79 th EC, 27.06.2014 Item No. 15 Proposal for Hiring of Office Building for Sub Regional Office, Bareilly (UP). 15.1 In 2002, EPFO purchased a plot of 3326.13 sq.mt. land comprising of 1988.49 sq.mt. open area and 9 very old buildings over 60 years measuring 1337.64 sq.mt. built up area at a cost of Rs. 184.8 lacs (including registration fees and stamp duty) from UP State Industries Corporation for construction of Sub Regional Office, Building and Staff Quarters at Bareilly. 15.2 On 08-06-2011, the office building was inspected by Assistant Engineer (PFD). It was reported (detailed report placed at Annexure-15A) that the present condition of the building is very pathetic. Further occupation of the building will be risky. The building is not worthy enough to sustain long even after major repairing including strengthening of foundation etc which involves huge amount. Hence it is suggested to demolish the present building and construct new one as per functional requirement. The existing buildings are scattered over almost the entire plot. Office Building should be constructed on the front side with direct access to the road. For this purpose the existing functional space of the office must have to be demolished. Then alternate accommodation on rental basis has been explored during construction period. 15.3 In view of the above, the Addl. CPFC (UP&BR) vide letter dated 20.12.2013 (Annexure-15B) submitted the proposal for hiring of office premises of carpet area 855 sqm after following due procedure as per Head Office guidelines for hiring of Office Building and as per SIU norms. He has submitted that the premise is located on the main Pilbhit Bye pass Road at Building No.381/1 for Sub Regional Office Bareilly owned by Smt. Krishna Aggarwal, wife of Sh. Mahesh Chandra Aggarwal. It is having built-up area of 910 sq.mt. which is being offered @ Rs.200/- per sq.mt. per month for office purpose. The landlady has also offered 120 sq.mt. covered parking area @ Rs.96.55 per sq.mt. per month (Annexure-15C). 15.4 The Fair Rent Certificate has been obtained from CPWD in respect of the built up area for office use as well as the covered area proposed for parking (Annexure- 15D & 15E). The monthly rent therefore works out to Rs. 1,93,586/- per month as follows : i) Built up area proposed for office use 910.00 sqm @ Rs.200/- per sqm = Rs. 1,82,000/- ii) Covered area proposed for Parking 120.00 sqm @ Rs.96.55 per sqm= Rs.11,586/- iii) Total built up Area proposed for 1030.00 sqm = Rs.1,93,586/- Hiring including covered parking iv) Hence total rent payable per month Rs.1,93,586/- subject to following conditions This rent is inclusive of (i) Usable land in the campus to be utilised exclusively by the Department for parking purpose etc. (ii) Regular repairs and maintenance of the premises will be done by owner. (iii) Rent exclusive of Municipal Tax (House/property tax) to be paid by EPFO.

79 th EC, 27.06.2014 (iv) Rent Exclusive of water and electricity charges payable to local body which shall be borne by the hiring Department i.e. EPFO. 15.5 The proposal has been scrutinized in PFD and the Internal Finance, Head Office has given its concurrence to the proposal: Proposal: Accordingly, The Executive Committee, CBT is requested to accord Administrative approval and Expenditure Sanction to the proposal of Hiring of Office Building for Sub Regional Office Bareilly (UP) amounting to Rs.1,93,586/- per month for 910 sq.mt. built up area and 120 sq.mt. covered parking, as proposed above..

Tripati Architect and Consultant U.P. Jal Nigam and Shri Vikas Choudhory Junior Engineer RO - Kanpur inspected the existing office building of Sub Regional Office Bareilly RPFC -I, Kanpur Sh. J.N. Meena and Sh. Alok Yadav O.I.C, S.RO. - Bareilly also was present during the inspection. The findings of the inspection is as follows...'.1. Seepage of water through roof and walls are found. This seepage through walls are found due to unplastered brick work, cracks in the wall. Seepage through roof is found due to improper slope of roof chockage of rain water pipes which results accumulation of water on roof inside the parapet wall, and gradually seeping, through the roof. The A.C. sheet provided for roofing of P.RO. is found damaged in several portions and as a result the gypsum board ceiling inside was damaged. 2. Vertical and hrizondal cracks are developed In several parts of the buildings. 3. Acute shortage of functional space is found. Hence Almirahs and some files are stored in verandahs where there is easy access to rain water while rain with wing. This will damage the records which is a serious matter to be looked upon.
