Strategic Plan Jarrod Tuppen breaks a tackle The WRFL Strategic Plan is based around six key issues identifi ed by the member clubs as those most important in January 2010. A series of deliverables has been agreed to address each of the key issues. KEY ISSUE: HOME OF WRFL Deliverables: Ensure that the WRFL offi ce meets the service needs of member clubs. Acquire freehold offi ce accommodation central to the geographic spread of member clubs. Leverage the association with the Western Bulldogs Football Club and Whitten Oval to optimise the image and reputation of the WRFL; and to maximise sponsorship and marketing returns. KEY ISSUE: REPUTATION AND IMAGE Deliverables: Achieve full compliance with codes of conduct by players, spectators and offi cials. Achieve and maintain sponsorship income to WRFL of at least $200,000 per annum within 3 years. Publish and distribute a weekly Football Record throughout the entire football season. Establish relationships/partnerships with selected community organisations. KEY ISSUE: UMPIRE RECRUITMENT AND RETENTION Deliverables: Provide a full team of WRFL fi eld, boundary and goal umpires to all matches (senior and junior) within 3 years. Set a percentage target for retention of umpires and strive to meet or exceed that target each year. Develop umpire competency and skills through a process of structured training and continuous improvement. KEY ISSUE: RETENTION AND GROWTH Deliverables: Establish an Auskick program under the auspices of all WRFL clubs by 2011 Develop regional strategies with all Councils in the western region (principally Maribyrnong, Hobsons Bay, Wyndham, Brimbank and Melton) to ensure adequate supply and standard of facilities to meet current and future participation needs. Develop and implement strategies to minimise operating costs to clubs. Facilitate the development new clubs where needed. KEY ISSUE: CLUB DEVELOPMENT Deliverables: Ensure that all WRFL clubs are accredited through AFL Victoria s Quality Club Program. Ensure that all WRFL clubs are accredited through the Australian Drug Foundation s Good Sports Program. Develop and deliver training modules for club offi cials in relevant disciplines (eg club governance, meeting procedures, budgeting and fi nancial management, IT applications, etc). Facilitate regular forums for clubs and Councils to communicate on facility needs/planning and other issues of mutual concern. KEY ISSUE: EVENNESS OF COMPETITIONS Deliverables: Restructure senior divisions to facilitate growth, evenness of competitions and revenue earning as soon as possible. Establish a Junior Sub-Committee, reporting to the Executive Board, to provide policy advice on and delegated oversight of all aspects of junior competitions. Rationalise and simplify junior fi xturing and grading. A great strength of community football is its tribalism: the rivalry inherent in an alliance of sworn enemies. However, the strongest club counts for nothing if it has no meaningful competition. It is incumbent on all WRFL stakeholders to ensure that we create an environment where all clubs can constantly improve both on and off fi eld; where we nurture and promote the quality of our players, volunteer administrators, umpires, trainers, judiciary and staff; and foster and welcome new clubs from across the Western Region. It is hoped that this strategic plan will provide the impetus for creation of that environment and, as such, will be supported by all. 3

President Bill Baarini WRFL President Shaydon Bloomfi eld tackled by Chase Morgan In the history of the Western Region Football League and its predecessors, there has never been a period of such intense and radical change as the past twelve months. At the 2009 Annual General Meeting, I was elected as President and John O Callaghan as Vice President. Four new members (Barry Lovell, Gina Smith, Mick Psaila and Terry McGarity) were also elected to the Board. Existing members Bruce Mildenhall, Dominic Drenen and Janine Mizzi remained in their positions. The diversity of experience of the new Board adds great strength to the League s governance. Our challenge over coming years will be to retain and build on that strength by continuing to attract quality personnel to these important Board roles. In December 2009, the only remaining member of staff was Football Operations Manager David Newton who stepped-up to the plate and worked with the new Board to prepare for the 2010 season pending appointment of a new CEO. I express my personal thanks and those of the Board to David for his efforts during that diffi cult period. The new Board hit the ground running immediately following the 2009 Annual General Meeting. An Umpires Forum chaired by Bruce Mildenhall had already set about restoring the relationship with the Umpires Association. A strategic planning process involving all WRFL clubs, the Executive Board, Umpires and Trainers Associations and staff was initiated. At the same time, the search commenced for a new CEO and a Club Development Manager; and negotiations were renewed with the Maribyrnong City Council and Western Bulldogs Football Club aimed to resolve the long-running issue of the proposed offi ce relocation. The extraordinary efforts and commitments of all Board members, particularly in those fi rst few critical months following the 2009 AGM, set the foundations for a most successful period to follow. The goodwill generated through the communication process afforded by the Umpires Forum, along with the appointment of Shane Carland as Umpires Manager, saw a renewed enthusiasm to put the past behind and move forward in a positive way. Umpires Association President Henry McFerran and Secretary Terry O Donnell headed-up a spectacularly successful recruiting drive for new umpires. After starting the 2010 season with just 120 umpires on the books, we fi nished the year with 226, a stunning performance by any measure. Shane Carland and his team of coaches, trainers, advisors and observers initiated structured programs to develop umpiring talent. The foundations laid in 2010 have given us confi dence to aim over the next few years for provision of offi cial umpires in all grades and age-groups. A strategic planning process commenced in January 2010 with a search conference facilitated by consultant Scott Chapman. That was followed by the appointment of a Strategic Planning Sub-Committee of the Executive Board, chaired by Mick Psaila. After an exhaustive process of consultation and review, the work of the sub-committee culminated in September in the formal adoption of a comprehensive 3-year plan that will guide the future direction of the League. The appointment in mid-february of Bob Tregear as Chief Executive Offi cer was perhaps the most crucial decision made by the Board in 2010. The CEO s role is essential to the quality and stability of service delivery by the League to its member clubs. Bob s lifetime of community football experience, including previous roles as club and league President and as a Board member and Chairman of AFL Victoria, has already proved to be invaluable to the Western Region Football League at this time of rapid change and development. On behalf of the Board and all member clubs I extend our thanks to Bob for his success in building a small but committed administration staff group; and strong links between the administration, Board, club offi cials and umpires. After four years of seemingly endless and, at times, fruitless negotiations over the proposal to move our administration base from Yarraville Oval to Whitten Oval, a breakthrough was fi nally achieved in February when a hand-shake agreement was reached with Western Bulldogs Football Club CEO Campbell Rose. It is to be regretted that we could not have reached this point months or even years earlier when more attractive deals were on offer to the WRFL. Having said that, the Board is satisfi ed that the community rental arrangements offered by the Western Bulldogs represent the best deal that the League could hope to secure in the prevailing circumstances, and signifi cantly less expensive than commercial rates. While the occupancy costs will be a new budget expense, we now have a headquarters of which we can be proud; an effi cient working 4

President environment with capacity for growth; security of tenure for up to 21 years; and a relationship with the Western Bulldogs Football Club that has the potential for ongoing benefi ts to both organisations. My thanks to Bulldogs President David Smorgon, Director Barry Hall and CEO Campbell Rose for their assistance in completing the tenure agreement; and for their enthusiasm to build the bond between their club and our league. Thanks also to the Maribyrnong City Council for their invaluable fi nancial assistance at the time of the move. Our Season Launch function held at the Yarraville Club in the fi rst week of April set the scene for a landmark season for the Western Region Football League, both on and off the fi eld. The support shown for the WRFL by representatives of state and local government, the business community, football industry and media who attended the function underlines the important role that the league plays in community development across the region. A total of 235 teams participated across the 2 senior divisions and 21 junior grades of WRFL competition this year. Coincidently, a total of 2,010 games were played in season 2010, involving more than 6,000 players along with countless volunteer club offi cials. Little wonder that the broader community recognises the importance of the WRFL to the social fabric of the West. While we can be justly proud of the positives achieved in 2010, we must strive to eliminate the lingering vestiges of misconduct both on and off the fi eld. It is disappointing that reports by umpires for on-fi eld offences in 2010 were more than 40% up on the previous year. While this was no doubt at least partly due to the increase in the number of games controlled by offi cial WRFL umpires compared to the previous year, we must ensure that behaviour standards improve every year and that the misconduct at the heart of these reports is universally seen as unacceptable. It is particularly disappointing that incidents at Sunday junior games are often sparked by the undisciplined behaviour of spectators and parents. Inappropriate behaviour by adults at junior football will not be tolerated in the WRFL. It is expected that parents, adult spectators and offi cials and senior players will demonstrate leadership and sportsmanship to our junior players, particularly in the event of trying circumstances. The western fringe of metropolitan Melbourne, especially the municipalities of Wyndham and Melton, is offi cially recognised as the fastestgrowing region in all of Australia. Our challenge and responsibility is to match that growth over the next decade and more through development of new football clubs and consolidation of existing clubs. Our strategic plan specifi cally addresses the need to work with local Councils across our region to meet the emerging demands. On a personal note, I have experienced great satisfaction in my fi rst year as President of the WRFL. As one who grew-up playing football in this league, I have enormous respect and admiration for the many hundreds of volunteer club offi cials who make such a vital contribution to the game of football and to community life in general. Thank you to everyone who has contributed to such a successful year and particularly to the loyal band of sponsors and commercial partners whose support is so vital to our existence. I look forward with enthusiasm and confi dence to the years ahead as we strive to make the WRFL the best community football league in Australia. CEO Bob Tregrear Chief Executive Officer 2010 has been an exciting and productive year for the Western Region Football League. A new Executive Board, new staff, new strategic plan, new administration systems, relocation of headquarters and a boom year of umpire recruitment are just a few of the stand-outs in a year of change and challenge. The turnover of Executive Board members and staff late last year had potential to seriously disrupt planning for the 2010 football season. Undaunted, the new Board set about the task with vigour and enthusiasm, initiating a strategic planning process in January. The planning process was open, inclusive and exhaustive. The outcome was a documented plan that identifi ed the six key issues of concern to member clubs; strategies to address those issues; and a timetable of deliverables and actions against which to measure progress. An ongoing process of monitoring and review will ensure that the plan is continually updated to refl ect the changing environment in which we operate. The strategic plan will be central to all of our future planning and operations. When I commenced my role with the League in mid-february 2010, the only other remaining employee was Football Operations Manager David Newton. David found himself with the responsibility for providing executive support to the Board and bridging the gap alone pending the appointment of new staff. My thanks to David both for his administrative efforts at a time of great upheaval; and for his assistance to me personally, especially during the fi rst few critical months in my new role. Phil Lovell was appointed in March to the position of Manager Club Development and Junior Operations. In addition to his routine operations duties, Phil has overseen several major research assignments, using the resources of university and work-experience students, that will be invaluable to us in understanding our market environment and planning for future development. Phil is also the executive offi cer of the recently-formed Juniors Board. Tina Macumber, Football Operations Coordinator for the Victorian Women s Football League worked in our Yarraville Oval offi ce until mid-april 2010 and provided invaluable assistance to us, particularly in planning and organising the season launch function. Hadley Johnson fi lled the Customer Service and Events Coordinator s role on a temporary basis from May to August, before leaving to complete post-graduate studies in graphic design. Lyn McLeod joined the permanent staff of the League replacing Hadley in August and has already made her mark with her friendly and helpful approach to the task. My thanks to all of our staff who have somehow managed to maintain good humour and a focus on service delivery during a period when we have all had to learn on the job and endure the disruption of relocating headquarters during the fi rst few weeks of the football season. Relocation of the League s headquarters to Whitten Oval had been under consideration and negotiation for four years. In February this year, fi nal agreement was reached with the Western Bulldogs Football Club on a tenancy agreement of up to 21 years at a community rental rate signifi cantly below ruling commercial rates. The agreement required the WRFL to organise and fund the fi tout of the offi ce area. The entire process of design, obtaining permits and construction was completed over a twelve week period that spanned the start of the 2010 football season. The fi nal move from the home of the past twenty years at Yarraville Oval occurred in the fi rst week of May. My thanks to Executive Board member Bruce Mildenhall whose relationship with the Western Bulldogs Football Club opened the way for friendly and speedy negotiations. Special thanks also to Campbell Rose, Chief Executive Offi cer and Robert Stubbs, Chief operating Offi cer of the Western Bulldogs without whose help and encouragement the relocation project could not have been accomplished. The new offi ces at Whitten Oval provide us with a modern and professional working environment from which to provide quality services to member clubs. Space is available for possible future expansion, if required; and the 21 year lease provides us with the fl exibility of renewal options at three year intervals. A major satisfaction this year was the constructive relationship achieved between the Executive Board, new staff team and umpiring group. Henry McFerran and Terry O Donnell (President and Secretary of the WRFL Umpires Association) have worked tirelessly on a most successful recruiting drive that has seen our umpiring numbers nearly double in the space of a single season. Henry and Terry have been available at all times to smooth the waters as we worked through the administrative diffi culties of paying umpires directly from the League via transfers to personal bank accounts. We will complete that process next year with the employment of an in-house administrator to service the umpires needs. We will continue to work with the Umpires Association to maintain the recruitment effort as we work to a target of 300 umpires within three years. The recent appointment of the WRFL Juniors Board under the chairmanship of Keith Brown, President of Newport Power FC was the fi rst major initiative arising from the strategic planning process. We fi elded 175 teams in WRFL junior competitions in 2010, ranging from under 9s to under 16s. With the rapid population growth forecast for Melbourne s western fringe over the next twenty years, that number could easily double as new clubs are formed in the outer regions and inner suburbs are re-populated with young working families. We must address the existing structural problems in our junior competitions before we can hope to accommodate that growth. The Juniors Board will play a central role in overseeing changes to our structures and in providing sound advice to the Executive Board on junior football matters. Another key strategy identifi ed in the strategic plan is the need to reduce the administration fees paid by member clubs to support the League s operating overheads. This will be achieved by focusing on opportunities for non-club revenue streams such as sponsorship, merchandising and net returns from fi nals series. In planning the budget for 2010-11, administration fees have been pegged at the same level as this year with the aim to reduce those fees in future years as new revenue streams are secured. Central to our plan to maximise net revenue from fi nals is the availability of high-quality, secure venues at which to conduct these events. The standard of facilities available for football in the western region, ranging from junior and senior clubs to event venues is generally poor in comparison to other regions around Melbourne and in country area. We have already commenced the process of engagement with the fi ve local Councils in our area (Maribyrnong, Hobsons Bay, Brimbank, Wyndham and Melton) with a view to active and ongoing involvement with them in planning for new facilities and addressing the shortcomings of existing ones. WRFL club Presidents will be included in this process on a Council-by-Council basis. 6

CEO The support of WRFL clubs for the League s Properties Division is crucial to our plan to increase returns from merchandising. We have already moved to secure trade-mark protection for the WRFL logo and will seek to strengthen the rules and regulations governing the Properties Division. Sponsorship is vital to the viability of all community football leagues and there is scope for signifi cant increase in that revenue source to the Western Region Football League. We will work hard to improve the returns to both our existing sponsors and the new ones that we will need to attract in order to meet budget targets. On behalf of the Executive Board and all WRFL clubs, I express our sincere thanks and appreciation to the loyal band of sponsoring partners who have supported the League fi nancially in 2010. Thank you to Bill Baarini and all members of the WRFL Executive Board who have given so much of their personal time and effort this year in pursuit of good governance of our League; and particularly for the guidance and support they have given me and the staff team. Particular thanks to fi rst-year Board member Mick Psaila for taking-on the additional workload of Chairman of the Strategic Planning Sub-Committee and the role of League Investigating Offi cer on several occasions. Finally, thank you to the countless club offi cials, WRFL life members and supporters who have welcomed me personally to football in the west in my fi rst year as CEO. The Western Region Football League has a long and proud history and this is refl ected in the quality of the people who make it all happen year after year. Football Operations David Newton GM Football Operations After many years of drought and uncertainty with the unavailability of grounds, it was refreshing to commence the 2010 season with less focus on the conditions of grounds. Although the weather conditions had improved signifi cantly it must be said that the work done between clubs, councils and the WRFL administration has greatly improved the condition of our grounds within the Western Region. Team numbers in season 2010 remained consistent with 2009 with a total of 235 teams competing across 2 senior divisions and 21 senior and junior divisions. Newport Power continued their growth entering an under 13 team for the fi rst time along with Caroline Springs who entered their fi rst under 18 team. Caroline Springs will build on that in 2011 entering senior teams in the Division Two competition. After some challenges within the umpiring ranks in season 2009, the WRFL Umpires Forum was established to assist in the future direction, stability and development of umpiring within the WRFL. As a result a second umpiring academy was established at Maribyrnong Sports College to coincide with the already successful Mackillop College academy to increase participation within WRFL umpiring. The appointment of new umpiring manager Shane Carland and some initiatives by WRFL administration and the WRFL Umpires Association led to an increase of more than 100 umpires in our ranks. The big challenge now is to build on this and develop these umpires into future senior fi eld umpires to ensure all matches within the WRFL have league appointed umpires. The Home and Away season was hotly contested across all divisions. Seven of the ten teams in Division One were still vying for a fi nals spot in the last round of the season. Altona secured fi fth place giving them their fi rst taste of fi nals football since being promoted to Division One in 2006. Spotswood was again the dominant team losing only one match throughout the home and away season. In Division Two, only three games separated the fi rst placed North Footscray and fi fth placed Yarraville Seddon setting up what would be a terrifi c fi nals series. In the juniors, the under 13 grade was again offered to all clubs. Although we had 10 clubs participate and support the concept it was disappointing however not to achieve two divisions knowing the many clubs that didn t participate who had the numbers to easily do so. For the fi rst time in a long time, poor weather played a part during our junior fi nals series. I would like to thank those clubs who hosted fi nals and did so in a professional and welcoming manner. A total of 21 of the 26 junior clubs participated in the fi nals series with the Grand Finals in all grades showcasing the best of the junior talent. This was highlighted with the average margin being 19 points and no match being decided by more than 10 goals. Following on from the Low Alcohol Policy introduced during the 2009 fi nals series the WRFL maintained the low alcohol approach to the 2010 senior fi nals series. Along with AFL Victoria the WRFL strengthened the campaign with media exposure and banners being driven around the western region of Melbourne. The slogan High Excitement, Low Alcohol led to a good family friendly atmosphere across all games. With Spotswood dominating the home and away season and going for a record breaking fourth premiership in a row the Division One fi nals looked to be a one horse race. This was all quelled when Albion accounted for Spotswood by 34 points in the second semi fi nal which led to the greater WRFL community tuning in for what was set to be an enthralling fi nal two weeks of the fi nals series. Spotswood bounced back convincingly the next week against Sunshine to set up an opportunity to be the fi rst team in WRFL history to win four premierships in a row. Albion on the other hand hadn t won a Division 1 premiership since 1986 meaning there was so much at stake for the two clubs. After a memorable Grand Final where Spotswood clawed its way back from a 6 goal defi cit at half time to get within a goal with minutes remaining it was Albion who composed to win by 17 points. The Division Two fi nals series was an even affair with some terrifi c matches played throughout. The fi nals series culminated with one of the better Division Two Grand Finals in recent times. Parkside was keen to make amends after falling at the fi nal hurdle in 2009. North Footscray however had been building their team over recent years to give them the opportunity at promotion to Division One. The Grand Final was very close in the fi rst half neither side able to gain the ascendancy. In the third quarter Parkside was able to kick unanswered goals to head into the fi nal change 22 points up. The match looked as if it was about to be broken open until North Footscray got their running game on in the last quarter kicking 5 goals to 1 to run out 5 point winners. 2011 will see a review of the selection and management of fi nals venues across all divisions. It is important that the WRFL in conjunction with the clubs and local councils are able to provide adequate facilities to the community that embodies the professionalism of the league. I would like to thank the clubs who continue to be managed by hard working presidents, administrators and committee people along with the many volunteers that assist every week to make sure we continue to provide an opportunity to be part of our great game. Further to this I am thankful to the following panels and individuals that ensure our league continues to thrive as a community sporting organisation: Tribunal Chairman Dale Sayner and his dedicated panel of members that assist every week on the Independent Tribunal. Appeal Chairman John Doherty and the Appeal Board members who are always available at short notice. The WRFL Trainers Association and particularly Alan Titch Williams who assisted me in re-developing the WRFL trainers database. WRFL Umpiring Manager Shane Carland and his team of coaches who worked tirelessly to ensure the standard of umpiring continued to improve. The WRFL Umpires Association who worked hard on new initiatives to further increase the recruitment and retention of umpires within the WRFL. Once again this year I would like to acknowledge the hard work of the administration team that has assisted me this year. CEO Bob Tregear has been great in his support of me and has made a huge impact in his short term thus far. Club Development and Junior Football Operations Offi cer Phil Lovell has provided some great initiatives that will strengthen our clubs and competition in the future. Thanks to Lyn McLeod and Hadley Johnson who have both been terrifi c in their customer service role as well as being a great administrative support to all of us. Well done to all clubs on Season 2010 and I look forward to working with you again in 2011. 8

Umpires Shane Carland Umpires Manager Brad Hewitt (Albion) Solace Uhi (Altona) The 2010 season commenced with new coaches on board, all experienced in umpiring. At the start of the season numbers were down so we contacted local papers for help in the recruitment of umpires. I would like to thank them for their support. A recruitment panel was set up, headed by Terry O Donnell. This led to a number of school visits and promotional posters placed in various schools throughout the region. With the improved recruitment of umpires saw the growth of the Umpiring Academy at McKillop College Werribee. The Umpiring Department would like to thank Mark and Matt Westgarth for their continued effort in the promotion and development of umpires at the Academy. This coincided with the establishment of the Maribyrnong Secondary College Academy. Thank you to Andrew Coates & Troy Pannel who worked with the development of umpires at the school. It has given the league a very good foundation to build on. It is a privilege for the WRFL to have such experienced members as Mark, Andrew and Troy, who have all umpired at the highest level passing on their wealth of knowledge and experience to young umpires. This year, the goal umpires were headed up by Graham Hodgart, his commitment and hard work is much appreciated. Graham was ably assisted by David Wright and John Manaki. The goal umpiring team is a dedicated group with great camaraderie. The boundary umpires had a fantastic year with Jamie Guppy running the show. He was enthusiastic, committed and it was great to see the way the younger umpires mixed with the older. The way they trained and listened to Jamie was excellent. It was exciting to see the improvement in the group throughout the year. Jamie was well supported by Beau McGarity and Peter Fitzgerald. The fi eld umpires had a successful year with the development of young umpires coming through the ranks. They performed extremely well and it is encouraging to see their development as they advanced to umpire senior football. The development of the young umpires was effectively supported by the experienced umpires. Phil Henderson and his team, Rene Van Kuyk, Mark Mather and mentors, did a terrifi c job with the junior umpires. It is a nightmare with the number of appointments. It is a diffi cult and thankless job especially with the development of the academies and the offsite training venues. With pleasure we saw the development of umpires stepping up to under 18 s and above. You are to be commended on you dedication and great work. The introduction of the junior umpire s presentation night was a great success. It was well supported by umpires and parents and saw the inaugural trophy for most promising umpire named after a former and well respected umpire, Mr. Bruce Pain. Training of umpires was again in the hands of Terry McGarity, not an easy task with an infl ux of new umpires and a variety of personnel (old, young, fast, not so fast, injured etc.) It is a credit to him to be able to train such a variety of people. T he fi tness of umpires was seen with enhanced performances in the fi nals. Well done Terry. The umpires were also well supported by Brett Carter, assistant manager and skills coach who with Mark Mather and Dean Portelli observed and gave valuable feedback to umpires. Stan Melzaric worked with club umpires, offering advice and assistance to better their performances. The administration and overall support of the umpiring group was left to Alan Schutt who took on the challenge and performed it admirably. Well done Allan. To the Trainers Association for the great work they do in supporting the umpires and keeping them on the track. Thank you. The Umpires Association has done wonderful work in running social functions, creating a pleasant environment for umpires and supporting umpires at the tribunal and hearings. They have also been heavily involved in the recruitment of umpires and their support of the umpires department is much appreciated. This year saw the exchange of umpires with 3 leagues the Goulburn Valley Football League, Gippsland Football League and Tasmania. This gave an opportunity to further develop networking and experience the different cultures of other leagues. Positive feedback has been received from those who experienced the exchange and it is proposed to continue. This season we registered over 220 umpires which includes 18 female umpires. Females play a large role in football. It is great to see them involved in umpiring and we would like to encourage many more. Keeping numbers from season to season is a problem for all umpiring bodies, and although we recruited well this year we unfortunately also lose too many umpires. The retention of umpires is an area where I believe clubs can play a big part. I would urge all clubs to treat umpires with respect, to make them welcome at your club after a match and to ensure safety at games. Also, educating supporters, coaches and players to the importance of the umpires in our fantastic game would help our recruitment. Football is a great game and umpiring is an important part of it. The WRFL has approximately 2,000 games of football each year with very few problems. There is a lot of great work carried out at AFL, WRFL and club level to promote football and umpiring. It is disappointing to see the negative side published in the press, rather than the great work. Congratulations to all on their performances throughout the year and in the fi nals. To Tim Carrington (Field), Josh Mather & Les Aldrich (Boundary), & Rick Wallace (Goal), congratulations on being nominated for trial with AFL. We wish you all the best and hope you do the WRFL proud. In concluding, sincere thanks to all umpires for their contribution to the WRFL this season. It was a very successful year and look forward to your involvement for many years to come. 9

Club Development Phil Lovell Manager Club Development & Junior Football Operations From a club development and junior football operations perspective this season could be termed a watershed season for the league. The league is changing and growth of the competition is imminent. We anticipate football participation to fl ourish in the next few seasons as the unchartered football landscapes such as Manor Lakes, Williams Landing, and Caroline Springs are opened up to young families taking advantage of the urban sprawl into the Western Region of Melbourne. The league has been quick to identify the potential for growth from within the competition boundaries, and the league administration in conjunction with the member clubs have extensively reviewed the direction and strategies the league will adopt for the future development of the competition The extensive review process was instigated in January, when the member clubs were invited to attend a planning day and were encouraged to express their clubs points of view on many aspects of the WRFL competition. The planning day was then followed by a strategic review. This review identifi ed that a competitive junior competition and viable junior clubs will be pivotal to any future growth of football in the Western Region. In my fi rst year of this role it was great to see the broad range of initiatives already in place to foster the development of clubs and junior football. The WRFL Executive Board continues to take a strong stand against alcohol abuse. The 2010 season saw the league stage their second low alcohol fi nals series. For those who attended games in the fi nals series the football was fi ercely contested and the family friendly environment I witnessed fi rsthand added to the spectacle. As a league we would like to thank AFL Victoria for their strong support of the initiative. In working with a variety of stakeholders, around the Western Region we hope to gradually change and improve the culture of the League for the better. In 2010 the WRFL continued to assist clubs in making strides forward in club administration. As a result of the League s strategic review there is a strong emphasis on the development of clubs. Clubs recognize the importance of supporting AFL Victoria development initiatives, and to the leagues credit many clubs have been proactive and embraced programs such as the AFL Quality Club program and the Good Sports Program. Clubs are also starting to see the importance of developing their relationships with their local Auskick centre which acts as a feeder to the football clubs in the region. It has been excellent to see many clubs develop their relationships with councils; this season levels of professionalism amongst all club administrators are reaching standards never before seen in the WRFL. This season the interleague program had eight teams representing the WRFL against other community leagues around metropolitan Melbourne. We had a very successful day in the U12s andu13s round robin day both teams managing one win each, and falling short in the last game against the Essendon District Football League. Thanks go to the North Sunshine Football Club for providing a training venue for the U12 and U13 squads. Special mention goes to WRFL Executive Member Janine Mizzi; once again her assistance with the U12 and U13 sides was much appreciated. Four of our teams participated in the U14 and U15 AFL Victoria Metropolitan Championships. The Western Jets had a strong involvement in the development of all of our Metropolitan Championships sides. Thanks to the Hobson s Bay Council for permitting our teams to train at the Western Jets training ground at Crofts Reserve. The experience of interleague football for the players at this age level now presents further opportunities for development, be it through the Western Jets, Calder Cannons or through WRFL Interleague sides in years to come. Thanks to Williamstown FC and the Western Jets for their continued support of the Junior Interleague Program. Our U16 andu18 program was revamped in 2010 with the assistance of Fab Gatti, John Radcliffe and their dedicated coaching staff. The training program, organized for all these boys will hopefully provide them with some exciting football opportunities in the future. Thanks to the Werribee Football Club for their assistance with this program in 2010. The link developed between the WRFL and Werribee Football Club continues to be a mutually benefi cial partnership. Thank you to all coaches, team managers, runners, trainers, water persons, umpires and assistant coaches for offering their time and services throughout the program and to the parents; who ferried all the players to and from training and games. Your cooperation ensures these important development steps for our juniors go ahead. The 2010 Junior Fun Day was once again hosted by Port Melbourne Colts, North Footscray and this season Wyndhamvale Juniors was the third venue to co- host the event. It was a superb event to fi nish the season for the U9 and U10 teams and from a league perspective a great social occasion. Thank you to the host clubs for their time and effort in preparing their venues to ensure it is a safe and fun environment. All players showed great enthusiasm throughout the season and this will hopefully encourage them to have a long association with the WRFL. This year we had twenty eight of our thirty one clubs fi eld teams in the underage competition. There was a strong junior presence in the league from Hoppers Crossing, Williamstown Juniors, Point Cook, Caroline Springs and St Bernard s. Despite clubs having to continually adapt to battle the drought conditions in past years it is fantastic to see that the league still provides Western Melbourne with a vibrant football competition. A healthy majority of our clubs who competed in juniors went on to be represented in the fi nals. From the sixteen junior premierships contested there were ten different clubs who came away with a premiership indicating the evenness of the junior competition. The continual development of the WRFL Grading policy will only improve the evenness of our junior competitions in years to come. It was another successful fi nals series from an operations view point and we saw many closely fought games with impressive displays of skills and spirit despite the slippery conditions. Congratulations to all teams that made junior fi nals. It does not matter whether you win or lose. Parents and offi cials should be congratulating every player on a tremendous season so they can learn from the experience. Those lucky enough to win Premierships should cherish them as a reward for a fantastic team effort throughout the year and be sure to pay credit to the offi cials, volunteers and parents that make it all possible. Thank you to the WRFL Executive for their support and guidance this year, particularly President Bill Baarini. Thank you to Bob Tregear, David Newton, Hadley Johnson and Lyn McLeod for their support and for creating a terrifi c work environment in the offi ce. Well done to Kevin Hillier and the media team on giving the juniors great coverage this year. Thanks also to Andrew Muscat, and the many students from Victoria University for their administrative assistance in the 2010 season, as we couldn t function without the help of our volunteers. Season 2011 will present many opportunities for the WRFL to continue the development of football in the Western Region. With the season 2011 only around the corner the WRFL Executive Board has been working hard to implement the necessary infrastructure to enhance the junior competition. In October, a Juniors Board was formed to oversee the strategic direction of the juniors competition. This subcommittee headed by Keith Brown will provide the league administration with some much needed direction and advice as to the best practice for administrating the juniors competition. I wish Keith all the best with chairing the Juniors Board and await with interest the direction his Juniors Board will provide to the league administration. With the support of the football community of the Western Region, the WRFL will continue to improve. 11

Media Kevin Hillier Media Manager L-R: Brendon Goldsmith, Jake Wild, Aaron King, David Hammersley, Matt Whiteside 2010 has been a challenge in many ways with the changing face of the WRFL competition, but that is not necessarily a bad thing. We learn from mistakes and experiences and the goal is always to make the end result better, in some way. We had a number of very obtuse and unusual technical problems at the start of the year with the radio coverage of the Match of the Day. The diffi culty was compounded by poor communication from a number of bodies which have absolutely nothing to do with the WRFL, but the impact of their decisions was critical to what we were able to deliver. It was no fault of the WRFL that three games were not broadcast and others were done under duress. The people at WYN FM were also caught in the middle of this and to be fair, were also blindsided by others. After the initial problems, I believe, we have been able to bring to the WRFL a level of match day coverage that is second to none, in both technical quality but mostly, in delivering great radio coverage of suburban football that is accurate and entertaining. The calling team is a very close unit and that shows in the broadcast, but it is also an extremely proud, passionate and professional combination that strives to provide the best possible coverage it can. Consider the difference in facilities: we are in a caravan at ground level (sometimes under ground level) with no TV screens or replays to back us up. We are not perched right on the wing, elevated above the play, yet we give a total package every Saturday from 1.30pm to 6pm. I am so grateful to Steve Thom, Adam Lux, Andrew Muscat, Travis Wheeler and Leigh Eustace for their dedication and commitment to being involved. It is their passion, not their profession, and I am exceptionally proud of what we produce every weekend of the season. The Star News page each week is a shining light and other competitions have adopted this as a vehicle to convey news and stories to the greater community as opposed to just the football world. There is great interest in what happens in the WRFL even though crowd numbers might tell you otherwise. The coverage the league gets with its weekly page is invaluable. The local western suburbs press does give the competition a lot of space, which is very good, and as Media Manager I appreciate seeing journalists and photographers at our games. There is no substitute for being there. When the WRFL decided to go with an internet TV show it was a bold move, but one that I think has been good for the league and emulated by other competitions. The ability of people to access the show anywhere in the world, at anytime, as often as they like, is far better than any television channel can offer. It is the future. Unfortunately we have not been able to advance the coverage with podcasts and live streaming of games and this is something that is of top priority for the future. We are also investigating some new innovations that would put this competition at the forefront of media coverage of suburban football. More details in the future. The WRFL website continues to attract very high traffi c with close to one million hits during the month of the junior fi nals. The site does need a makeover and I am hopeful the Executive and Administration will approve this before the start of the 2011 season. I am very fortunate to have some amazing people work with me in this role. Since day one, Steve Thom has been a rock. His football knowledge is unsurpassed but it is his passion and devotion to the WRFL that makes him someone special to all clubs and people involved in the WRFL. Adam Lux is a gem, and a rare talent who I believe is destined for a bigger stage than the WRFL. Andrew Muscat is a very special part of our team and his input is absolutely vital to our Match Day coverage. Travis Wheeler does the hard yards in the studio each week and we certainly appreciate his contribution. Leigh Roy Eustace has joined the team as the Division Two reporter and we look forward to more from him in 2011. One man who deserves an enormous thank you is Krume from WYN FM. He is the backbone of the radio coverage and without him it would just not happen. Krume, you are invaluable and appreciated by all who work with you each week. Also special thanks to the Apex Club of Werribee who came to the rescue to tow the caravan in the second half of the season when WYN FM were unable to provide a volunteer. From a personal point of view I want to thank the people at each and every club for their help and friendship and their contribution to the competition. As I have said from day one to everyone in the league, I am here to promote your club and this competition, it is that simple. Help me to do that and we are all happy. 12

Tribunal Dale Sayner Independent Tribunal Chairman I would like to thank all the Tribunal members who donated their valuable time this year. The Tribunal this year consisted of a minimal number of members compared to previous years and although at times the lack of numbers put pressure on the sitting members, the fi nal result was more consistency in verdicts and penalty. The sitting members this year were: Rod Evans (17) Gino Fittipaldi (5) Mark McDonald (1) Michael McNamara (12) Adrian Noble (14) Dale Sayner (18) Jim Simmonds (9) This year was not as satisfying as the previous year, which showed in the number of cases heard (88 cases compared to 46 for 2009). Not only were there more cases this season, but the seriousness of the cases increased to a level that is totally unacceptable to the WRFL. There were 21 cases that resulted in charges which breached the WRFL fair play policy and which are backed by all clubs. Unfortunately there were 9 serious kicking charges, 6 serious behind the play striking charges and 6 very serious charges relating to umpires. Of the 6 umpire charges, 4 related to junior teams. Of the 88 cases heard, 22 were directed to the under 18 competition and 10 to junior teams below under 18s. All clubs take note that the Tribunal will not tolerate this type of behavior and will hand down appropriate penalties to stamp out this type of behavior when the players and/or offi cials are found guilty. A more concerning fact last year was that the average send off /Tribunal appearance per club was 14 for the year. The alarming fact was that 2 junior clubs averaged 23 each whilst 4 Division 1 clubs and 2 Division 2 Clubs were over the 20 mark. These clubs know who they are and must start to be responsible for their behavior. There were 6 Clubs who managed to keep their totals below 10 and they must be congratulated on their discipline during the 2010 season. In 2011 the WRFL will again place a large emphasis on judicial advocate training. All clubs will be strongly urged to have a number people attend the training to ensure they are educated in best practice to present cases on behalf of the players. The Tribunal will not under any circumstance accept anymore that the clubs` Tribunal advocates don t know their duties and responsibilities when they attend to represent the club. The sessions are conducted by the tribunal chairman and members with practical experience provided through mock tribunals. I would like to thank all the clubs and umpires for the way they co-operated with the tribunal during the 2010 season. A special thanks to all the sitting Tribunal members and again to Brian Wilson who once again held the front desk together throughout the entire season. The aim of the Tribunal is to not sit. Women s Football Foundation Diana Taylor Chairperson L-R: Karen Kitchen, Kylie Buckingham, Mandi Reardon, Lisa Vann Four years ago, the WRFL Women s Football Foundation was launched by the Western Region Football League as an ambitious project which was the fi rst of its kind in Community Football. The Foundation was created with the objective of not only increasing the number of women and girls participating in Football, but to promote their role within the WRFL and the game, to provide an avenue for education and to undertake a leadership role within the wider Community. Since this point in May 2007, the Foundation has proudly had the support of the Prime Minister, The Honourable Julia Gillard, MP as its Patron. The organisation proudly stands as a leader alongside its Community partner Women s Health West, and has donated many thousands of dollars for the health education of young people in the Western Region. In 2010, the Women s Football Foundation has continued to enjoy the support of the entire WRFL community in meeting its ambitious objectives. INSPIRATIONAL JOURNEY TO LAUNCH THE SEASON The WRFL Women s Football Foundation Season Launch again provided an opportunity to celebrate the start of the Season in the company of the women of the WRFL, WRFL Offi cials, the Club Presidents, WRFL Media representatives and other members of the WRFL Community. We were honoured to have Dr Susan Alberti, Director of the Western Bulldogs, as our key note speaker for the evening. Dr Alberti shared with the audience her journey in Football and life, and we were greatly inspired by her leadership, resilience and achievements. Dr Alberti has been a tireless contributor to the Western Region community, and the leadership that she has shown in Football in recent years is without precedent. We were also delighted that the Prime Minister was able to offer her own message of best wishes and support for the Season. PREVENT VIOLENCE AGAINST WOMEN DELIVERING THE MESSAGE In 2010, the Foundation has taken on a critical community initiative through a partnership with the Western Region Local Government Network and Women s Health West. Throughout the Season, the Foundation and these organisations have promoted the message and education associated with Preventing violence against women. Based on the success of this season and the relationships which have been forged with our Local Government partners and Women s Health West, the Foundation and the WRFL are looking forward to participating in future health initiatives which will positively impact upon the entire Western Region. WOMEN IN FOOTY WEEKEND The Women in Footy Weekend in the WRFL is an opportunity for the Foundation to raise money to support the initiatives of Women s Health West, to raise awareness of the role of women in Football and to thank the many women who are involved in our game. This year, we returned to the popular pink shoelaces for both players and spectators. An amount of $1,200 was raised for the education programs supported by Women s Health West and the Foundation, and pleasingly most Clubs were very active in their support of the day. The Hoppers Crossing Football Club held their own fundraising initiative for Women s Health West during their Ladies Day on this weekend, and also raised a signifi cant amount of money for the organisation. The Hoppers Crossing Football Club and all who participated on the day are to be congratulated for making a difference and supporting the participation of women in Football on this special weekend. The WRFL Clubs and the Foundation have actively supported this message and initiative through the media, raising the profi le of this issue over the Women in Football weekend and through the use of written material which has been prominently displayed around the WRFL Clubs. CLUB NIGHT AND WOMEN OF THE YEAR In July, the Foundation s Club Night was again a great success and was hosted by the St Albans Football Club. The attendance on this night has steadily grown over the years and it is now one of the most popular events on the Foundation s calendar. The evening provides women from around the WRFL with the opportunity to socialise, form stronger networks and through our speakers, further educate themselves about 14

Women s Football Foundation the opportunities that are available in football and the wider community. The St Albans Football Club and its Committee warmly welcomed the women of the WRFL to their Club, and the Foundation sincerely thanks Des Barnard, St Albans Club Manager, and everyone who attended the evening for their support. Diana Taylor and Susan Alberti We also acknowledge the WRFL s Woman of the Year, Karen Bermingham from the Yarraville Seddon Football Club. Karen has been a signifi cant contributor to the Club for a long period, and took this commitment to a new level this year by becoming the fi rst female President of the Club and the WRFL s only female Club President in 2010. Karen has shown great leadership and strength of character this year in successfully leading her Club, and we look forward to her continued contribution to the WRFL. Responsibility Policy into all Community Football Leagues. Sustainable and positive cultural change in any environment, including Football clubs, takes time and must be accompanied by the will of all participants in order to be successful. I am confi dent that the Foundation, and its support by the WRFL community, has built a strong base upon which the objectives of the Respect & Responsibility Policy will be fi rmly established and implemented across the WRFL s Clubs. This is the challenge that awaits all of us, and if the WRFL is to continue to move forward, the inclusion of all people in our great game will be a priority.. The Foundation began as an idea that has resonated and now fl ourished through the WRFL over a four year period. It has provided a voice for women in Football, enabled the WRFL Clubs to acknowledge and thank the tireless volunteers who sustain their Clubs and has supported the next generation of Western Region leaders as they begin their own journey in our Football Clubs. On refl ection and at the closure of Season 2010, I am incredibly proud of what has been achieved in such a short period of time through the Foundation and the WRFL. The Western Region is a very special place, and is to be commended for supporting an initiative which has not only made real cultural change, but has supported the lives of so many people in our Community. FUTURE OF THE FOUNDATION One of the ongoing challenges for the Foundation will be the role that it plays in AFL Victoria s anticipated integration of the AFL Respect & 15

Umpires Association Terry O Donnell Umpires Association Secretary Henry McFerran Umpires Association President The past season has been one of rebuilding and ensuring the future. After losing around $17000 last year due to well documented problems, we started the New Year with a lot of positives: 1. We secured a large sponsorship with West End Market Hotel which has been signed for two years and helps regain our loses. 2. We established another umpires academy at Maribyrnong College to supplement Werribee at which helped with recruiting. 3. We opened the Werribee academy to all schools in the area and increased numbers by over 100%. 4. In very positive discussions with representatives of the Executive Board we were able to come to arrangements on how the pays would be administrated and were able to obtain agreement on deductions and membership fees. This has recouped the loses from the previous year. 5. We took over the recruiting and formed a committee which resulted in over 100 extra umpires compared to the previous year. We now have the basis of a young list which will with training now ensure the future of umpiring ongoing. We are now working towards 2011 and already have secured the following: 1. Agreement to expand and retain both Werribee and Maribyrnong academies. 2. There are ongoing negotiations which appear very productive to establish a third academy to service all the schools at Caroline Springs. We believe this academy with work can be a large source of umpires and already the schools are agreeing in principle to help with this. Our aim this year is to provide all fi eld umpires to senior football and work towards providing all fi eld umpires to the juniors including under 9, 10 s. At the same time to increase the standard of football in the west we will be endeavoring to supply boundary umpires to under 18 s and 16 s.our goal umpiring needs a lot of work on recruitment and training and we will be adding focus on this aiming to provide goal umpires to all senior football including under 18 s. Treasurer Dominic Drenen WRFL Treasurer The 2009-10 fi nancial year presented the WRFL Executive Board with several budgetary challenges. I am pleased to report that those challenges were met responsibly and that we have fi nished the year with a strong balance sheet. Importantly, we have also implemented a range of improvements to our fi nancial management and reporting processes. For the fourth consecutive year, the WRFL has returned an operating surplus (before accounting for abnormal items). Abnormal expenses of $123,047 were booked due to writing-off of leasehold improvements and obsolete equipment at the former Yarraville Oval headquarters. A further abnormal expense totalling $19,095 representing costs attributable to previous fi nancial years was identifi ed in a review of the ledger accounts; while income of $3,898 attributable to previous years but not previously reported was received. In May 2010, we relocated the administration headquarters of the League from Yarraville Oval to Whitten Oval. Total costs (excluding abnormals) associated with the relocation were $57,852 ($10,515 recurrent and $47,337 capital). The profi t and loss account for 2009-10 shows a recurrent expense of $515, as a $10,000 provision for the relocation was booked in 2007-08. Financial assistance of $30,000 (see other income) was received from Maribyrnong City Council in connection with the relocation costs. The move to Whitten Oval has resulted in previously unbudgeted costs of approximately $23,000 per annum in rental and associated outgoings. We are confi dent that these costs can be covered by the proceeds of investment of cash reserves, a process that was successfully initiated during the 2009-10 fi nancial year. During the period under review the League changed its fi nancial year end date from 30 September to 31 October, to better refl ect the seasonal nature of the League s operations. As a result, the current period amounts are representative of thirteen months and the comparatives are for a period of twelve months. It is estimated that operating expenses of approximately $35,000 were incurred in the additional month added to the 2009-10 reporting period. The net outcome for the 13 months to 31 Octoberber 2010 was an operating surplus, before abnormals, of $9,116. After accounting for abnormals, an operating defi cit of $129,128 is reported. A major achievement of the 2009-10 fi nancial year was the overhaul of administrative staff and support resources; and implementation of a range of improvements to our fi nancial management and reporting processes. This has already paid dividends in terms of improved communication and service levels to clubs and will assist us in a more structured approach to fi nancial planning and reporting going forward. In 2011 we will focus on increasing revenue to the League (particularly through sponsorship); and further refi ning and expanding our Properties model. In accordance with our new Strategic Plan, the aim will be to reduce the level of direct contributions required from member clubs to fund the League s operations. Financial Report NOTES TO AND FORMING PART OF THE FINANCIAL STATEMENTS FOR PERIOD ENDED 31 OCTOBER 2010 1. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES These fi nancial statements are a special purpose fi nancial report prepared in order to satisfy the fi nancial reporting requirements of the Associations Incorporation Act 1981, for use by the members of the League and to fulfi l the board s requirements to prepare fi nancial statements. The fi nancial statements have been prepared in accordance with the requirements of the Associations Incorporation Act 1981 and the following Accounting Standards: AASB 101 Presentation of Financial Statements AASB 107 Cash Flow Statements AASB 108 Accounting Policies, Changes in Accounting Estimates and Errors AASB 110 Events after the Reporting Period AASB 116 Property, Plant and Equipment AASB 117 Leases AASB 118 Revenue AASB 1031 Materiality No other applicable Accounting Standards, Australian Accounting Interpretations or other authoritative pronouncements of the Australian Accounting Standards Board have been applied. The fi nancial statements have been prepared on an accruals basis and are based on historic costs and do not take into account changing money values or, except where specifi cally stated, current valuations. The fi nancial statements have been prepared on a going concern basis. The following signifi cant accounting policies have been adopted in the preparation of these fi nancial statements and consistently applied to all periods covered. PROPERTY, PLANT & EQUIPMENT Items of property, plant and equipment are carried at cost or fair value less, where applicable, any accumulated depreciation and impairment loss. Subsequent costs are included in the asset s carrying amount or recognised as a separate asset, as appropriate, only when it is probable that future economic benefi ts associated with the item will fl ow to the association and the cost of the item can be measured reliably. All other repairs and maintenance are charged to the income and expenditure statement during the fi nancial period in which they are incurred. Gains and losses on disposal of an item of property, plant & equipment are determined by comparing the proceeds from disposal with the carrying amount, and are recognised net within other income in the income and expenditure statement. DEPRECIATION Depreciation is calculated on the depreciable amount of all fi xed assets over their useful lives commencing from time the asset is held ready for use. The depreciation methods and rates used for each class of assets are as follows: Offi ce Equipment Diminishing value method 15% to 20% Motor Vehicles Diminishing value method 18.75% Computer Equipment Diminishing value method 40% Leasehold lmprovements Straight line over 3 lease terms (9 years) Furniture & Fittings Diminishing value method 7.5% to 20% Depreciation methods, useful lives and residual values are reviewed at each fi nancial year end and adjusted if appropriate. LEASES Operating leases do not transfer substantially all the risks and benefi ts incidental to ownership of an asset. Payments made under an operating lease are recognised in the expenditure statement on a straight line basis over the term of the lease. The leased assets are not recognised in the balance sheet of the association. INVENTORIES Inventories are measured at the lower of cost and net realisable value. The cost is based on the fi rst in, fi rst out principle and includes expenditure incurred in acquiring the inventories and other costs associated with bringing them to their existing location and condition. Net realisable value is the estimated selling price in the ordinary course of business, less the estimated selling expenses. EMPLOYEE BENEFITS Provision is made for the association s liability for employee benefi ts arising from services rendered by employees to balance date. Employee benefi ts that are expected to be settled within one year have been measured at the amounts expected to be paid when the liability is settled, plus related on-costs. INCOME TAX The League has been granted an income tax exemption by the Australian Taxation Offi ce. GOODS AND SERVICES TAX Revenues, expenses and assets are recognised net of the amount of goods and services tax (GST), except where the amount of GST incurred is not recoverable from the Australian Taxation Offi ce. In these circumstances, the GST is recognised as part of the cost of acquisition of the asset or as part of the expense. Receivables and payables are stated with amount of GST included. The net amount of GST recoverable or payable to the Australian Taxation Offi ce is included as a current asset or liability in the balance sheet. REVENUE RECOGNITION Property Division Sales Property Division Sales represent revenue earned from the sale of products to member clubs. Revenue is recorded when the goods are despatched. Interest Income Interest Income is recognised as it accrues. Management Fees Management Fees represent revenue earned from charges to member clubs used to fund the provision of services (including but not limited to umpires). 28

Financial Report Asset Sales The profi t or loss on disposal of assets is included as revenue of the association. Such profi t or loss on disposal of assets is brought to account at the date an unconditional contract of sale is signed. During the period ended 31 October 2010 the League re-located its offi ces from Yarraville Oval to Whitten Oval which resulted in the write off of assets no longer used by the League. The loss from this write off is separately disclosed as an abnormal item in the income and expenditure statement. COMPARATIVE AMOUNTS It should be noted that at a meeting of the Committee of Management during the year, the League changed its year end date from 30 September to 31 October, to better account for the seasonal nature of the League s operations. As a result the current period amounts are representative of thirteen months and the comparatives are for a period of twelve months. However, given the nature of the operations of the association being seasonal, it is not considered that the comparable nature of the comparatives has been compromised. There have been some comparative fi gures that have been adjusted to conform with changes in presentation for the current fi nancial year. 2. OPERATING LEASES The League has two operating leases one for the rental of the offi ce and one for computer equipment. OFFICES: There has been a Memorandum of Understanding signed by the League as sub-leasee to Western Bulldogs Football Club (who are currently negotiating a lease with the Victorian State Government.) It provides for terms of 3 years with seven 3 year options totalling 21 years. Rental is reviewed annually in May and is subject to a CPI increase. For the purposes of this note, a CPI increase each year of 3.5% has been assumed. COMPUTER EQUIPMENT: The operating lease for the computer equipment is a 36 month lease which commenced in September 2010. We have audited the special purpose Financial Report, comprising the statement of fi nancial position as at 31 October 2010, and the operating statement, a summary of signifi cant accounting policies and other explanatory notes of the Western Region Football League Inc for the period 1 October 2009 to 31 October 2010. Board of Management responsibility for the Financial Report The Board of Management is responsible for the preparation and fair presentation of the Financial Report in accordance with the applicable fi nancial reporting framework, and for such internal control as it determines is necessary to enable the preparation of the Financial Report that is free from material misstatement, whether due to fraud or error. The Board have determined that the accounting policies described in Note 1 to the fi nancial statements, which form part of the Financial Report, are appropriate to meet fi nancial reporting requirements and the needs of the members. Auditor s responsibility My responsibility is to express an opinion on the Financial Report based on the audit. I have conducted an independent audit of the Financial Report in order to express an opinion on it to the members. I disclaim any assumption of responsibility for any reliance on this Report, or on the fi nancial statements to which it relates, to any person other than the members, or for any purpose other than that for which it was prepared. My audit has been conducted in accordance with Australian Auditing Standards. These standards require that I comply with ethical requirements, and that the auditor plan and perform the audit to obtain reasonable assurance about whether the fi nancial report is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the Financial Report. The procedures selected depend on the auditor s judgement, including the assessment of risks of material misstatement of the Financial Report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to management s preparation and fair presentation of the Financial Report in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion of the effectiveness of management s internal control.
