REQUEST FOR QUALIFICATIONS (RFQ) Executive Architect/Architect of Record Westview Village Redevelopment 284 rental apartments, 131 apartments in the First Phase of Construction Issue Date: February 4 th 2016 Due Date: February 17 th 2016 by 3pm Purpose: Homecomings Inc. is seeking Qualifications for an architectural firm to serve as Executive Architect/Architect of Record for the Westview Village Redevelopment project located in the City of San Buenaventura. Westview Village is an existing public housing community of 180 family units that will be redeveloped as a new construction community totaling 320 units. Westview Village is being codeveloped by BRIDGE Housing and Homecomings Inc., an associated non-profit of the Housing Authority of the City of San Buenaventura (HACSB). Ultimately, the property will be owned and managed by the Housing Authority of the City of San Buenaventura. Overview: The Project will be developed in four phases: Phase I - demolition of 72 public housing units, new construction of 131 apartments and two community rooms (18 residential buildings); Phase II demolition of 18 public housing units, new construction of 50 senior apartments (one three-story residential building with three ground floor storefront spaces, one 7,000 sf community center); Phase III demolition of 43 public housing units, new construction of 103 apartments; and, Phase IV demolition of 47 public housing units, new construction of 36 for-sale townhomes and duplexes. Phases I, II and III of the Project will be financed with a combination of local, state and federal sources, including the Low Income Housing Tax Credit (LIHTC) and the HUD Rental Assistance Demonstration (RAD) program, which facilitates the conversion of existing public housing to project based Section 8 subsidized housing. Entitlements: The Westview Village project was approved with conditions by the City of San Buenaventura Design Review Committee (DRC) and Planning Commission on December 16, 2015. Improvement plans are currently underway and are targeted for initial plan check submittal in March 2016. The link to the Staff Report/Meeting Minutes are provided in the Attachments. DRC approved Architecture including Landscape Vesting Tentative Tract Map No. 5883 Role and Scope of Work: Westview Village is an approved project, having received full entitlements as of December 2016. The Project Team (Consultants which are currently under contract with the Owner) includes the following: Cannon Constructors, General Contractor Partner Energy, Energy/L.E.E.D. Consultant Jensen Design & Survey, Civil Engineer Pacific Coast Land Design, Landscape Architect Roesling Nakamura Terada Architects, Design Architect Biohabitats Inc., Greywater Consultant (contracted for conceptual and schematic design) Earth Systems, Geotechnical Engineer E4 Utility Design, Dry Utilities Consultant The Design Architect served as Project Lead working closely with community stakeholders, current Westview Village residents, BRIDGE Housing and the Housing Authority of the City of San Buenaventura to secure all required discretionary project approvals. The Executive Architect will be expected to work closely with the Design Architect to transition drawings from conceptual design to schematic level drawings, and coordinate as needed with Civil Engineer and Landscape Architect. Once this transition is complete, the Executive Architect will be wholly responsible for developing schematic design and construction documents, including building architecture, structural engineering, and mechanical/electrical/plumbing engineering design, in keeping with the design intent established at DRC approval. The selected firm will enter in Contract with Homecomings Inc. and BRIDGE Housing immediately for Westview Village Phase I. The Scope of Work and Deliverables will include the following: a. Transition (possibly 1-2 meetings with DRC liaison and Design Architect) b. Schematic Design/Design Development (3-5 weeks) c. Construction Documents (10-12 weeks or June 6, 2016 for first plan check submittal) d. City approved construction documents (four months for plan check, permit ready plans in October 2016) e. Construction Start (December 2016) f. Bidding Support to Cannon Constructors, General Contractor, as needed g. Construction Administration, including bi-weekly onsite meetings (1/mo with Project Team and 1/mo with Bank Inspector) h. Ongoing: coordination with landscape architect, civil engineer, and other consultants as needed.
The selected firm will be the incumbent to negotiate contracts for Phases II and III, for an additional 153 rental apartments. Phases I, II and III are expected to start construction within the next five years. Phase IV is not a part of this Request for Qualifications. Schedule and Budget: As described in the Scope of Work, key deliverable/milestone dates for the Executive Architect are as follows: a. February 25 th 2016 Execute AIA Agreement b. March 25 th 2016 Complete schematic drawings, submit schematic drawings to General Contractor for review c. June 6 th 2016 First plan check submittal of Phase I construction documents d. October 19 th 2016 Secure building permit ready letter from local jurisdiction. Submit permit ready plans to General Contractor for bidding e. December 5 th 2016 Construction start Based on similar project types, the budget for the deliverables described herein (items a-h above) Phase I schematic design and construction documents should not exceed $800,000, however the ultimate Compensation for Services will be negotiated with the Highest Ranked Firm. If Homecomings Inc. cannot reach agreement with the highest ranked firm, Homecomings Inc. may contact the next highest ranked firm and repeat the same procedure. Homecomings Inc. may continue this procedure until an agreement is reached with the most qualified firm that provides a fair and reasonable cost. Special Project Requirements: Sustainable Design The Westview Village project will be certified to LEED ND standards. The Partnership has contracted under separate cover with Partner Energy who is responsible for LEED coordination and the associated energy analyses and verification process. Westview Village Phase I is intended to be net zero ready, however renewable energy infrastructure is subject to budget approval. Net zero energy implementation may be implemented on Phase III. Biohabitats, Inc., greywater consultant, was procured for Westview Village Phase I. A preliminary design concept has been provided in the Attachments. The primary greywater goal is to meet at least 50% of irrigation demand with greywater supply. This will be the first multifamily residential project to incorporate greywater infrastructure in the City of San Buenaventura.
Affordable Housing Federal & State Funding Sources The Westview Village redevelopment is financed with a combination of low income housing tax credits (LIHTC), the HUD Rental Assistance Demonstration (RAD) program, and HACSB land contribution. Other potential sources include the State of CA Housing & Community Development Affordable Housing & Sustainable Communities Program (HCD AHSC) for the Phase II Senior Building, and USDA Rural Development Section 514 for Phase III family apartments. If these funding sources are committed to the Project, additional scope related to active transportation enhancements and energy efficiency will be incorporated. As is expected of these funding sources, there will be various certifications required of the architect and contractor. Please reference Attachments for sample forms. Required Information/Format and Scoring: 1. General Information a. Submit a cover letter introducing your firm and highlighting qualifications for this project. Include name and address of firm, name and telephone number of the person or persons who are authorized to make representations and respond to questions regarding the submittal. b. Provide Company profile and background. c. Provide resumes for key principals and employees who will be assigned to this project. 2. Project Experience a. Past performance on Similar Projects (50 points): i. List your organization s previous experience with multifamily affordable residential housing. ii. iii. iv. Provide three references from other similar type Project Builders/Owners. Provide a minimum of three project profiles including name, location, project size, density, and construction completion date. Make note of special occupancy requirements (e.g., family, senior). Provide graphics demonstrating range and breadth of design. Highlight qualifications specifically related to: a. Sustainable design including LEED or other similar green building standard b. Greywater infrastructure d. Familiarity with key affordable housing programs including HUD RAD program, USDA Rural Development and Low Income Housing Tax Credit (LIHTC). d. Recent project experience in the City of Ventura or County of Ventura. Knowledge and experience with City of Ventura staff and decision making bodies such as Design Review Committee and Planning Commission b. Management Plan - Resources and Capacity to meet milestone dates (50 points) i. Provide a Management Plan describing the intended approach for delivery of services outlined in this RFQ. Describe resources and staff capacity at your firm s disposal to accomplish the desired services within the timeline described herein. Discuss
pipeline of other projects and address your firm s ability to absorb the workload generated by the Westview Village project. ii. Identify and include qualifications for any subconsultants including Structural and Mechanical/Electrical/Plumbing Engineers. Specify whether you have recent project experience with the identified subconsultants. Describe how you see the Project Team working together to achieve deliverables. c. Resident-Owned Business (ROB) or Section 3 Business (10 Points) i. Additional points will be awarded to firms that are a certified section 3 business (category 1, 2 or 3). Evaluation: Responding firms will be ranked in accordance with the above criteria. The highest ranked firm(s) may be invited to participate in an interview with key Project team members on Monday, February 22 nd 2016. Procedure for Selection of Consultant: Homecomings Inc. will evaluate all of the proposals against the evaluation factors stated in this RFQ and may invite the highest ranked firm(s) to participate in an interview or may award a contract on the basis of initial offers received, without discussion. Therefore, each initial offer should contain the Proposer s best terms from a cost or price and technical standpoint. After any interview(s) is (are) completed, and if Homecomings Inc. cannot reach agreement with the highest ranked firm, Homecomings Inc. may contact the next highest ranked firm and repeat the same procedure. Homecomings Inc. may continue this procedure until an agreement is reached (if any) with the most qualified firm that provides a fair and reasonable cost. Any contract amount of $100,000 or over will require approval by the Homecomings Inc. Board of Commissioners prior to execution of contract. Cancellation of the RFQ Homecomings Inc. reserves the right to cancel this RFQ at any time, for any reason, and without liability if cancellation is deemed to be in the best interest of Homecomings Inc. The proposer assumes the sole risk and responsibility for all expenses connected with the preparation of its proposal. Collusion Proposer, by submitting a proposal, hereby certifies that no officer, agent, or employee of Homecomings Inc. has a pecuniary interest in this Proposal; that the Proposal is made in good faith without fraud, collusion, or connection of any kind with any other proposer; and that the proposer is competing solely in its own behalf without connection with, or obligation to any undisclosed person or company. The Consultant shall not commence work on the project without first receiving a Written Notice to Proceed from Homecomings Inc. Under no circumstance will Homecomings Inc. issue a Notice to proceed before the Consultant has returned the executed Contract and proof of required insurance. Non Discrimination/Conflict of Interest. a. The Offeror warrants adhering to all civil rights, equal opportunity, and fair housing and Section 3 regulations. b. The Offeror warrants that it presently has no interest and will not acquire any interest direct or indirect, which would conflict in any manner or degree with the performance of services under this contract.
