Quality Charter AfS Since 2007, AfS quality charter has become the foundation of the conviviality between tenants, flatmates, landlords and host families. It has enabled the development of relationships based on common values : hospitality, security and sharing. AfS quality charter is born from the will to daily help our friends coming from various origins, mostly from foreign countries and for who the language barrier is not the unique worry. The accommodations are strictly selected so that they match our quality charter standards regarding the security of the access and the tidiness. The accommodation environment, its accessibility to urban transport and to communication devices such as internet access are taken in account. The profiles of tenant and landlord sharing affinities are selected by AfS following the quality charter. Becoming a tenant / flat mate AfS has been established to match the foreign tenants expectations. The landlord s rules regarding the accommodation can vary but AfS is in charge of the matching of affinities and expectations between landlords and tenants. The common and fundamental rules have been established from our experience; the tenant is committed to them. Becoming a tenant Future tenants are submitted to rules of propriety: How does it work? Respect the rented premises, equipments and furnitures; Pay the rent to the agreed term; Clean the premises on a regular basis and return it cleaned up; Personally occupy the premises as agreed on the rental agreement, except with the lessor agreement and under penalty of termination of the rental contract; Do nothing that might disrupt the tranquility of the neighborhood or the other tenants, do not put them in trouble in any manner; Be responsible for the degradations and losses occurring during the rental contract in the premises he or she rents exclusively for personal use, unless he or she proves they happened by case of absolute necessity or by somebody who has not been introduced in the premises by him or her; Pay for the usual maintenance of the premises as well as all the repairs a tenant is legally committed to take care of unless they are due to normal aging of things, fault, construction fault, case of absolute necessity; Do not make layout arrangements in the rented premises without the landlord s written agreement, do not change or transform any of the equipments; the lessor may, if the tenant has not respected the previous duty, order to put the premises back as it was before or decide to let it this way without having to pay any compensation to the tenant; nevertheless, the lessor has the possibility to claim the tenant to pay for the restoration of the premises if the lay out arrangements impede the performance of the equipments and the security in the premises; To subscribe a home insurance policy and to submit the proof of it to the landlord on the day he receives the keys of the premises and every year; To bear any urgent repairs requested by the landlord and that cannot be postponed until the end of the rental agreement in accordance to Article 1724 of the «Code civil»; To neither assign the rent to someone else nor sublease the premises except with written agreement of the lessor; As soon as the end of lease notice is given or received or in case the premises are put on sale, to let the premises be visited during 2 hours a day during the working days. 2
Becoming a host family AfS The accommodation proposed by the host family must offer its tenants a comfort level matching the quality charter. Hospitality, conviviality, availability, warmth, communication are the principle values that will foster a pleasant stay for the student or the person in professional mobility. The target is to improve the French language knowledge and to open to our county wonderful cultural heritage. The member commits himself to respect the comfort and equipment standard of the following specifications according to his annual membership payment. Becoming a member How does it work? The main criteria to become a member is the visit of the premises by AfS Manager following the request of the candidate. This visit will enable to check the conformity of the premises, its environment and accessibility following AfS quality charter. In host families, the proposed accommodation will be a furnished room included in their personal house or apartment, offered by non professional landlords and occasionally, no declaration from the host family is needed. The provided service will be named : «half board accommodation» when breakfast and dinner or included or «accommodation with kitchen access» when the student or the person in professional mobility may use the kitchen to prepare their own meals. The membership goes with the payment of a yearly membership fee. The host families must provide AfS the attestation of their liability coverage. Payment and guest terms Every potential guest will be submitted to the member s acceptance. AfS will send to the member all required information about the candidate. Arrival and departure dates and time will be communicated by e-mail or SMS. Prices will be established in advance following AfS guidance. The rent will be paid by the guest directly to the host family landlord on the day of his/her arrival in the rented premises or at the latest on the third day of his/her stay and on the 1st of each month. All special tarification will be communicated by regular mail or e-mail. Rules of propriety will be communicated to each student or person in professional mobility. However, you are advised to show your guest around your house and to tell her/him about the rules to follow in your home upon her/his arrival. Don t forget that the language barrier and the cultural difference require to explain her/him the French manners. 3
host family: What are the criteria of an accommodation at AfS? The global design of the premises The accommodation must be in good condition and the housing maintenance ensured regularly by the landlord. The room must be set and cleaned up for each new guest, towels and sheets must be perfectly clean. The room must be independent and allow the guest to be by herself/himself if she/he wants to. The windows, doors and locks must be functional. Soundproofing and thermal insulation must be sufficient. The decoration must be harmonious. Internet access recommended. Possibility to share the common areas advised. A key will be given to the guest during the stay. Room Correct natural light. One bedside lamp by tenant. Enough furniture and storage for the tenancy (chest of drawers, wardrobe, closets, desk, chair). Mattress and bedspring in good condition. Bedpad or removable slipcover, blanket or duvet, bolster and pillow. Sheets and towels (changed each week) and provided clean upon arrival of each new tenant. Kitchen Ventilation, aeration and lighting. Cold and hot water at the sink. One cook top. One microwave. Basic cleaning utensile. Cookware, dishes and coffee brewer. Keep a storage space for the tenant in the fridge when the «kitchen access» formula is proposed. Sanitations facilities Bathroom and restroom. Ventilation, light and plug. Storage and towel stand. Use of the washing machine once a week. 4
Becoming a lessor at AfS The accommodation proposed by the lessor must ensure the tenants a comfort level matching the AfS quality charter. The member commits to follow the comfort standards described in the present quality specifications. Becoming a member How does it work? The main criteria to become a member is the visit of the premises by AfS Manager following the request of the candidate. This visit will enable to check the conformity of the premises, its environment and accessibility following AfS quality charter. Professional or non professional lessor will offer to rent a furnished room or a flat. A short term rental contract will be signed for a room and a rental agreement for furnished premises will be signed for an apartment. The membership of the lessor to AfS will be conditioned by the payment of a yearly membership fee. Payment and lessee terms Every potential tenant will be submitted to the member s approval. AfS will send the lessor all necessary and known information about the lessee. The lessee s arrival and departure dates will be confirmed to the lessor by e-mail or by phone. Prices will be established in advance following AfS guidance. The rent will be paid by the guest directly to the host family landlord on the day of his/her arrival in the rented premises or at the latest on the third day of his/her stay and on the 1st of each month. All special tarification will be communicated by regular mail or e-mail. The tenants must follow rules of propriety. Enough furniture and storage for the tenancy (chest of drawers, wardrobe, closets, desk, chair). Mattress and bedspring in good condition. Bedpad or removable slipcover, blanket or duvet, bolster and pillow. It is advised to provide a set of sheets. In the case of flatsharing, each door will be equiped with a lock and a key must be provided to each tenant. Kitchen Ventilation, aeration and lighting. Cold and hot water at the sink. One cook top. One microwave. Cookware, dishes and coffee brewer. A fridge. Oven or microwave. Cleaning utensiles (Broom, bucket, floor cloth, vacuum cleaner recommended) Sanitations facilities Bathroom and restroom. Ventilation, light and plug. Storage, towel stand and drying rack. Toilet brush. Washing machine recommended. In the case of flatsharing, each door will be equiped with a lock. 6
