STRATA COUNCIL MEETING MINUTES STRATA PLAN BCS 2251 "THE EDGEWATER 2353 MARPOLE AVENUE, PORT COQUITLAM, BC Held on Monday, October 22, 2007 In the Amenity Room PRESENT: Yuriy Shylov President Matthew St. Pierre Vice-President Eric Gruter Treasurer Christine Mills Carleen Rudland REGRETS: Nina Durante Secretary MANAGING AGENT: Ann Benoit, Strata Agent, Ascent Real Estate Management Corporation CALL TO ORDER The meeting was called to order at 7:00 p.m. FINANCIAL 1. Financial Statements: It was moved, seconded and carried unanimously to approve the financial statements ending August 2007 as presented. September was provided at the meeting. 2. Accounts Receivable: Council directed the strata agent to commence the lien process with respect to several strata lots that have not made arrangements to pay strata fees. Some owners are currently still in arrears as they arranged pre-authorized payment but did not send a separate cheque for their first strata fee, as detailed in the welcome package. 3. Contingency Reserve Fund (CRF): The contingency reserve fund as of September 30, 2007 is $11,324.34. Contingency Reserve Funds: Funds have been borrowed from the Contingency Reserve Fund to cover operating expenses. The borrowing of funds is necessary when large invoices such as Insurance are received and when owners do not pay their strata fees. BUSINESS ARISING 1. Building Security: Council is continuing to research the installation of a swipe card entrance system. All permitted doors have been locked in the parkade. Council would like to remind all owners that they are responsible to help ensure that the building is secure. Please do not provide entrance to anyone you do not know when entering and exiting the building.
Please also ensure that when entering and exiting through the garage gate that you do not allow another car to follow you through. Please watch for the gate to close completely before exiting the area. *** Council will be periodically viewing the camera footage and immediately fining all owners who do not wait for the gate to close. *** It was moved, seconded and carried unanimously to lock all the stairwell doors that are not considered a fire egress. Security footage of the recent parkade break-in has been forwarded to the RCMP. A temporary repair has been performed on the garage gate. The permanent repair will be completed once the required material is received by Action Lock and Security. 2. Amenity Room/Guest Suite Bookings: All bookings for the amenity room and guest suite are made through council member, Nina Durante. Common Area Deficiencies: Council performed a walk-around with the developer to discuss common area deficiencies. An engineer report will be submitted closer to the 15 month warranty period. 4. In-suite Deficiencies: Any deficiencies contained within your individual suite are your responsibility. Please ensure that all communication with the developer is in writing. V2S 2B1 Phone: 1-604-850-9680 Fax: 1-604-854-8339 5. Form K: Council would like to remind all owners that a Form K is required for all rental units. If you currently have a renter in your suite, you must ensure that a Form K has been sent to the strata agent. A Form K was included in the welcome package that was sent to all owners. If you require a Form K, please contact the strata agent. Please be advised that failure to comply will result in a $250 fine being levied against your strata lot account in accordance with the strata corporation bylaws. 6. Junk Mail: All owners are reminded not to dispose of junk mail on the ledge near the mailboxes. All junk mail is to be brought back to your suite and disposed of correctly.
7. Satellite Dishes/Bamboo Blinds and Hanging Baskets: Letters have been forwarded to all owners who contain non-permitted items on their balconies or have affixed items to the exterior of the building. Council would like to thank all the owners who complied and removed the items. Fines have been applied to a few owners who did not comply. 8. Recycling: Recycling has been placed in the underground by the City of Port Coquitlam. Council would like to remind all owners that glass and garbage are not to be placed in the recycling bins. There is also no need to sort your recyclables as the bins are not designated. Council would like to remind the owners that the City will remove the bins if non-permitted items continue to be placed in them. 9. Pets: Council would like to remind all owners that pets are not permitted to urinate and defecate on common property. This includes the parkade and landscaped areas of the building. Urine will result in unsightly acid burns and it is also not sanitary for the landscape provider. All pet messes on balconies and patios must also be immediately cleaned up. Pets are not allowed to relieve themselves on balconies and patios. 10. Bulletin Board: A bulletin board has been installed near the mailbox area. All owners are reminded to ensure that they check it regularly for important notices. As council is not pleased with the bulletin board, it was moved, seconded and carried unanimously to speak with the provider requesting a discount. 11. Annual Fire Inspection: The annual fire inspection has been completed. Council is awaiting the inspection report from Mountain Fire to determine which units did not provide access for the mandatory inspection. 12. Garbage Enclosure: Council reviewed quotes for the installation of a door on the garbage enclosure area. It was moved, seconded and carried unanimously to proceed with a quote from Vallarta Services to install a sliding, locked chain link gate. The building s common area key can be used to access the area. 13. Gutter Cleaning: ServiceMaster will be on site November 5 th and 6 th to clean the gutters. Notices have been posted in the building to notify all owners. NEW BUSINESS 1. Sprinklers: The winterization of the sprinkler system has been completed by University Sprinklers. 2. Snow Removal: It was moved, seconded and carried unanimously to purchase a snow blower for council use to clean the City sidewalks, the parkade ramp and front stairs in the event of a snowfall. Council chose to be responsible for snow removal to save the strata corporation the expense of hiring a contractor. All owners are encouraged to help council members when they see them performing snow removal. The strata agent has ordered ice melt that council will spread when the weather temperatures dictate. 3. Common Property Warranty Certificate: The strata agent provided council with a copy of the common property warranty certificate to post on the bulletin board for owner viewing. 4. Mechanical Maintenance: The strata agent provided council with a copy of the recent mechanical maintenance review provided by Latham s. Upon review council directed the strata agent to forward Latham s report on to the developer for review and comment, as council feels the items should be rectified by the developer. 5. Construction Noise from Neighbouring Building: Council member, Matt St. Pierre has been in contact with the developer and the City concerning the noise emanating from construction.
6. Drainage Concern: The developer has been contacted concerning a drainage concern located on the lawn by the east side rear door. 7. Paint Colours: The strata agent provided council with the common property paint colours. It was moved, seconded and carried unanimously to have Matt St. Pierre paint areas of the building that have been damaged from moves. 8. Exterior Globe Lights: Numerous exterior globe lights have been damaged as a result of vandalism. Additional lights have been ordered and will be replaced when received. Extra lights have also been ordered and will be stored on the premises. 9. Exterior Street Lights: As the city is awaiting paperwork form the developer the exterior city lights are not operating. The developer has been requested to submit the necessary documentation. 10. Garage Gate Antenna: Council reported that some owners are experiencing problems with their remote controls. It was moved, seconded and carried unanimously to contact Creative Door Services to determine if the antenna has been vandalized. 11. Parking Stalls: There are five parking stalls (1/2/6/7/8) that are available for rent by a resident of The Edgewater. The cost to rent a stall is $30/month with a lease that does not expire until the Annual General Meeting next June. A draw will be held at the AGM next June for the stalls. The stalls will then once again be assigned for a one year term. If you would like to rent a stall please contact the strata agent by email at abenoit@ascentpm.com. The parking stalls will be assigned on a first come, first serve basis. Please be advised that the rental charge will be placed on your account and that Ascent will not be issuing invoices. If you are on pre-authorized payment you will need to submit separate cheques for the parking stall rental charge. 12. Bike Rack: It was moved, seconded and carried unanimously to install a bike rack in parking stalls 4 and 5. Council would like to remind all owners that the strata corporation is not responsible for any bikes that may be damaged or stolen. Once the bike rack is installed council will be ensuring that all owners adhere with the bylaws and do not store their bicycles on their patios and balconies. 13. Oil Spills in the Parkade: Council inspected the parkade following the meeting and advised the agent to forward communications to all owners that have oil stains in their parking stalls. CORRESPONDENCE 1. Correspondence was received from an owner concerning the following: Common area deficiencies. Permission to install a door knocker and door bell on the exterior side of their front door frame. Cigarette butts being thrown off balconies. After discussion, council directed the strata agent to respond as follows: The noted common property deficiencies will be included on the list submitted to the developer. It was moved, seconded and carried to not permit the installation of a door knocker and door bell as the exterior of the door frame is common property. Council is concerned that if every unit makes such alterations, the interior of the building will not be aesthetically pleasing. A letter has been forwarded to the unit disposing of cigarette butts over their balconies. 2. Correspondence was received from an owner requesting to switch their stall with one of the strata owned stalls. It was moved, seconded and carried unanimously to not approve the switch as parking stalls are assigned to each unit and are therefore sold in conjunction with the unit. Council directed that strata agent to inform the owner that they can apply to rent a stall.
Communication: All owners please note that the Strata Property Act requires that all comments and concerns must be forwarded to the strata council in writing (unless an emergency) to allow the entire strata council to review your concerns. Each letter will be reviewed at the next scheduled council meeting and responded to accordingly. All correspondence must be received seven days prior to a meeting, or it will be tabled until the next meeting. All requests for renovations/alterations must be made in writing and submitted to the strata agent for council review. The requests must be received one week prior to each council meeting to be included on the agenda. All owners and residents who will be moving in or out of the building must contact the strata agent to obtain the elevator key and request the installation of the elevator padding. Arrangements must be made one week in advance of any move. The key will be available at Ascent s office: 2176 Willingdon Ave., Burnaby.
