Key Findings Manufactured housing today can be part of the solution to the affordable housing shortfall in Colorado; National efforts are underway to improve manufactured home lending practices Enhancements to the HUD manufactured home building code (HUD 3280) are creating a more refined product Industry is interested in developing new models/floor plans that are focused on meeting the objectives of home buyers and the affordable housing industry The manufactured housing industry has excess production capacity that can deliver quality housing at a reasonable price point Land prices and geography make new park creation a possibility particularly in non-metro areas of the state Offers a unique alternative to multi-family housing 8
Next Steps Distribute inventory information to local communities and the affordable housing industry Assist local governments in their consideration of the role of manufactured housing parks in their communities Consider statewide policies and guidance in regards to manufactured home parks Provide technical and financial assistance to local communities to preserve and develop manufactured housing parks 9
Next Steps Consider additional inventory data needs and uses Additional use of the mapped MH Park data in relation to other considerations (besides flood areas, other ways that mapping can enhance the understanding of the role of MH parks) Age/quality of homes in MH Parks (renovation programs/ability to be moved) Age/condition of MH Park infrastructure (renovation programs/life expectancy) Use/understanding of County Assessor and DMV titled home data (how to access in real time, what data is available) Link of HUD shipments of new units to Colorado MH Parks (new home placements in Colorado) Link of DOH MH installation inspections to MH Parks (homes that have had their installation inspected) 10
Next Steps Consider additional inventory data needs and uses: Understanding of the development issues surrounding individual MH Parks (which parks are at risk of closing) Understanding of local jurisdiction zoning and planning policies surrounding existing MH Parks (how local jurisdictions view their MH Parks) Tracking of foreclosed homes by park (impact on existing household) Manufactured Home Park Vacancy and Lot Rent Survey similar to current Rental Vacancy Survey (use to track affordability and market) Tracking of previous home liens and current household obligation to pay (impact on existing households) Tracking of manufactured housing parks for sale and sold in Colorado (understanding of market side costs, activity, and who is purchasing) 11
