2 EC2017-4 EXECUTIVE COUNCIL ACT MINISTER OF JUSTICE AND PUBLIC SAFETY AUTHORITY TO ENTER INTO AN AGREEMENT (COMMUNITY SAFETY WELL-BEING RESILIENCE PROJECT) WITH DEFENCE RESEARCH AND DEVELOPMENT CANADA - CENTRE FOR SECURITY SCIENCE Pursuant to clause 10(a) of the Executive Council Act R.S.P.E.I. 1988, Cap. E-12 Council authorized the Minister of Justice and Public Safety to enter into an memorandum of agreement with Defence Research and Development Canada Centre for Security Science as represented by the Minister of Public Works and Government Services Canada, for the period from the date of signing to February 28, 2018, to conduct the Community Safety Well-being Resilience Project, such as more particularly described in the draft agreement. The condition preventing subdivision shall be binding on the said Huai Yu Liu and on all successors in title.

MACFARLANE (TO RESCIND) Council, having under consideration Order-in-Council EC2016-580 of September 6, 2016, rescinded the said Order forthwith, thus rescinding permission for John C. MacFarlane and Maureen A. MacFarlane both of Ruthven, Ontario to acquire a land holding of approximately eleven decimal seven five (11.75) acres of land at West Cape, Lot 8, Prince County, Province of Prince Edward Island, being acquired from Stewart Gillcash of O Leary, Prince Edward Island. EC2017-10 DAVID MCGUIRE AND JENNIFER ROBINSON-MCGUIRE (TO RESCIND) Council, having under consideration Order-in-Council EC2011-184 of April 19, 2011, rescinded the said Order forthwith, thus rescinding permission for David McGuire and Jennifer Robinson-McGuire, both of Hope Town, Quebec to acquire a land holding of approximately fifty (50) acres of land in Lot 25, Prince County, Province of Prince Edward Island, being acquired from Gene Smallman, Cheryl Smallman and Jodi Smallman, all of Freetown, Prince Edward Island. EC2017-11 RODERICK NICHOLSON AND JONATHAN NICHOLSON Pursuant to section 4 and section 9 of the Prince Edward Island Lands Protection Act R.S.P.E.I. 1988, Cap. L-5 Council granted permission to Roderick Nicholson and Jonathan Nicholson, both of El Lago, Texas to acquire a land holding of approximately eighteen decimal eight three (18.83) acres of land at Howe Bay, Lot 56, Kings County, Province of Prince Edward Island, being acquired from Peter S. Heydon and Janet M. L-5 Council granted permission to Russell Ching Limited of Souris, Prince Edward Island to acquire a land holding of approximately ninety decimal nine eight (90.98) acres of land at Souris, Lot 45 and at Little Harbour, Lot 46, all in Kings County, Province of Prince Edward Island, being acquired from Clifford F. Campbell of Charlottetown, Prince Edward Island, P. Andrew Campbell of Amherst, Nova Scotia, Velma M. MacLean of Covehead, Prince Edward Island, M. Marleen Clark of Kensington, Prince Edward Island and G. Anne Peters of Souris, Prince Edward Island PROVIDED THAT the said real property is identified for non-development use pursuant to the Land Identification Regulations (EC606/95) made under the said Act. EC2017-22 APPLICATION TO LEASE LAND MUTTART FARMS INC. Pursuant to section 5 and clause 5.3(1)(b) of the Prince Edward Island Lands Protection Act R.S.P.E.I. 1988, Cap. L-5 Council granted permission to Muttart Farms Inc. of Borden-Carleton, Prince Edward Island to acquire, by lease, an interest in a land holding or land holdings of up to two hundred (200) acres of land as part of the said corporation's aggregate land holdings PROVIDED THAT the said Muttart Farms Inc. files a statement with the Island Regulatory and Appeals Commission within one year of the date of this Order and prior to 31 December in every subsequent year disclosing the parcel number, the acreage and the term of lease for each parcel leased during the reporting period covered by the statement. EC2017-23 PROVINCIALLY OWNED LAND AT WOODSTOCK LOTS 5 AND 6, PRINCE COUNTY EXEMPTION FROM IDENTIFICATION FOR NON-DEVELOPMENT USE Pursuant to section 21 of the Prince Edward Island Lands Protection Act R.S.P.E.I. 1988, Cap. L-5 Council determined that, upon transfer to 9711864 Canada Inc., land located at Woodstock, Lots 5 and 6, Prince County, Prince Edward Island, being Provincial Property Nos. 39610, 47217, 559534 and 605949, totalling approximately three hundred and twenty-five decimal five nine (325.59) acres and currently owned by the Government of Prince Edward Island, as represented by the Minister of Transportation, Infrastructure and Energy, NOT be identified for non-development use under the Land Identification Program established by the Prince Edward Island Lands Protection Act Land Identification Regulations (EC606/95).

9 EC2017-24 AN ACT TO AMEND THE UNSIGHTLY PROPERTY ACT DECLARATION RE Under authority of section 11 of An Act to Amend the Unsightly Property Act Stats. P.E.I. 2016, c. 58 Council ordered that a Proclamation do issue proclaiming the said "An Act to Amend the Unsightly Property Act" to come into force effective January 21, 2017. EC2017-25 UNSIGHTLY PROPERTY ACT CLEAN-UP ORDER REGULATIONS AMENDMENT Pursuant to section 15 of the Unsightly Property Act R.S.P.E.I. 1988, Cap. U-5, Council made the following regulations: 1. The Clean-up Order form set out in section 1 of the Unsightly Property Act Clean-up Order Regulations (EC345/86) is amended by the deletion of the words (15 or more). 2. These regulations come into force on January 21, 2017. EXPLANATORY NOTES SECTION 1 removes words that are inconsistent with amendments made to the Unsightly Property Act from the Clean-up Order form that is prescribed in the regulations. SECTION 2 provides for the commencement of these regulations.
