The decree of the President of the Republic of Uzbekistan of July 18, 2012 No. UP-4455 "About measures for further cardinal improvement of the business environment and providing bigger freedom to business" for Committee set the task of reduction of total of procedures and the terms necessary for registration of the property right to real estate, by introduction of an order of registration of the property right by the principle "one window" with use of a complex of information systems. According to the Decree of the President of the Republic of Uzbekistan the Cabinet resolution of January 7, 2014 No. 1 "About improvement of an order of the state registration of the rights for real estate" was accepted. This resolution reconsidered an order and procedures on the state registration of the rights for the land plots, buildings and constructions, long-term plantings, and also an order of maintaining the state land registry. Besides, for ensuring receiving with legal entities and individuals of information from a uniform source, creation, instead of separate databases about the land plots and data on buildings and constructions, a uniform database with full data on real estate is provided. In particular in a database inclusion of data is provided: about the made transactions with real estate; about houses subject to demolition, and also other buildings and constructions; about a ban on alienation of real estate and imposed concerning his arrests; about a condition of a tax debt on the property tax and a land tax. 2

The special attention is paid to formation of the state information resources, creation and development of information systems. In particular: the distributed corporate network through which direct link by divisions and the subordinated organizations on places is carried out is created; the system of electronic document flow "Euphrates" for an exchange of documents and an operating control behind prepared information between committee divisions is introduced; the e-xat system for information exchange between structural divisions and other departments is started; through the state portal the exchange of correspondence with all ministries and departments is made. In Committee the official website registered in the domain zone ".UZ" is started. Through the Committee website legal entities and individuals can address in any regional or city Committee division with request for providing data for the land plots, buildings and constructions, for an explanation of standard provisions, to receive information on an order of granting the land plots for building of objects, the state registration of the rights for real estate and on other questions. 3

Cadastral information is formed in the following types of data and documents: state register of the rights for real estate and transactions with them; land and cadastral book; cadastral business on real estate. The state register of the rights for real estate comprises data on the owner (the legal or natural person); cadastral number, location, area, purpose of the land plot; the name of the documents confirming the right for the land plot; about a type of the right for the land plot, date and number of record about the state registration of the right for the land plot, and also existence of restrictions of this right and easements, series and number of the certificate on the state registration; about a cadastral assessment of the land plot, and also data on buildings and the constructions placed on this land plot. 4

The land and cadastral book comprises data: about the land plot (location, the area according to documents, the area actual, the main purpose, use term); about owners (name of owners, users, tenants and owners of the land plots); about the accounting of number of lands (distribution of land fund on categories, subcategories, types of grounds in a section of each land owner, the land user, the tenant and the owner); about the accounting of quality of lands: (data on a bonitirovka of soils, water security, okulturennost, degree of susceptibility of an erosion, rockiness, salinization, level of a bedding of ground waters, pollution of lands); about standard cost agricultural grounds. 5

The committee renders the following interactive state services in providing information to the interested users: providing information on land resources; providing information on the state registration of the rights for real estate; providing information on an order and structure of submitted documents for the state registration of the rights for the land plots ; providing information on an order and structure of provided documents for the state registration of the rights for buildings and constructions. Interactive state services in providing cadastral information will be rendered in a look: publications (distribution) of public information - realization of services in providing access to the state information resources through the state register of the rights for real estate, land and cadastral information system, other relevant information systems, including on the Internet; unilateral interaction - granting possibility of access to various forms of documents in an electronic form; bilateral information exchange - the service including reception, the analysis (consideration) and the answer direction in inquiry (submission of demands and addresses, granting and/or delivery of results of their processing); realization of full data exchange in an electronic form, including granting and fee. 6

Cadastral information is provided to the interested legal entities and individuals within five days after receiving inquiry in a look: extracts (references) from the state register of the rights for real estate; extracts (references) from the land and cadastral book of the area (city); copies of cadastral business (passport) of a real estate object and extracts from it; copies of the cadastral plan of the land plot; access to cadastral information system in the form of interactive state services in accordance with the established procedure. 7
