TEMPORARY EMPLOYMENT SERVICES, OFFICE AND CLERICAL 06-X-37778 Question No 1 What are the duties and responsibilities for these temp workers? What are the requirements for their qualification? High school? University degree? What does the job involve? Lift 200 lbs. every second continuously for 8 hours? Sit and work on the PC with microsoft softwares? Be explicit. Answer: The duties and responsibilities are those that are listed on the price sheets and the qualifications of the job are to perform the tasks as indicated. It is the proficiency of the job and not so much the degree the individual possesses. The titles listed do not require anyone to lift 200 lbs. every second continuously for 8 hours. Not every job description requires the individual to sit and work on the PC with Microsoft softwares. Question No 2 Where can I find the job description for these various temp. jobs? Rough estimate of wages (without any benefits) for these jobs? Thanks. Answer: This RFP does not have any job description for the various job titles listed. The prices can be viewed on the internet as indicated in Section 1.2 of the RFP. Question No 3 Will there be a separate bid for the northern region? Answer: Please refer to question no.8, item no1. Question No 4 In the previous bid awards were made in Zones 1, 2, and 3. This bid is for Central and Southern New Jersey. Can you please correlate the Zones in the previous bid to the areas in this bid? Can we bid an only the Southern or only the Central area or do we need to bid on both? Answer: Section 1.2 of the RFP indicated the counties by Region. The Zones have been changed to Regions. The previous RFP the Zones listed the same counties as the Regions do in this RFP. A bidder can bid on either the Central or Southern Regions or both Regions. Question No 5 What is the estimated amount of this contract? Answer: Approximately $3,000,000 per year. Question No 6 Please define by State and Cities the Central Region and Southern Regions.. Answer: Section 1.2 of the RFP indicates the counties by Region. There are no cities, only counties within a Region. Question No 7 Previously there was a clause in the contract that the service would be charge for orders that they accepted but were unable to fill. Is this still the case? 1

Answer: Since your question did not identify the Section of the previous RFP your question cannot be addressed. However, in Section 3.3.1 of the RFP, it states the following: In the event delivery of said personnel is not made within the number of days stipulated or under the schedule defined in the Request for proposal, the using agency may be authorized to obtain said personnel from any available source, the difference in price, if any, to be paid by the contractor failing to meet his commitments. Question No 8 Please provide the approximate dollar value of the contract, or what was spent on temporary help for 2003. Answer: The total expenditure for fiscal year 2003 including all three regions was $5,000,000. Question No 9 1. Is Bid Security required for this RFP? 2. Are Audited Financial Statements required as part of our response to the RFP? 3. Is a Performance Bond required for this RFP? 4. What is the dollar value of the contract? Answer: 1. Section 4.4.1.11 of the RFP indicates that no bid bond is required for this procurement. Answer2. Section 4.4.2.6 Financial capability of the bidder indicates that upon request by the Purchase Bureau will a bidder be required to submit a financial statement. Answer3. No, A performance bond is not required for this procurement. Answer4. In fiscal year 2004, the total expenditure for the North, Central and South was $6,000,000 and in fiscal year 2005, the total expenditure was $5,000,000 Question No 10 Standard Terms and Conditions, page 1 Item 1.3 Due to the nature of work for this contract, does it require Prevailing Wage Act compliance which is geared towards construction personnel? Answer: No, because the Prevailing Wage Act refers to the construction industry and not to Temporary Employment Services. Standard Terms and Conditions, Page 2 Item 3.1 What is the estimated dollar value of this contract? What was dollar usage in 2004? Answer: In fiscal year 2004, the total expenditure for the North, Central and South was $6,000,000 and in fiscal year 2005, the total expenditure was $5,000,000.. However, the Northern Region is not included in this procurement. 2

Standard Terms and Conditions, page 3, item 3.3 To clarify, bid security is not required, is that correct? Answer: Section 4.4.1.11 of the RFP indicates that no bid bond is required for this procurement. RFP Page 13, Item 4.4.1.11 To clarify once again, bid bond is not required, is that correct? Answer: Yes RFP, Page 13, item 4.4.2.6 Are financial statements required? Are they to be sent with RFP for the RFP to be considered complete? Answer: Section 4.4.2.6 financial capability of the bidder indicates that upon request by the Purchase Bureau a bidder be required to submit a financial statement. Question No 11 Must responses to this RFP be governed by NJSA34:11-56.26 since this is clerical support not construction or trade positions? Answer: This statute refers to any public work paid for in whole or in part out of the funds of a municipality in the State of New Jersey. This procurement is strictly for office and clerical and not for construction or trade positions. RFP, Page 18, item 5.14 To clarify, is a performance bond required and if so, what must the amount be? Answer: No, A performance bond is not required for this procurement. Question No 12 Is it possible to put in a salary range for the section titled "price sheet" versus a specific #. Answer: No Question No 13 The source disclosure certification form was not attached to the forms section of the RFP. Where can this form be located if it is to included with the proposal? The link provided in the RFP is non-functionable. Answer: This form will be included in this addendum. Question No 14 1. What percentage is awarded to MWBE's? What percentage is awarded to Small Business? Answer: None. This procurement is not a set-aside contract. 2. What is the dollar amount of bid by region? Answer: The approximate expenditure by Region for fiscal year is: North: $1.5 million Central: $2.5 million 3

South: $1 million 3. How many agencies are bidding on the contract? Answer: This procurement is for all of the Using Agencies of the State. State Agencies do not bid, they use the awarded contracts as necessary. 4. Other than price, what other credentials do you look for in a supplier? Answer: Please refer to Section 3.0 Scope of Work and Section 6.0 Evaluation Criteria in the RFP. 5. How much consideration will be given to the current agency considering the tenure on the contract? Answer: None. 6. What are the payment terms and what form of electronic billing and payment system do you use? Answer: Normally, the payment terms are net 30 days, however, under the State's Prompt Payment interest can accrue after 60 days. A vendor can sign up for ACH (Automatic clearing house) for electronic payment. Please refer to Section 5.18 and 5.18.1 of the RFP. 7. Due to the fact that the Northern Region is excluded from this contract, will that come out as a separate bid and when? Answer: The Northern Region is now included as part of this RFP, please refer to Addendum No. 1. 8. Was there any reason why the Northern region was excluded from this bid? Answer: Yes, because the Northern Region was set aside for ACCSES NJ CNA. Please refer to Addendum No. 1. 9. Will any departments such as finance, medical, healthcare! or any other disciplines go out for bid? Answer: No, once this contract is awarded all State Agencies must utilize the contract and cannot go out to bid on their own. 10. If so, when? Answer: See above answer. 11. Will it be necessary to submit a copy of our agency compliance policy? Answer: If it is a requirement of this RFP. 12. If there are unfilled orders by the primary, what will the penalty be that the State will apply? Answer: Please refer to Section 3.0 Scope of Work of the RFP. 13. Will one primary vendor manage the secondary vendors? Answer: No. 4

14. If a bidding agency has not done business with the State prior to this bid, how will that weigh on the decision to select this agency? Answer: This has no bearing on this procurement. 15. How frequently will agency audits take place and what items will be required during the audit? Answer: Audits will take place when compliance becomes an issue. The state will not discuss until audit notification as to what will be required at an audit. Question No 15 1. Please advise why Northern Region is excluded from this RFP? Will there be a separate RFP for the Northern Region? Answer: Please refer to question no.8, item no1. 2. On page 13, item 4.4.1.11-it indicates bid bonds not a requirement, on first page it is requiring information on a bid bond. Please clarify. Answer: There is no bid bond required for this procurement. Question No 16 1. What is the dollar amount breakdown or percentage for each skill set (position)? What is the volume of usage for each skill set? 2. Generally, what is the duration of the assignments? Answer: The RFP indicates up to a maximum of one year. The average assignment duration is not available. THE PURPOSE OF THIS RFP IS FOR THE AWARDING OF STATE-WIDE CONTRACTS FOR THE USE OF STATE AGENCIES TO OBTAIN CLERICAL AND SUPPORT HELP. THE FOLLOWING 24 QUESTIONS, FOR THE MOST PART, REFER TO THE DEPT. OF THE TREASURY AND ITS NEEDS, THEREBY MAKING THE QUESTIONS IRRELEVANT TO THIS PROCUREMENT. WHERE POSSIBLE, THE QUESTIONS ARE ANSWERED WITH THE INCLUSION OF ALL THE RELEVANT DATA AS STATED IN THE TERMS AND CONDITIONS OF THIS REQUEST FOR PROPOSAL. BECAUSE THERE ARE NUMEROUS STATE AGENCIES USING THE CONTRACT, THERE IS NO COMPREHENSIVE DATA AVAILABLE IN AGENCY COMBINATION AND THEREFORE A HIGH PERCENTAGE OF THE FOLLOWING QUESTIONS CANNOT BE ANSWERED. 3. Of NJ Dept. of Treasury's facilities that require temporary staffing support, which facilities have the most use? 4. When are the peak periods? 5

5. What is the breakdown of use amongst all of the facilities? 6. What is the breakdown of skills sets amongst each facility? 7. How many required vendors will NJ Dept. of Treasury enlist? Answer: Please read Section 1.1 of the RFP 8. Based on its usage in the past, how many vendors does NJ Dept. of Treasury actually call upon for its staffing needs? Additionally, the State makes no guarantees in this regard. 9. What type of criminal background and credit checks does NJ Dept. of Treasury require? For example, a local county check or the Social Security Number verification search? Answer: Please read Section 3.5 of the RFP. Whatever method satisfies the requirement. 10. Is this search required for every Staffing Associate? Answer: Yes, please refer to Section 3.5 of the RFP. 11. This is typically an additional cost be billed to the Client, would NJ Dept. of Treasury prefer separate invoicing when these searches are performed? Answer: Please refer to Section 3.0 of the RFP. 12. Would NJ Dept. of Treasury want us to provide Payrolling services to the people they refer? Answer: No 13.
