Prince George s NEWSLETTER An Independent, Bi-Weekly Newsletter on Real Estate Development Volume 28, Number 6 March 16, 2015 Bristol Capital is Beltsville Buyer A couple more buildings in Beltsville now belong to Bristol Capital, part of the company s larger entry here. The Bethesda firm paid $9.85 million for 12201-12225 Distribution Way in the Muirkirk Business Center, getting 118,000 square feet of flex industrial. The buildings traded fully leased. The acquisition is the second in northern Prince George s in recent months for Bristol, which paid $3.4 million for a medical office building in Laurel last November. There, Bristol got 42,000 feet of largely leased medical space called the Montpelier Professional Center, which Bristol s Andy New said the firm will look to re-energize with a variety of improvements. Before that, Bristol had bought the former Ritz Camera building, in 2013, for $5.02 million. Unlike the Muirkirk flex space and the medical building, the Ritz building traded empty, giving Bristol warehouse, office and showroom space to fill. With Muirkirk, Bristol s New said the firm will put a new roof on one of the buildings and make some exterior improvements, but otherwise got a property that is in good shape. Transwestern s Joe Friedman and Julian Etches represented seller Oxford Realty Advisors. Melford s Long Wait Council Poised for Final Vote on Residential A new residential community in Bowie that has been seven years in the making stands on the cusp of approval. With an 8-1 vote, the District Council last week agreed to approve the conceptual site plan for Melford and took the preliminary step of drafting an order of approval with conditions. (Mary Lehman opposed). Historically, the Council has followed the draft vote with another of official adoption. Such a vote in the next few weeks would mark a huge advance for a 2500-unit community in the northeast quadrant of Routes 50 and 301. If it occurs as expected, St. John Properties could bring apartments and townhouses, many for seniors, as well as retail, to an undeveloped 90-acre portion of the business park once known as the Science and Technology Center. Beyond the 2500 residential units, St. John proposes 260,000 feet of office and R&D space, plus 100,000 feet of retail, including perhaps a small grocery story. The new community would be largely tucked away just north of Route 50 behind existing buildings, but the village concept includes a main boulevard flanked by a mixture of flats, villas, townhomes and wrap buildings. Still, even if approved, there very likely could be a court appeal filed, for a group of local civics has lodged its opposition at both the Planning Board and Council hearings. In both cases, the opposition s arguments have been turned aside. St. John first floated plans for adding residential to the office park back in 2007, and, many turns in the road later, is close to reality. A Decisive Move into Ammendale Tech Judging by its name, Decisive Communications seems like a place where they get things done. One of those things was the signing of a lease at 11900 Baltimore Avenue, in the Ammendale Technology Park. The firm took 15,152 square feet of flex space in the Beltsville park. Liberty Property Trust owns the building. George Santos, Ryan Miller and Colin Penoyar of Colliers International repped the tenant, while Rob Foa of JLL represented the landlord. Comcast, AI Sign Office Leases Comcast has gravitated north within the county, to take office space in the Patriot Business Center. The cable provider leased 22,000 square feet at 7850 Walker Drive in Greenbelt. Its new landlord will be the Washington Property Company, which is working to backfill the departed Bozzuto Group at the approximately 88,000 foot building. 7850 Walker is now about 50 percent leased. Comcast will move from Largo, where its present home on McCormick Drive was bought by the county. Washington Property also renewed and expanded law firm Chasen Boscolo in the Patriot park, where the lawyers now have about 18,000 feet. Todd Bosley and Tim Jaeger of CBRE represented Washington Property in the Comcast deal, while Jeff Flynn and Brennan Adams of JLL brought the tenant. Jason Klein of The Walker Group represented Chasen Boscolo. In a different deal, one part of AI Solutions address will remain the same: the part about being in Lanham. Otherwise, the street is changing, as the company is moving to 4500 Forbes Boulevard, where it leased 16,418 square feet for 10 years to come. The aerospace firm operates NASA s Flight Dynamics Facility so it s gotta be close by the space agency. AI is tenant number six in the 66,421 square foot building since Hsu Construction principal Walter Hsu bought the building in 2012. Hsu renovated the then-empty building and has since filled about 35,000 feet of space. AI will relocate with all its flighttracking gear in the fall. Andy Mayr and Ken Griffin of NAI Michael represented the landlord, while Jim Cahill of JLL brought the tenant. Spec Warehouse in Brick Yard Spurred by the uptick in industrial leasing, developer Jackson Shaw is planning to go spec again at The Brick Yard, with what would be its largest building yet. The Lanham company submitted a building permit application to construct approximately 218,000 feet of space at 13250 Mid-Atlantic Boulevard. If everything falls into place, it would start work on the building in June. The proposed spec building is the latest market response to obvious improvement in tenant and deal velocity. Clearly, where industrial activity is concerned, there s something in the air. Or in the water. Or both. The recent news that the Chesapeake Lighthouse Foundation has claimed a full building on Fallard Court in Upper Marlboro, taking about 108,000 feet off the market, is just the latest in a string of such deals. After signing Benjamin Moore to break the ice at the Landover Logistics Center, TIAA Cref put PODS into 78,220 square feet in the mega-warehouse on Cabin Branch Drive.That has left the company with just over 190,000 square feet to fill, in what was one of the first spec buildings to hit the market. Crane Services, Rexall and a big Nordstrom expansion are among other plussized deals that gobbled up industrial space. Though it would be the largest building yet in Brick Yard, Jackson Shaw s newest design is similar to its other buildings there. It ll have 32-foot ceilings and the developer is marketing it as a multi-tenant opportunity. The company does have 50,000 feet available in spec space, after filling one of two buildings it delivered most recently. Jackson Shaw is joint venturing the new building with partner Prudential Insurance. Meridian, Coopers Both Have New Owners Two very large apartment complexes traded in Prince George s recently, meaning over $130 million in all changed hands in recent deals. The bigger of the two deals put the Meridian at Bowie apartments into the care of the Friedkin Realty Group. Given the $71.75 million price tag, Friedkin acquired the Elder Oaks Boulevard project for $206,178 per door. Friedkin s Maryland portfolio, according to its website, now consists of exactly one project: the newly-acquired Meridian. Most of its holdings are out west, in California and Colorado. The other deal went down at Coopers Crossing, where Dragone Realty Investments paid $63 million for 727 units. The Landover Hills apartment community on Warner Avenue off Route 450 now belongs to a firm that has specialized to date in buying and improving Class B apartments. CBRE s Multi-housing Group brokered the deals. 2

Migus May Switch To Townhouses A plan for an apartment complex at Powder Mill and Old Gunpowder Roads in Beltsville may yet transform into one for townhouses. The Migus LLC has arrived at the District Council looking for approval of 314 multi-family units on what s known as the Tidler/Warlaw property. But the Baltimore-based partnership is open to some residents hope for a revised layout of up to 150 towns instead. Tidler/Warlaw was rezoned to mixeduse in the last master plan, and the apartment design won the backing of the Planning Board last year. But some residents contend that while it would fulfill the master plan goal, a single multi-family building isn t the right project for the neighborhood. Or, as Councilmember Mary Lehman put it in a quote picked up by the Gazette, she s concerned about the presence of apartments where none exist. (Migus Baltimore offices can be reached at (301) 908-1277). Office Condos Sold A government contractor settled on a pair of industrial condominiums earlier this month. That would be the Monumental Realty Group, which paid $945,000 to acquire 1779 and 1781 Olive Street in Capitol Heights. Monumental paid $665,000 for the larger of the two units, at 10,400 feet, and $280,000 for the smaller, 4100 foot unit. The units were long home to Cantrell/Cutter Printing, but were appealing to Monumental because they are located in the Small Business Administration s HubZone, which offers contract preferences in some cases. DCKC LLC was the seller. Andy Mayr and Ed Luckett of NAI Michael brokered the transaction. Baker Seeks Surcharge Waiver for Carrollton The public safety facility surcharge on the residential portion of Carrollton Station would be partially waived if a newly proposed Resolution goes through at the County Council. Slated to be introduced on March 17, the Resolution (CR-5-2015) says that the county executive and Council have the right to issue a waiver from the fee for any project in the Developed Tier. Carrollton Station is the mixed-use project close to the New Carrollton Metro where Rockville-based Berman will build a new office building to house the state Department of Housing and Community Development. Also included in the plan are 556 multi-family units. The Resolution was submitted on Friday near our press time. It says that the public safety surcharge would be waived by no greater than 60 percent for Carrollton Station. It further says that County Executive Rushern Baker has determined, because.carrollton Station will have many positive impacts.that building permits may be issued for the project without the imposition of the surcharge. The Resolution finds that the new project is a high quality revitalization, and will be more than adequately served by the existing school, police and fire facilities. The public safety surcharge, like the school facilities charge, is applied against each unit, but is lower in the Developed Tier than outside the Beltway. In Brief..H.H. Hunt Inc. s initial plans for an assisted living facility in Laurel passed the first test. The City s planning commission backed the map amendment that would rezone property at 7003 Van Dusen Road to mixed-use, then similarly signed off on the conceptual plan for 105 units. Hunt is based in Raleigh, North Carolina...The RFP that went out for developer interest at the Bowie State MARC Station drew two responses, according to sources. County officials have been trying to prompt development at the station, bordering the university off Race Track Road, for several years now. About 80 acres is developable, and ideally, county officials want a mix of residential, retail, and institutional uses that serve the school...general contractor L.F. Jennings Inc. has the building assignment on the area s first Target Express. The mini-target would be built at the base of the new student housing building in College Park, at 4500 Baltimore Boulevard, one of only a few Express outlets in the country. Falls Church, Va.-based Jennings submitted a building permit application to complete a $1 million fit-out for the retail. It ll be all things Target, just for the student on the go...it s tough being Walmart in Prince George s County. The District Council has indicated its intention to deny the controversial retailer a new store on 15.4 acres in Oxon Hill. A preliminary vote taken last week would disapprove both the special exception application and the detailed site plan for the proposed store on Oxon Hill Road at Clipper Way. 3

West Hyattsville Next for WMATA Now that it s well into negotiations for the New Carrollton Metro development rights, WMATA wants to turn its attention to West Hyattsville. The transit agency says it s preparing a joint development solicitation for the northwest quadrant of Ager Road and Hamilton Street. WMATA s ground close to the West Hyattsville station is part of a larger county plan for some 3,100 housing units and a million feet of office and retail space. The request for proposals ought to go out by late spring or early summer, and WMATA hopes to select a developer in the late fall. The agency s last dance with a developer at West Hyattsville was a turn with Centex Homes and Best Industries, in 2008. The pair were still honing their plans when the recession kicked the door down. This time, said WMATA officials in a recent presentation before the Hyattsville City Council, the agency is seeing development interest at the stations on either side of West Hyattsville, at Fort Totten and Prince George s Plaza, and believes that bodes well for the coming RFP. The new development would be residentially driven, but with the expectation of creating some Main Street, storefront retail, according to WMATA s Stan Wall. At New Carrollton, WMATA is pursuing a joint agreement with Urban Atlantic and Forest City that would start with a first phase of apartments and retail next to the station. The agency says it is advancing developing at half a dozen of the 15 stations in the county. Towns Planned Near Morgan Townhouse construction near the Morgan Boulevard station has been quiet since Victory Promenade closed out a year back. But a block of attached units is now in the works, courtesy of a partnership led by developer Scott Reed. Reed s Cameron Investments, based in Bethesda, submitted a preliminary plan of subdivision recently for 52 towns just off Route 214 in Capitol Heights. The 11.3 acre tract along the east side of Garrett Morgan Boulevard was long planned for commercial, until Reed submitted an application last year to make the switch to housing. But the need for the application and any bruising battle for approval evaporated when staff determined that a zoning change had nullified those earlier restrictions to keeping the parcel commercial. The M-U-I zoning now in place, said staff, allows residential. Reed says he will continue taking the property through preliminary plan, and seek builder interest to carry it on to site plan. Another townhouse plan awaits District Council approval, but faces a hurdle: overcoming a negative Hearing Examiner s report. Like Cameron at Morgan Boulevard, Baltimore-based Metropolitan Management wants to convert nearly five acres on St. Joseph s Drive in Largo from commercial to residential, in its case, 70 townhouse lots. It has spent significant time and effort to market the property for a small retail center but to no avail, says Metropolitan. Instead, says the developer, it s time to trade the proposed 55,000 feet of retail space for the attached units. Not so fast, said the Examiner in a recently released report. The 4.9 acre tract is part of a larger 33-acre property zoned for a Local Activity Center (L-A-C), and Metropolitan shows only townhouses, not a mix of uses as the L-A-C infers. It needs to either add another use, or amend the application to show how its small piece fits into the larger activity center, says the Examiner. Instead, Metropolitan took its case to the District Council, where it is now on the schedule. Conifer Seeks State Loan for Senior Apts Conifer Development s application for a state loan toward a new apartment complex comes to the Board of Public Works this week. The Columbia firm wants to tie $2.5 million in funding from the Rental Housing Works Program into a package of other loans and tax credits that it would use to finance a 120-unit senior housing building in Capitol Heights. Conifer bought the 4.3 acres at 2011 Brooks Drive for $1.71 million last fall, after winning approval from the District Council last July for its affordable housing project. The developer s four-story, elevator-served building will serve residents with incomes at or below 60 percent of the area median income. 4

Market Makers...The Metropolitan Development Group, based out of Vienna, Va. is ramping up for its College Park project. The group filed a building permit application valued at almost $65 million to build apartments and first-floor retail at 9091 Baltimore Avenue. That s opposite the Monument Realty project now underway on the opposite side of Route 1. When its all done, Metropolitan s project will be 238 apartments, 45 townhouses and about 4,000 feet of retail...the Planning Board takes up a Mark Vogel Companies plan for Westphalia townhouses this week. Vogel s conceptual layout for Cabin Branch shows 212 towns and a couple of commercial pad sites. It would be located on 24.5 acres on Armstrong Lane off Route 4 in Upper Marlboro..A preliminary plan for townhouses in Laurel won the City planning commission s backing. With apartment ground already approved and slated to be built by Mill Creek Residential, Strittmatter Land is advancing plans for 56 townhouse lots in its West Side project. NVR is the chosen builder for the Van Dusen Road project.. Site Realty Group has bought itself a Clinton office building. As Chart Building LLC, the Silver Spring company paid $1.57 million for 7471 Old Alexandria Ferry Road. The 26,195 square foot multi-tenant industrial/office building is just across the street from Joint Base Andrews. The building traded 81 percent leased.
