Fischer entered the service of the Institute as temporary managing director. In the year under review the Institute had 14 full time vacancies. The Dfl. 550,000 reserved for these vacancies were used to appoint 37 temporary collaborators, notably in the sections conservation, arranging and description of the collections and the preparation of scientific publications. The government youth unemployment relief programme enabled the temporary employment of three assistants. The state programme for the employment of conscientious objectors made it possible to hire one person for a period of 18 months. Having reached the retirement age, on December 1, J. Halsema, head of the bookbinding and restoration workshop, left the Institute. He had been a member of the Institute since 1.1.1962. Hehas rendered the IISGinvaluable service in the conservation of the collections. P. Besselsen, head of the Photographical Department, using the early pension's programme, left the IISG on March 1. Ms. K. Onderdelinden of the Restoration Department left the Institute on September 1. Mr. V. Kahan reached the retirement age this year, but continued his activities in the International Organisations Department on a voluntary base. Drs. J.R. van der Leeuw, the Institute's Director, celebrated his silver jubilee this year. Mrs. J.H. de Vries-Wiersum of the Catalogue Department celebrated her silver jubilee. Dr. M.M. Segall-Rosenmann, research officer of the Anarchism, Spain, Latin America Department, left the Institute on a disability pension on July 1. Dr. Segall entered the Institute in 1976, and has been active in the acquisition of Latin American material and assisting visitors. Mr. J.B. Hendriks of the Periodicals' Department also left on a disability pension, on July 1. After a long illness mr. A. Beekhof of the Periodicals' Department died on May 18. He was a hard working and conscientious colleague. Boris Souvarine, ex-secretary of the Conseil d'amis of the Paris branch of the IISG in the years before the second world war died on November 1. Boris Souvarine was an expert of the history of the Soviet Union. Ms. Drs. H. Dommisse, the head of the Netherlands' Department from 1958 till 1963 died in 1984. They have rendered invaluable services to the Institute. ZWO subsidized the scientific project" Archives Bakounine" for another year. The Ministry of Education and Sciences agreed to have the project integrated into the regular activities of the institute. As a result, for the duration of the project the establishment has been extended with 2,2 places. 1.6 Places more were created by a partial transformation of the price compensation of 1984 into work. - 13 -

Honorary doctorate At the end of the year under review the University of Amsterdam announced its intention to grant B. Sapir an honorary doctorate on January 6,1985. Dr. Sapir has been with the IISG from its foundation, only interrupted by short periods of absence during and after the Second World War. At present he prepares a documentary source publication on Theodor Dan. It goes without saying that everyone who knows Dr. Sapir has been very pleased with this recognition of his greatmerits. - 14-

3. ORGANISATION The Beleidsraad [Advisory Committee to the Direction] consisted of H. van der Burch, E. Koen, J. van der Leeuw, M. van der Linden, F. Tichelman and J. Wekker. In 1984 the membership of the public counterpart of the industrial work councils, the "Dienstcommissies", was extended to non-members of the Civil Servants' Unions. On June 7 such a "Dienstcommissie new style" was elected in the IISG. This was moreover the first "legally recognized" work's council of the Institute. lts members were DJ. Mulder, JJ. Quast, L.C. van der Sluijs, J.H.G. Staphorst and CE. Wagenaar. The committee and the director met twelve times in 1984. Two members of the Dienstcommissie attended the meetings of the Board as observers. Reorganisation The annual report 1983 mentioned the help of four external library and archives experts, who were to advise the Board on the reorganisation of the library and the archives departments. Members were Prof. Dr. E. Braches, Librarian of the University of Amsterdam, Drs. J. van Heijst, Librarian of the State University of Utrecht, Dr. F.C.J. Ketelaar, State Archivist in the Province of Groningen and Drs. J.N.T. van Albada, Municipal Archivist of Bois-le-Duc. OnMarch9,1984, they presented their advice, "Uitgangspunten voor het advies inzake archief, bibliotheek en overige documentaire collecties van het IISG" [Points of departure for an advice concerning the archives, the library and the other documentary collections of the IISG] to the Board of the IISG. This Notice was the basis of the coming reorganisation. In 1983 the "Commissie Uitvoering Beleidsnota" (CUB) [Committee for the Execution of the Policy Notice 1983] was installed. Members of this committee were: W. Thomassen, chairman, Mr. P.J.G. Kapteijn, representing the Board of the KNAW, Prof. Dr. Th. van Tijn, representing the Board of the KNAW Institute IISG and the Board of the Foundation IISG, Dr. E.J. Fischer and F.E.G. van Haersma Buma as advisers, Drs. W.R. Hugenholtz for the direction of the KNAW, J.A.W. Gielkens representing the personnel, and Drs. A.H. Warmelink of the KNAW, secretary. The Committee met eleven times. In August it compiled a draft advice to the Board of the KNAW, containing an organisation plan, a description of the required functions, a reorganisation code, an implementation procedure, and a step by step scheme of the reorganisation. After discussion with the personnel's council a final version was presented in December, which is expected to be presented to the KNAW Board at the beginning of 1985, and to the minister of Education, for ratification, in March. Then the second part of the reorganisation, the implementation, will be started, which is expected to be completed by the end of 1985. - 16-

4. FINANCE The IISG's accounts for 1984 contained the following posts: Dfl. 630,377 formaterialexpenses(ofwhichdfl. 151,000 forconservation and arranging library and archival collections) Dfl. 4.453,000 forsalaries Dfl. 153,000 for investments Dfl. 800,000 for accommodation expenses The budget for material expenses was exceeded by Dfl. 28,615. The personnel costs showed an underexpenditure of Dfl. 43,800, which means that the financial year could be concluded with a small surplus. The Commissie voor Bibliografie en Documentatie COBIDOC [Committee for Bibliography and Documentation] granted a subsidy of Dfl. 261,000 for the conservation and acquisition of collections. The government PICA subsidy for catalogue automation of Dfl. 31,000 could, this year again, not be used. The Volkswagen Foundation (Hannover) granted a subsidy of DM 148,100 for the Trosky project. Anamountof Dfl. 16,477 was transferredto 1985. The Stichting voor Zuiver Wetenschappelijk Onderzoek ZWO [Foundation for Pure Scientific Research] granted a subsidy of Dfl. 273,625 for the projects "Russian Series on Social History" and the "Archives Bakounine". The Ministry of Education and Sciences granted a third supplementary subsidy of Dfl. 78,657 for the microfilming of the CNT/FAI archives. An amount of Dfl. 8,345 of thissumhas been transferredto 1985. "De Centrale" Insurance Company (The Hague) granted, this year again, a subsidy of Dfl. 10,000 for the conservation of the collections. On December 6, the Institute learned that the Volkswagen Foundation in Hannover had agreed to subsidise the research project "Widerstand, Exil und Deutschland nach Hitler, Paul Hertz und die deutsche Sozialdemokratie 1933-1945 " with an amount of DM 205,400. The researcher is Dr. U. Langkau-Alex. The Institute expresses its gratitude for the generous help extended by all institutions mentioned. -17-

5. ACCOMMODATION The accommodation facilities of the Institute have become both quahtatively and quantitatively insufficiënt. To improve these matters and insure a proper accommodation for the medium and long term, the ministry, the KNAW, the IISG and an architect firm discussed and approved of an actualised version of the Program of Accommodation Requirements. At present, the most practicable location seems to be the 'T WO" building (Instituten voor Wetenschap en Onderzoek/Institutes for Science and Research), which is a part of the Academie Medical Centre complex in the Bullewijk area of Amsterdam South West. Here also part of the Library of the University of Amsterdam has been accommodated. At the end of the year under report the ministry has not yet taken a decision on the matter. The Board of the KNAW and representatives of the IISG will see the minister of Science and Education on this matter shortly. If these talks will prove fruitful, the Institute will move in the spring of 1987. - 18-

6. LIBRARY On August 1, Drs. W. Roose, the librarian, resigned and was appointed staff member in extraordinary service. Dr. F. Tichelman was appointed librarian ad interim. J.J.L.M. Kloosterman was appointed adviser for the preparation of the catalogue automation. Acquisition In 1984 3,555 books were purchased (both new and second-hand) or donated. The acquired collections contain a total of 8,597 units, among them a considerable amount of doubles. Periodicals The department subscribed to 56 new (paid or free) periodicals, 66 subscriptions were terminated, of which 44 exchange or free ones. The arranging and rearranging of periodicals advanced well. At the end of the year 40% of them had been provided with new shelf marks. Catalogue The acquisition catalogue department prepared 4,050 titles. The book catalogue department made 4,298 titles; 1,585 for the old IISG catalogue and 2,713 for the new (ISBD) catalogue. The Eastern European department: 611 titles. The periodicals department: 1,812 new titles. The classified catalogue department: 4,050 titles. Conservation The conservation and saf ety-microf ilming of the Latin American newspapers was completed. 1,294 books and pamphlets and 608 periodicals were bound. Organisation In August a three-monthly consultation meeting was installed for the entire department personnel. lts aim is to coordinate the stream of information. This proved to be a success, especially in view of the preparation of the automation of the Library. Reading Room A daily visitor rate was registered of 31; in total 8,892 visitors came to the Institute. 493 visitors did archival research, of them 278 from the Netherlands. 15 Groups visited the Institute, among which two from Moscow and two from East Berlin. 11. LECTURES AND SPEECHES On May 19 Dr. F.E. Schrader gave a lecture on "De Spinoza-receptie van Karl Marx" at the meeting of the Vereniging Het Spinozahuis in Rijnsburg. [The Spinoza Reception of Karl Marx] On the occasion of the 85th birthday of Dr. Arthur Lehning, the ex-iisg staff member, the Carl von Ossietzky-Universitat in Oldenburg, FGR, organised a symposium on May 24-26, where Drs. M.M. van der Linden delivered a speech on "Vergleichende Sozialgeschichte des Syndikalismus". On June 2, in the Mary Ward Center in London, Drs. H. Becker gave a lecture on "TheHistory of German Anarchism". During a conference of the department Entwicklungssoziologie of the University of Bielefeld, FRG, on June 29-30, Dr. F. Tichelman delivered a speech entitled "Trade and State in Southeast Asia". AtMarseilles, (C.I.R.A.),onJune30,Drs. H. Becker held a speech on "La recherche actuelle sur Panarchisme europeen". 12. NATIONAL AND INTERNATIONAL CONTACTS AND CONGRESSES R. de Jong visited the anarchist congress in Venice, on April 4, both for reasons of contacts and to deliver a speech. After this, he paid a visit to Munich on July 12, and Wetzlar and Cologne in July for acquisition contacts. At the annual Internationale Tagung der Historiker der Arbeiterbewegung in Linz, in September, the IISG was represented by Dr. F. Tichelman, who read a paper on " Koloniale Politiek van de Westeuropese Sociaal Demokratie in het Interbellum". [Colonial Politics of Western European Social Democracy between the world wars] At the annual Conference of the International Association of Labour History Associations, held in Madrid, the Institute was represented by Dr. E.J. Fischer and Drs. J.R. van der Leeuw. Ms. Drs. E.M. Koen visited the Tenth International Archive Congress, held on September 17-21 in Bonn, FGR. Her report on the activities of the German department of the archives of parliament and the political parties, organised in the framework of this congress, was published in the Nederlandse Archievenblad, 1984, Vol. 88, no. 4,308-310.
