robin QC Retired 19 October 2014 Philip Robin QC was born in Chinchilla and educated at the Anglican Church Grammar School in Brisbane. He graduated with a Bachelor of Arts with Honours from the University of Queensland and a Master of Arts in American History from Harvard University. In 1970, his Honour earned a Bachelor of Laws with Honours from the University of Queensland and was admitted to the Queensland Bar. He then earned a Master of Laws from Harvard University in 1971. His Honour served as associate to Chief Justice Sir Mostyn Hanger and to Justice Kneipp and then worked at the solicitors firm Feez Ruthning for two years. He practised at the private Bar from 1973, and was appointed a Queen s Counsel in 1984. His Honour kept a varied practice with particular expertise in commercial law. His Honour s pre-judicial career also included working as a law reporter for the Australian Law Reports, as an editor of Case Annotations of the Queensland Statutes, and as convenor of the Business Law Sub- Committee of the Bar Association of Queensland.

Page 452 LEGAL PERSONALIA On 1 May 1990, his Honour was appointed judge of the District Court of Queensland. During his time as District Court judge, his Honour served on the Supreme Court Library s Collection Sub-Committee. He also served as an acting Supreme Court justice on two occasions. M J Burnett Appointed 23 October 2014 Michael Burnett was educated at Nudgee College, Brisbane. He graduated from the University of Queensland with a Bachelor of Economics degree in 1978 and a Bachelor of Laws in 1981. He subsequently was awarded a Master of Laws from Bond University in 1991 and a Master of Business Administration from the Queensland University of Technology in 1994. His Honour holds a Certificate in Professional Arbitration awarded by the University of Adelaide, and is a Graduate of the Australian Institute of Company Directors. He was appointed a Fellow of the Royal Institution of Chartered Surveyors in 2009. In 1980, his Honour commenced articles of clerkship, and he was admitted as a solicitor of the Supreme Court of Queensland in 1982. In 1984, he was called to the Queensland Bar, and he commenced practice that year. His Honour was subsequently admitted to practice in NSW and Papua New Guinea. Prior to his appointment as judge, his Honour practised at the Bar from Brisbane principally in the areas of commercial and building and construction law. During his 23 years in practice, he also held appointments as a member of the Queensland Building Tribunal, a graded arbitrator with the Institute of Arbitrators and Mediators Australia, a registered adjudicator pursuant to the Building and Construction Industry Payments Act and as a mediator. His Honour was first commissioned into the ADF as a legal officer in 1985. In that role he has had extensive experience in the conduct of military disciplinary proceedings, defence administrative inquiries, investigations and boards of inquiry. He was appointed a Judge Advocate and Defence Force magistrate in 1997 and deputy Judge Advocate General ADF in 2010. He holds the rank of Air Commodore. In November 2006, his Honour was appointed a judge of the Federal Circuit Court, where he presided in the areas of industrial, bankruptcy, administrative law and other areas of general federal law. After eight years of distinguished service to the Commonwealth in the Federal Circuit Court, his Honour was appointed judge of the District Court of Queensland (for the Central Region) on 23 October 2014, and assigned to the Rockhampton registry.

LEGAL PERSONALIA Page 453 D P Morzone QC Appointed 27 October 2014 D Morzone QC was appointed judge of the District Court of Queensland in Cairns on 27 October 2014. His Honour was born in Mareeba and was educated at Mareeba State High School. In 1992, he earned his Bachelor of Laws (with Honours) from the Queensland University of Technology, where he was awarded the Family Law Subject Prize. His Honour was also awarded his Bar Practice Course Certificate from the Queensland University of Technology. In 1994, his Honour earned his Master of Laws degree, also from the Queensland University of Technology. His Honour was admitted as a solicitor of the Supreme Court of Queensland on 12 December 1991. From 1986 to 1991, his Honour worked for the solicitors firm Nicol Robinson & Kidd, first as an Articled Clerk, then as a Law Clerk. He was an Justice Williams, Supreme Court Trial Division, in 1992. His Honour also worked as a Consultant Solicitor for Nicol Robinson & Kidd in 1993. His Honour was called to the Bar on 16 December 1993, and was admitted as a barrister of the High Court of Australia on 4 March 1994. While practising at the Bar, his Honour also taught law subjects at the University of Queensland. From 1993 to 1994, he was the lecturer in charge (summer semester) for the Law of Contract (B.Com), and from 1994 95 he was a lecturer in Introductory Law (MBA). On 13 May 1994, his Honour was appointed mediator for the Department of Justice (Qld) Dispute Resolution Centre. He was also appointed approved mediator of the Supreme Court of Queensland on 17 November 1997, approved mediator of the District Court of Queensland on 15 December 1997, and a sessional member of the Commercial and Consumer Tribunal on 1 July 2003. From 2003 to 2009, his Honour was a member of the Queensland Commercial and Consumer Tribunal. His Honour was appointed Senior Counsel for Queensland on 12 November 2012, and appointed Queen s Counsel by Letters Patent on 6 June 2013. His Honour has served as a mediator and conciliator with the Human Rights and Equal Opportunity Commission and the Anti-Discrimination Commission Queensland (1995 96), a mediator for the Residential Tenancies Authority (1995 2002), an alternative dispute resolution division mediator and facilitator for the Queensland Department of Justice (1994 2003), and a mediator and conciliator for the Queensland Building Tribunal (1994 2002).

Page 454 LEGAL PERSONALIA M Griffin SC Resigned 2 November 2014 His Honour was educated at St Laurence s College, South Brisbane. He graduated from the University of Queensland in 1974. After being called to the Bar on 4 March 1975, his Honour practised extensively in criminal law: first as a barrister in the Solicitor-General s office from 1975 to 1977, and then as Crown Prosecutor for 10 years until 1987, when he went to private practice at the Bar. His Honour was an acting judge of the District Court of Queensland from 12 October to 29 November 1992 and from 15 November 1999 to 14 January 2000. In this capacity, his Honour sat in both the criminal and civil jurisdictions, as well as the appellate jurisdiction. His Honour took silk on 2 December 1999 and on his return to the Bar, he practised in all jurisdictions in Queensland. He was appointed a member of the Mental Health Review Tribunal in 2002. His Honour was again an acting judge of the District Court of Queensland during the month of October 2002 and was appointed judge of the District Court of Queensland on 29 October 2004. His Honour resigned from the Bench on 2 November 2014. Her Honour Judge H P Bowskill QC Appointed 10 November 2014 Helen Bowskill QC was sworn in as judge of the District Court of Queensland on 18 November 2014, having been appointed on 10 November 2014. Her Honour also holds commissions as a judge of the Childrens Court of Queensland and the Planning and Environment Court. Her Honour was born in South Africa, and immigrated to Brisbane with her family as a child. She was educated at Stuartholme School and Mt Maria Senior College. She earned a Bachelor of Laws with First Class Honours from the Queensland University of Technology in 1995, and was awarded a University Medal in the same year.

She was admitted as a solicitor in January 1998, and as a barrister in July 1998. She commenced practice at the private Bar in Brisbane in July 1998. Her Honour took silk on 14 November 2013. As a barrister, she practised widely in public, administrative and commercial law areas, with a particular focus on Native Title law, in which she was regarded, nationally, as being one of the leading practitioners. Prior to her appointment, her Honour was a councillor on the Incorporated Council of Law Reporting for the State of Queensland (2011 14), a member of the Federal Court s Native Title Committee (2009 14), a member of the Australian Association of Constitutional Law, a member of the Federal Litigation and Dispute Resolution of the Law Council of Australia, a participant in the Bar Association s Indigenous Students mentoring scheme, and the general editor of the Native Title News (Lexis Nexis). Her Honour Judge S C Sheridan Appointed 24 November 2014 Born in Brisbane, her Honour was educated at All Hallows School. She attended the University of Queensland, where she earned her Bachelor of Arts with majors in Government and Economics in 1981 and her Bachelor of Laws (with Honours) in 1984. Her Honour was admitted as a solicitor of the Supreme Court of Queensland in February 1985, having completed her two years articles of clerkship with Cannan & Peterson (now Norton Rose Fulbright). In late 1985, she joined the firm Minter Ellison where she practised for the next 26 years first as a solicitor, then as partner and latterly as consultant, where she specialised in commercial litigation and dispute resolution, including advising and litigating on administrative law matters. In May 2013, her Honour established Lexon Insurance Legal as principal, where she advised and acted for solicitors in relation to issues connected with their professional indemnity insurance. Her Honour has held a range of professional and leadership positions, including part-time member of the Queensland Building Tribunal and part-time member of the Queensland Law Reform Commission. She was appointed as a judge of the District Court of Queensland on 24 November 2014.

Page 456 LEGAL PERSONALIA Chief Magistrate O Rinaudo Appointed 8 July 2104 Orazio (Ray) Rinado was appointed as a judge of the District Court of Queensland on 8 July 2014 and served as Chief Magistrate from that date. His Honour served as a magistrate in the Queensland Magistrates Court for 14 years. During this time he twice served as the acting State Coroner. His Honour was educated at St Joseph s Nudgee College and was awarded a Master of Laws from Bond University in 1994. He was admitted as a solicitor of the Supreme Court of Queensland in 1979 and of the High Court of Australia in 1981. He subsequently practised as a solicitor in Brisbane for 24 years, including 17 years at his own firm, Rinaudo & Co. He was Commissioner with the Legal Aid Commission of Queensland from 1987 to 1994 and a commissioner with the Crime and Misconduct Commission from 1998 to 2003. Chief Magistrate Rinaudo was also chair of the Queensland Real Estate Institute s Professional Standards Tribunal and served as president of the Queensland Law Society from 1991 to 1992. Chief Magistrate Rinaudo is an experienced mediator and arbitrator, and taught mediation in Hong Kong and Malaysia and at the University of Queensland. He was awarded the Centenary Medal for his services to the law and to the community in 2001.
