PUBLIC MEETINGS The Mayor explains the content of his report and invites Council members to discussed the various options mentioned in the report. ADOPTJON OF COUNCIL MINUTES There are no minutes to be adopted. 7. DEPUTATIONS 7.1 Mr. Shawn Rankin Air quality at the Alfred municipal office. Mr. Shawn Rankin presents the content of his report concerning the air quality at the Alfred municipal office. This item will be further discussed at the next Committee of the Whole meeting on June 19. Resolution 2017~264 Moved by: Jean~Pierre Cadieux Seconded by: Rene Beaulne BE IT RESOLVED that Council of the Township of Alfred and Plantagenet receive the Air Quality Assessment for the municipal office located at 265 St Philippe Street in Alfred and mandate the Chief Administrative Officer~ Clerk to request a new report to Mr. Shawn Rankin concerning the preliminary work needed as per the Air Quality Assessment only with respect to parts of the building that are currently being used by the firefighters, ambulance and Public Works Department.
5 7.2 Mr. David Cork - Alfred Solar Panel Project. Mr. Cork provides an update on the Solar Panel Project in Alfred. He also requests clarification regarding Resolution 2017 255 adopted by Council during the regular Council meeting held on May 1, 2017, which requires the removal of a water reservoir tank located on the leased land. Although Mr. Cork explains that the said water reservoir tank is not located on the leased land, the Council maintains its decision. 8. REPORTS FROM THE PlANNING DEPARTMENT 8.1 Report URB-13-2017- Authorization request for a land severance by Mr. Rene Harnisch (B-013-2017). Resolution 2017 ~265 Moved by: Rene Beaulne BE IT RESOlVED that the Municipal Council approve the application for consent, File 8.013--2017, submitted by the owner, Mr. Rene Harnisch, affecting the property located at 1231 Concession 10 ~Road in Curran, described as part of Lots 11 and 12, Concession 59 of the former Township of North Plantagenet, for the purpose of allowing the creation of a new residential lot following a farm consolidation, subject to the following conditions: 1. That an amendment to Zoning By-law Number 2009~50 of the Township of Alfred and Plantagenet be obtained in order to ensure that the detached lot (8} is for agricultural use only, and to allow the reduction of the minimum lot frontage of the detached lot {A) from 45.0 meters to 40.0 meters; 2. That the land surveyor ensures that setbacks between new property lines and existing buildings on the retained lot (A) and detached lot (B) are complied with as prescribed in Zoning By-Law Number 2009-50 of the Township of Alfred and Plantagenet; 3. That the land surveyor retained by the owners determine the width of Concession 1 0 - Road, Route 13, and Concession 9 - Plantagenet, and if the aforementioned road allowances present a width measuring less than 20.0 meters, that a strip of land equal to half of the width needed to reach 20.0 meters, along the detached parcel and the retained parcel, be transferred without fee and encumbrance to the concerned authority (Township of Alfred and Plantagenet); and 4. That a building permit be issued in order to change the use of the barns located on the retained lot (8). It must be used as a shed only. The manure pit located on the retained lot (B) must also be demolished.
6 8.2 Report URB-14-2017- Request for amendment to Zoning By.. law Number 2009-50 (File ZON-01-2017, Mr. Claude Carriere). Resolution 2017~266 Seconded by: Rene Beaulne BE IT RESOLVED that Municipal Council approve the amendment to Zoning By~ law Number 2009~50 of the Township of Alfred and Plantagenet, File ZON~01-2017, submitted by Mr. Carl Chamberland, representative for the owner, Mr. Claude Carriere, affecting the property situated on the north side of County Road No. 17 in Plantagenet, in front of the property bearing the civic address 5889 County Road No. 17, described as being part of Lot 5, Concession 4 of the former Township of North Plantagenet, for the purpose of changing the zoning category of the property from the "Rural (RU)" zone to the "Highway Commercial ~Exception 14 (C3-14)" zone and from the "Rural (RU}" zone to the "Rural Exception 32 (RU-32)" zone. The zontng category C3 ~14 will allow a building moving business on the property: outside storage, workshop, eq,uipment and machinery as wen as temporary buildings. The zoning category RU-32 will allow the reduction of the minimum lot frontage from 45.0 metres to 30.0 metres for a lot located in the rural zone. 9. 7 9.2 Report F-12.. 2017- Report on capped classes with a tax ratio above the provincial threshold. Resolution 2017 269 Moved by: Jean~Pierre Cadieux BE IT RESOLVED that the 2017 tax rate by~law reflects a 0% increase ofthe 2017 taxes for the class above the provincial threshold being the industrial class. 9.3 Report F-14-2017 Closure of the National Bank branch in Alfred. Resolution 2017 270 WHEREAS the National Bank branch in Alfred has announced its closure; AND WHEREAS the Corporation of the Township of Alfred and Plantagenet uses the banking services of the National Bank branch in Alfred; BE IT RESOLVED that the banking services of the Corporation of the Township of Alfred and Plantagenet remain with the National Bank and that the services of the National Bank branch in Hawkesbury be used to facilitate banking services, if need be; AND BE IT FURTHER RESOLVED that other potential banktng services located within the Township be considered during the 2018 Budget 10. REPORTS FROM THE GENERAL MANAGEMENT DEPARTMENT 11.1 Report DG-28-2017- Acquisition request by Mrs. Nadia Koch for an unopened road allowance. Resolution 2017~271 Moved by: Jean-Pierre Cadieux Seconded by: Jean-Claude Delorme WHEREAS an application has been submitted for the acquisition of an unopened road allowance oriented north to south, located between Part of Lot E, Concession Broken Front, and Part of lot 37, Concession 1 in Alfred; AND WHEREAS this unopened road allowance is connected to another unopened road allowance oriented east-west between Concession 1 in Alfred and lake George;
8 AND WHEREAS the coveted unopened road allowance is the only access connecting Concession 1 in Alfred to the lake George; BE IT RESOLVED that Council of the Township of Alfred and Plantagenet decline the request for acquisition flied by Mrs. Nadia Koch concerning the unopened road allowance oriented north~south, located between Part of Lot E, Concession Broken Front, and Part of lot 37, Concession 1 in Alfred. 11.2 Report DG-29-2017 Acquisition request by Mr. Julien Lalonde and Mrs. Aline Mayer.. He wants to avoid the appearance of a conflict of interest Mr. Gilbert Brisson chahenges Mr. Daigneault recommendation as he also demonstrated an interest in buying this unopened road allowance. Resolution 2017-272 Moved by: Rene Beaulne WHEREAS only one offer of purchase has been submitted for the unopened road allowance located on the west side of Mill Street in the Village of Curran, known as Green Street, and described as being Part of Lot 9, Concession 7, in the former Township of North Plantagenet, being Parts 1, 2 and 3, Plan 46R- 7801; BE IT RESOLVED that Council of the Township of Alfred and Plantagenet accept the offer of purchase submitted by Mr. Julien Lalonde and Mrs. Aline Mayer-lalonde concerning the unopened road allowance located on the west side of Mill Street, known as Green Street, described as being Part of Lot 9, Concession 7, in the former Towns hip of North Plantagenet, being Parts 1, 2 and 3, Plan 46R~ 7801, for a sum of $10,000.00, before taxes, plus the applicable fees totaling $7,202.63, including taxes, minus the $5,000.00 deposit, for a total amount of $13,502.63 payable at the closing. QUESTION PERIOD Resolution 2017~278 Moved by: Rene Beaulne BE IT RESOLVED that By-law Number 2017-31 to confirm the acquisition of certain lands and to dedicate the same as public highway known as Mill Street be adopted after its three readings. The councillor Mr. Delorme withdraws from the Council table in order to join the residents at the microphone as a citizen of the Township for the question period. Mrs. Franc;oise Pilon presents a petition requesting improvements to Concession 1 in Treadwell. The councillor Mr. Delorme joins Mrs. Pilon in questioning the Council in this regard. No decision is made by Council on the matter. Mr. Rolland Labonte informs the Mayor that he has not yet received the letter from the UCPR concerning the interest payable to his tenants. The Mayor invites Mr. Labonte to the UCPR in order to personally ask for his letter. Mr. Labonte also requests clarification regarding the newspaper article, which repeats Council's refusal to take responsibility for Prud'homme Road. He alleges that the information contained in the newspaper article is not accurate. He also addresses past disputes involving Prud'homme Road and the municipality. Mr. Richard Beaudouin also addresses the newspaper article concerning Prud'homme Road. The Council has no comment on the matter. Mr. Jean-Sebastien Gagne informs Council that he does not receive his water bills but receives interest bills for unpaid water bills. The Mayor advises him to call the Township's Finance Department Mr. Gagne also requests further information on the development of DuMoulin Street in Alfred. The Mayor explains that the development implies access to a municipal land for a solar panel farm. Mrs. MacDonald shares her experience regarding the floods that recently occurred at the Presqu'ile. She offered to meet with Council to discuss the way the municipality responded to the flooding events and the things that could have been improved. The Mayor agrees to organize a meeting for this purpose.

Resolution 2017~280 Moved by: Rene Beaulne WHEREAS Mr. Serge Clement. owner of the property located south of Ward 1 landfill site, has submitted a counteroffer in the amount of $35,000.00 for the parcel of land covering an area of 8.5 acres coveted by the municipality in order to establish a Contaminant Attenuation Zone as requested by the Ministry of the Environment and Climate Change; AND WHEREAS the value of the counteroffer is much higher than the value of the property on the assessment roll; BE IT RESOLVED that Council of the Township of Alfred and Plantagenet decline the counteroffer submitted by Mr. Clement and mandate the Chief Administrative Officer - Clerk to make a new counteroffer of $30,000.
13 21.3 nextra Innings" Ball Tournament Community celebration. Resolution 2017-281 Seconded by: Rene Beaulne WHEREAS the representative of Extra Inning requested through a letter dated May 5, 2017, that the "Extra Innings" Ball Tournament be recognized as a community celebration; BE IT RESOLVED that Council of the Township of Alfred and Plantagenet approve the recognition of the "Extra Innings" Ball Tournament as a community celebration. 21.4 Ombudsman's Report. Rene Beaulne declared a conflict on this item. He is the complainant. The Council members share their point of view on the content of the report. Resolution 2017-283 Moved by: Jean-Claude Delorme WHEREAS the Council of the Township of Alfred and Plantagenet was made aware of illegal campgrounds within its territory; BE IT RESOLVED that Council of the Township of Alfred and Plantagenet mandate the Chief Administrative Officer- Clerk to initiate proceedings with respect to mega! campgrounds in order to enforce compliance with applicable regulation and legislation.
14 21.6 Town of lakeshore Request for support of a resolution regarding restrictions of surplus dwelling severances. Resolution 2017~284 BE IT RESOLVED that Council of the Township of Alfred and Plantagenet receive the Town of Lakeshore's resolution requesting the Province of Ontario to ease restrictions of surplus dwelling severances in areas zoned agriculture. 21.7 Residents of lake George- Request regarding their metal container and wells. Mr. Gilles Lavoie asks Council whether the residents of Lake George could have a 6-yard metal container instead of the current 4-yard metal container. The Council declines the request in accordance with a previous decision on the same matter (Resolution 2015~669). Mr. Luc Lauzon informs Council that several wells have been contaminated by the floods and inquires about the procedure to be followed in order to address the situation. Mr. Daigneault mentions that the relevant information is available on the municipality's website. 21.8 "'le Droit... Advertisement in the special edition "Sommet des aines...
