MINUTES VILLAGES OF VILANO HOA BOARD OF DIRECTORS MEETING On-site Clubhouse Wednesday, June 17, 2015 7:00 P.M. 1. Call to Order: Tom Arnold called the meeting to order at 7:00 p.m. and confirmed that the meeting was properly noticed. 1. Determination of a Quorum: A quorum of the Board was established with, Tom Arnold, Dick Keith, Doug Conlon, Jim O Neill and Clara DeVane present. Andrea LaVallee-Maggs and Judy Alligood were present from Coastal Realty. 2. Approval of Minutes: Board Meeting held May 21, 2015 - Mr. Arnold noted that the minutes were distributed to the entire Board in advance by email. He then asked for unanimous consent to accept the minutes of the Board meeting held May 21, 2015, as written. With no objections being noted, the minutes were approved. 3. President s Report: Mr. Arnold presented the President s Report (See Attachment I) 4. Treasurer s Report: Financials for May 2015 Mr. Conlon presented the financial report for May 2015, which was distributed to the Board by email in advance of the meeting. Mr. O Neill made a motion to accept the May 2015 financial report, as submitted. The motion was seconded by Mr. Keith. All in favor, motion passed (See Attachment II). Mr. Conlon reported that Duval Asphalt has submitted the bid for the final phase of this year s sealcoat and repaving projects. Mr. Conlon made a motion to accept the bid from Duval Asphalt not to exceed $106K with the funds to come from paving reserves. The motion was seconded by Mr. O Neill. All in favor, motion passed. 5. Management Report: Ms. LaVallee-Maggs presented the management report. (See Attachment III). Mr. Conlon made a motion to approve the expense of $100 from the operating budget for the purchase of small American flags to be displayed in the common areas during the 4 th of July. Flags will be ordered and installed by resident, Kimberly Grane. The motion was seconded by Mr. Keith. All in favor, motion passed. 6. Committee Reports: a. ACC: Chair, Ron Schmitz, reported that the ACC has not met since the last Board meeting. b. Boat/RV Committee: Chair, Bob Swann reported they are now 13 names on the waiting list and that all but one of the boats and RV s without updated stickers have been addressed. 7. Old Business: a. Update on Lake III Fountain: Mr. Keith reported that the replacement fountain has a smaller motor and different spray pattern because it has been determined by Lake Doctors that the new equipment is ideal for ongoing maintenance and the aeration of the lake. 8. New Business: a. Appeal by Aggrieved Party to Review ACC Decision - Johnson/100 Leeward Court: The Board received a written request to appeal the decision of the ACC to deny the repair and extension of the fence in the rear yard at 344 Village Drive. The ACC was not able to approve the request because fences are not addressed in the ACC rules. Mr. O Neill made a motion to grant the appeal and allow the approval of the project as submitted. The motion was seconded by Mr. Conlon. All in favor, motion passed.
b. Exterior Maintenance and Compliance: Ms. LaVallee-Maggs reported that she has received a letter from an owner who is concerned about several areas of the common area landscaping. The Board recommended that the owner provide the Board with a specific plan for the types and locations of plants that she would like to see. Coastal will ask Kathleen Macy to put a notice in the next newsletter asking for volunteers for a Beautification Committee. c. Parking Along A1A: Ms. LaVallee-Maggs reported that she has been in contact with the Florida Department of Transportation and they informed her that they will not install no parking signs along A1A but the Association is welcome to install their own signs so long as they are far enough away from the edge of the road so as to be out of the right of way. The Board is going to research the possibility of installing coquina boulders in the area of concern as they may be more effective than signs. d. Rules for Use of Master Association Boat Slip: Coastal will order a sign that states the Master Association s Boat Slip is for loading and unloading only. 9. Owner Comments: The Board entertained questions and comments from the owners who were present. 10. ATTACHMENT I President s Report Villages of Vilano Home Owners Association 6-17-2015 I n the past month the items that were to be inspected by the board, specifically the lake 3 fountain, and other items were attended to and Dick will report on these. I would like the entire community to know that at the May meeting when the topic of the access to the intercoastal waterway beach was raised that I was incorrect in my response. I should have known because I am a resident of the Marina Homes and I would like to correct that now. The property that the Marina Homes and the Marina Condominium s occupy belongs to those Associations. It is deeded to the respective associations and as such is private property not common area. The parking areas that are associated with these associations are included in that foot print. This is not part of the common area of the Villages of Vilano subdivision. Anyone accessing these plats of land that is not an owner in these Associations is trespassing. It is the same as someone other than a patio or beach home owner walked through a back yard to access the lakes that comprise the storm water relief system. It came to my attention that a resident had driven a golf cart between Buildings 324 and 328 to access the beach. This should never have happened and I apologize if my statement led to that occurrence but it should never happen again. I am sure that both of these associations will enforce their property rights and as President of the Master Association support them in their efforts to protect their property rights. Therefore to correct my statement at the May BOD meeting to my knowledge there is no access to the inter-coastal beach through the Villages of Vilano Subdivision.

ATTACHMENT III VILLAGES OF VILANO BOD MEETING 6/17/15 AT 7:00PM MANAGEMENT REPORT 1. Past due notices were sent to 8 owners today, all of whom are only behind one month and updated statements have been sent to the attorney for the accounts that are in collections. 2. We are up to 60 followers on the website. By following the site, you will receive email notifications when new content is added, such as important notices. The site contains all Association forms, governing documents, and tons of other useful information. Signing up will also give you the password for the wi-fi at the clubhouse. 3. Kimberly Grane has offered to order small American flags like you would see at a parade and put them up around the property for 4 th of July. Her idea is to use some of the funds that were allocated to the social committee and might have gone to some sort of 4 th of July cookout. She wants to put a flag at the end of each driveway in the patio homes and several others throughout the community. The cost would be approximately $380 and she would buy the flags and submit a receipt for reimbursement.
