This manual is designed to address varied questions you may have as you begin to use the USBHM Appraisal Services Web ordering system. Our goal is to: Provide contact information for the Appraisal Management Companies (AMC s) that will handle you re appraisal orders. Answer the most frequently asked questions we expect you will ask. Provide you with a hands on guide to access our ordering system, place orders, handle communication and deliver appraisals timely. Provide USBHM Appraisal Services contact information for web system operating questions. Web Appraisal Ordering Q & A: 1. What lender client name will be on the appraisal? See Note at bottom of page 1 of this manual. 2. How do I pay for appraisals or other valuation product(s)? You or the borrower will pay the Appraisal Management Company (AMC) directly prior to scheduling the appraisal appointment. When entering an order, you will specify whether the AMC should contact you or the borrower. The AMC that has your order will contact you or the borrower as specified to confirm payment details. There is no charge for you to use USBHM Appraisal Services 3. How do I handle an urgent rush order? You will have the ability to put comments into each order. This will notify the AMC that has your order of your needs. 4. Where is the invoice? The AMC assigned to the order will provide a paid invoice within the appraisal or by separate email at time of delivery. Also, the final email notice you receive from the system that the appraisal has been completed acts as an invoice. The subject line will show borrowers name, order number, loan number and a dollar amount. Print this off for your records. 5. I ordered the wrong appraisal report, what do I do now? DO NOT ORDER ANOTHER APPRAISAL. Notify the Help Desk and the AMC, we will work together to revise the order. 6. On Purchase orders what do I need to furnish to the appraiser? The complete offer to purchase/contract, and information regarding seller 3 rd party paid assistance (ex: down payment/closing costs/community gifts, grants or assistance not in the offer to purchase/sales contract). 7. How do I order a final inspection? DO NOT CREATE A NEW ORDER FOR FINAL INSPECTIONS. Use the Search function to locate the original order and add the final inspection on to it (see p. 21). This will send the final inspection request to the same AMC that did the original appraisal. 8. How do I order an appraisal when the property is new construction that is to be completed prior to close? The appraisal is ordered the same as for an existing property with two differences. Be sure to notify the AMC in the order directions who they need to contact for blue prints and specs etc. Once construction is complete just order the final inspection on the web ordering system by going into the original order id and adding the needed product (see p. 21). 9. What is an appraisal update? An appraisal update is required when the appraisal is >120 days old. Updates maybe ordered on the Appraisal Services Web ordering system by going into your original order and adding the update (see p. 21). 10. Can I cancel an appraisal on the on-line ordering system? No, canceling an appraisal is handled by the USBHM Appraisal Support. Contact the AMC and the Help Desk to notify us of a cancellation. 11. How long does an appraisal report remain on the web system? The duration is 9 months. If you need an appraisal report that is older than 9 months, contact USBHM Appraisal Services Support and they will be able to retrieve it and forward the report to you. 12. Does the borrower automatically receive a copy of the appraisal? When conventional loan appraisals are uploaded on our website, a copy is electronically sent to a company that prints and mails it to the borrower. You can SIGNIFICANTLY speed up this delivery process by email delivery to the borrower. Simply collect the borrower s email address at the time of application and enter it in the proper field on the appraisal order entry screen in our system. The appraisal will then be emailed to the borrower. (see pp. 26-30) 13. How do I handle MDIA requirements when placing an appraisal order? When you place the appraisal order and select the payment method you will certify that MDIA requirements have been met based on the payment method you have chosen. 14. How do I assign an appraisal to another lender? Effective May 1, 2009 USBHM will not assign appraisals or accept assignment of appraisals on any conventional loan origination programs. - 4-05/01/11

Working with the AMC s on our Appraisal Panel: 1. I placed an order on the web, what happens next? Your appraisal order immediately goes to one of the AMC s. As soon as they accept the order you will get an email confirming who has the order with their contact information. 2. Is it OK to contact the AMC once I have been notified that they have my appraisal order? Yes, to assist with scheduling appointment, payment details or getting copies of the purchase agreements to them. 3. Can we find out which appraiser the AMC is using? No, they control the contact with the appraisers on their panel. Work with the AMC to move the appraisal order through the process of appointment, inspection and appraisal delivery. 4. On a purchase how do I get the offer/contract for purchase to the appraiser the AMC selects? Contact the AMC that has your appraisal order and they will give you directions on how to get them the contract. 5. How long does it take to get back a completed appraisal? Our Service Level Agreements with them are that we expect 90% of the appraisal orders to be delivered back in 7 days. They average 5-7 days in metro areas and 8-10 business days in non-metro areas. We will update with the AMCs and furnish US Bank Wholesale actual appraisal turntimes on a regular basis. 7. How do I find out the status of an appraisal order? Call the AMC vendor phone number given on the appraisal assignment email you received. They will furnish an update. You can also find the vendor and phone number by using the Search function (p. 18) to locate the order and clicking on the Pencil icon of the order summary. Vendor name and phone number are displayed about the middle of the page. 8. The appraisal has been delivered and a correction is needed. What do I do? All AMC s have formalized processes in place to handle this. Contact the AMC directly to handle these issues. 9. What if I disagree with value or dispute an AMC appraisal? All AMCs have formalized reconsideration and technical review processes. Contact the AMC to initiate the process. COMMUNICATION: Enter the order; when you submit the order it immediately places it with an AMC. The AMC accepts the order and an e-mail is sent to you indicating which AMC has it. You can contact the AMC directly to supply offer/contract documents and any other info needed for the appraiser to complete the assignment and deliver it as timely as possible. When the AMC sets the inspection appointment an e-mail is sent notifying you. When an appraisal is delivered, an e-mail is sent to you. This e-mail notification will include pertinent information for your records. We recommend you print off the e-mail for your records. - 5-05/01/11

CHECKING LOCAL AND NATIONAL MARKET APPRAISAL PRICES: Go to the web site and sign in. On the upper blue control bar, click on the Appraisal Price Calculator. See pp. 10-11. When ordering appraisals please remember that your product selection is based on either the sales price or the customer s estimate of value. It is not based on the loan amount. U.S. Bank Home Mortgage Wholesale Division requires Table Fund Lenders and CUSB Lenders to order FHA appraisals through the USBHM Appraisal Website effective for all FHA case numbers assigned on or after February 15, 2010. This is a typical drop down of appraisal products that you will see each time you enter the ordering system. (see below) Fee quotes also apply to the following appraisal situation: Exceptions within the contiguous 48 states - Island properties, properties that cannot be accessed solely by automobile or those that are market unique, market complex or significant square footage will be on a quote basis. ALASKA AND HAWAII ARE ON A QUOTE BASIS FOR ALL APPRAISAL ORDERS. Fees for conventional appraisals on properties with a Market Value Greater than $1 Million and other noted situations are by fee quote only. The assigned AMC will contact you with a quote for your approval prior to proceeding. If you believe the first quote is high you may request they seek a quote from another appraiser. The lower of the two quotes will be used. Only a maximum of two quotes will be obtained. - 6-05/01/11

SECOND APPRAISAL REQUIRED: Conventional loans: In situations where a 2 nd appraisal is required on conventional loans, place first order on the web. When ready go back into the original order id and order the 2 nd appraisal. The same process as with the 1 st appraisal will be followed. FHA loans: In some cases a 2 nd appraisal is needed on a FHA loan due to property flipping rule or other guidelines. When ready, go into the web order system and place the order based upon the product needed. Order the correct FHA 2 nd Appraisal product. FHA APPRAISAL ORDERING: TABLE FUND AND CUSB LENDERS FHA CONNECTION ORDERING A CASE NUMBER: Effective February 15, 2010 HUD no longer allows lenders to enter the appraiser s name and license number when ordering the case number. HUD issues a case number without appraiser information. Below are requirements for entering appraiser information on the FHA connection once the appraisal is received. Ordering FHA Appraisals: 1. When ready, order the appraisal and include the FHA Case Number in the FHA Case Number field on the order form in the appraisal ordering system. This will pass the case number to the Appraisal Management Company (AMC) assigned to the order. Excluding the case number may cause a delay in appraiser assignment. 2. Once the appraisal has been delivered you may enter the appraiser s information in the Appraisal Logging screen on the FHA Connection prior to submitting for underwriting. Print the Case Query Results and include with the underwriting submission. UW will use it to compare appraiser information with the appraisal. CORRESPONDENT PURCHASE FUND LENDER Follow the above procedures if you have not been approved by USBHM to perform DE underwriting. Approved lenders must rep and warrant that their processes conform to the Appraisal Independence Safeguards per mortgagee Letter 2009-28. You must also have submitted your written policies and procedures, including your updated Appraisal Policy, not later than March 31, 2010. CANCELLING AN ORDER OR PLACING AN ORDER ON HOLD: To place an appraisal order on hold or to cancel an appraisal request, notify the AMC directly and the Help Desk. CORRECTING A SUBMITTED APPRAISAL ORDER: Do not place another appraisal order on the web. Notify the AMC that has your appraisal order and the Help Desk. RESETTING PASSWORDS AND PASSWORD CHANGES: Login passwords expire every 30 days. You will see a notation of Password will expire in the next X days on the initial screen starting at 5 days. However if you do not sign in during that timeframe, you will not be notified separately that the password is expiring. If the password is not changed, it will expire and then you must follow the reset instructions below. To change password, login onto the web site and click on the words change password located on that screen (see page 9 for screen image). The password format requirements are available on the password change page. Resetting Passwords - Call the Help Desk at 1-866-239-2026 and they will reset for you. If calling outside of normal business hours, leave a detailed message including - Name, Access ID, location, and contact information. A new password will be e-mailed or returned by phone call on a timely basis. Wait at least 3 business days before changing. Three business days is needed whether you or USBHM Appraisal Services last reset it for you. - 7-05/01/11

The site is located at https://www.hmorderserve.com Type this on the URL address line and save the address to your Internet favorites. The web site opens with the home page which features contact and assistance information numbers and email addresses, as well as the login area to move into the web site. Appraisal Pricing Calculator: This is a tool that will show appraisal product fees for any state and county nationwide. Begin by clicking on the words Appraisal Price Calc. located on the Blue tool bar at the top of the web page, as shown in the screen image below. See next page for screen images. - 10-05/01/11

Select your state and county from the drop down boxes and click the blue Search button. This will reveal a listing of all appraisal products with their fees for the state and county selected. - 11-05/01/11

Ordering a new Appraisal, use the Appraisal quick order button (top blue bar) to start. Ordering an Appraisal (screen shots pp. 14-15) Fill in the blanks being sure to complete the required fields. Order Instructions Field - information entered here is directed to the appraiser. Examples of other key info to enter would be as follows - processor name and phone number, loan officer name and phone number, information regarding seller 3 rd party paid assistance (ex: downpayment/closing costs/community gifts, grants or assistance not in the offer to purchase/ sales contract), etc. Client & Site ID Fields - click on the magnifying glass next to the Client ID field. A small window will open to choose the Client ID, which is the individual associated with this appraisal order. Next, do the same for the Site ID field. A small window will open to choose the Site ID. FHA Case Number when ordering an FHA appraisal use this field for the FHA Case Number and click the adjacent checkbox.. It will be passed through to the assigned AMC. Not providing will delay appraiser assignment. Fill in Loan Number, and select from the dropdowns for Loan Type and Property Type. Enter Property Address but DO NOT ENTER CITY, STATE OR COUNTY. Do the following: EXTREMELY IMPORTANT: Go immediately to the zip code, type it in, then click on the magnifying glass next to the zip code. This will open up a box and allow you to choose the City which will then auto fill along with State and County. This needs to be done so you can move to the next screen. (If the zip code does not match your city choice, contact your US Bank appraisal support center for assistance). IMPORTANT: ONCE YOU HAVE PROCESSED THE ZIP CODE THE SCREEN WILL REFRESH AND PRESENT THE APPRAISAL PRODUCTS AND PRICE LIST IN THAT MARKET WHEN YOU SCROLL TO THE BOTTOM OF THE PAGE.. FAILURE TO FOLLOW THE ABOVE STEPS WILL RESULT IN A PAGE EXPIRED STATUS AND YOU WILL NEED TO REDO THE ORDER. - 12-05/01/11

Fill in Borrower information including Borrower s email address. NOTE: When conventional loan appraisals are uploaded on our website, a copy is electronically sent to a company that prints and mails it to the borrower. You can SIGNIFICANTLY speed up this delivery process by email delivery to the borrower. Simply collect the borrower s email address at the time of application and enter it in the proper field on the appraisal order entry screen in our system. The appraisal will then be emailed to the borrower. (see also pp. 26-30) Fill in Borrower Address if different from the address of the property being appraised. Use the checkbox if Borrower s and subject addresses are the same. Use the Zip code field as above to complete City, State, and County fields if needed. Complete Co-borrower (if any) and Agent fields as needed. Pick the appropriate button for Payment Information Order Items- choose the appraisal product(s) needed. The appraisal products are alphabetically grouped ranging: A thru P conventional appraisal products Q thru R FHA appraisal products S thru X addendum/other misc appraisal products. Select the proper box(es) for the appraisal product(s) needed. Do not use the Order Info field at the bottom of the Quick Order page. Anything entered there is not passed on. Note: there may be circumstances where you might need to order 2 appraisal products up-front at the same time. (Example of this would be product A-URAR and T-SF Rental Form, if ordering an appraisal on a SF investment property and using income to qualify). Search Existing Appraisal Orders: Begin by clicking on the word Search located at the top right hand corner of the web page. You can use this use this feature to retrieve appraisal order information as well as to perform certain tasks. You can search by many fields borrower name, order #, loan #, etc. After you have entered the search field(s), click the blue Search button to continue. - 17-05/01/11

The loan file card will have 5 small icons to let you do the following tasks. 5 task icons: Upload file arrow- will let you upload a document to the order. Retrieve A Completed Appraisal Report (screen shots next page): Go through the same search process as outlined on pages 17 & 18. Next, click on the download file arrow icon. A new page screen will appear with the image link of the pdf appraisal product. Click once on this pdf link. Note: It might take up to 1 minute to open and display this pdf appraisal report. Once the appraisal report opens, you can review online, email, save or print the appraisal. When complete, click on the Back bottom on your Internet Explorer tool bar to take you back to the web site. See next page for screen images. - 19-05/01/11

Add Appraisal Product Item to an Existing Appraisal Order: To begin, go through the same search process as outlined on pages 17 & 18. Next, click on the Edit order (pencil) icon. A new page screen will appear showing a summary of the order, scroll down the page screen and click on the blue Add Item button. Now, choose the appraisal product from the appraisal list. Then, scroll down to the bottom and SAVE the items. The final page screen will show your confirmation; you can print this page for file records. The appraiser will automatically be sent an email regarding order and appraisal product to complete. You can also follow up with a phone call as well to the appraiser. See next several pages for screen images. EXTREMELY IMPORTANT: DO NOT CREATE A NEW ORDER IF YOU NEED A FINAL INSPECTION OR UPDATE. Locate the original order and add the needed item to it. Reports Menu: This is a reference tool that will show 3 different types of summary and current pipeline reports to review online and/or print. To begin, click on the Reports tab on the blue control bar of the web page. To retrieve a report, complete any search fields and complete the required from to date fields. The maximum reporting dates are 30 days. Select the report type PDF or XLS (Excel). Then click on the blue Submit button and the bottom of the page. Reports available (order box on left side of page): Items Ordered- listing of appraisal orders placed by the originated branch Items Transmitted listing of appraisal reports completed/delivered. Items Outstanding listing of appraisal orders currently outstanding. Note: These are summary/pipelines reports, not actual completed appraisal reports. This is the simplest; most efficient and timely process available. It helps meet regulator requirements that borrowers be supplied a copy of the appraisal at least 3 business days prior to close. It is extremely important to collect the borrower s email address at the time of application and enter it in the proper field on the appraisal order entry screen in our system. The appraisal can then be emailed to the borrower. When conventional appraisals are delivered to USBHM Appraisal, a copy of the appraisal is also sent electronically to elynx. elynx is the firm we use for delivery of the appraisal to your borrower.
