Sale of Property at Rabat 1. Expression of interest The local province of the Sisters of Charity is inviting all interested entities / individuals to submit a bid for the sale of a property fronting Triq G. Borg Olivier and San Rokku in Rabat. 2. Background The property being put for sale consists of a convent with frontage on two roads namely Triq San Rokku and Triq G. Borg Olivier. The building consists of two sections with the part fronting Triq G. Borg Olivier being the older part and the rest is of post war construction. Although connected, both parts have a separate entrance and internally, they have separate vertical connections to the upper floor. For a number of years, given its layout, this building accommodated two distinct and independent communities. Until 1976, the community operated a school from the part fronting Triq San Rokku. Until a few months ago, the main use of the building was as a convent for the Sisters of Charity. 3. Site Characteristics The whole building is spread over two floors and is vertically connected by two staircases and a lift. A washroom and drying area where recently constructed at roof level. Plans showing the indicative internal layout of the property are being attached for ease of reference. The part of the property on the side of Triq G. Borg Olivier has an internal layout reflecting that of a typical Maltese townhouse however, without making major changes to the building fabric, it was once converted to be used as a convent. Its façade, on this side, has a frontage of circa 10m and its design is that of a typical Maltese townhouse. The design of this frontage forms part of a larger elevation which incorporates also the adjacent third party building. This elevation consists of an entrance door with a semicircular fanlight, three louvered windows and a large closed timber balcony. All openings are decorated with elegant mouldings while panelled parapet wall over a dented entablature beneath, unite this property with the adjacent one making them seem as one same building. Sale of Property at Rabat The other section of the building, i.e. that fronting Triq San Rokku is of more recent construction. This is also implied both by the materials used in its construction and also by its design. Its elevation, although still classic in character is typical of local post war architecture. This section has been used as a school until it was connected to the rest of the property to form one large convent for the Sisters of Charity. The property is also complemented by a garden and an internal yard. 4. Surrounding areas and Planning Considerations Although bounding the same property, the two roads on which this property fronts, have different characteristics. Triq G. Borg Olivier, is a rather busy street giving the property both visibility and accessibility. On the other hand Triq San Rokku is less busy and the area on this side is much more residential in character. The site falls within the boundaries of the North West Local Plan and according to the relative policy maps, it is located within a Residential Area. With regards to the permissible building heights, the same local plan gives different height limitations for the older part and the new part of the building. This is due to the fact that the part overlooking Triq G. Borg Olivier lies within the Urban Conservation Area of Rabat. This older part which covers a gross superficial area of c. 280m 2, has a height limitation of 2 floors while the rest of the building i.e. the part facing Triq San Rokku covering a gross superficial area of c. 420m 2, has a height limitation of 3 floors plus 3 courses basement and an overlying penthouse. 5. Site Visit Interested parties are encouraged to visit the site to evaluate its potential and be in a better position to formulate their bid. Two open days are being organised for prospective bidders to visit the site. These shall be on Tuesday 1 st March between 9:00 am and Noon and on Wednesday 2 nd March between 12:30 and 15:30. Submissions Submissions shall be received at the Provincial House of the Sisters of Charity, Sisters Street, Tarxien between Monday and Friday between 8.30 and 12.30 by not later than 16 th March 2016, at 11:00am. Complete submissions are construed to contain the following: i. Full details of the body submitting the bid in the attached form ii. iii. Bid clearly indicated in Euros A nominal fee of 50 payable upon submission 7. Adjudication The property owners reserve the right to refuse even the most advantageous offer or even not to sell the property at all. The property is being sold tale quale without any guarantee on latent defects which may become evident in the future. The eventual contract shall be published by a Notary chosen by the purchasers at their own expense.
