SITE SURVEY : - Tenderer may survey the site for construction at Reserve Police Office Chandili, Rayagada (Odisha) Pin-765017 w.e.f. 12/01/16 to 01/02/16 between 1000 hrs to 1700 hrs except on Sundays and holidays before filing of tender. MODE OF PAYMENT:- 1. The payment will be made after completion of works as per orders prevailing in the Department and receipt of money from the State Government of Odisha under Security Related Expenditure (SRE) fund. 2. Tender forms with details of works and terms and conditions can also be obtained from Office of the DIGP Range Sambalpur CRPF, Hathipathar Road, Raniguda Farm, Near Bethel Church, Rayagada-765001 on any work day between 1000 hrs to 1700 hrs except Sunday and other holidays w.e.f. 12/01/16 to 01/02/16. 3. Tenderer are required to deposit earnest money of the work (Rs. 7000/-) in the form of Accounts Payee Demand Draft/ Fixed Deposit Receipt/ Bankers Cheque or Bank Guarantee from any of the Nationalized, Scheduled or Commercial Bank in an acceptable form drawn in the favour of DIGP Range CRPF, Sambalpur Tac at Rayagda, Odisha, Hathipathar Road, Raniguda Farm, Near Bethel Church, Rayagada-765001, Cash security will not accepted.

4. Complete set of TE are available in CRPF website (http://crpf.nic.in). Tenderer can use the downloaded form of tender enquiry. 5. Tenderer must enclose the amount of earnest money deposit as mentioned above along with application and must be accompanied with attested copy of registration certificate, PAN card & experience certificate and will also produce the original one on the day of opening of tender. Applications, which do not fulfil these conditions, will be rejected. 6. The successful Tenderer will deposit 10% security money of the total value in the form of Accounts Payee Demand Draft/ Fixed Deposit Receipt/ Bankers Cheque or Bank Guarantee from any of the Nationalized, Scheduled or Commercial Bank in an acceptable form drawn in the favour of DIGP Range CRPF, Sambalpur Tac at Rayagda, Odisha, Hathipathar Road, Raniguda Farm, Near Bethel Church, Rayagada-765001, Cash security will not be accepted. 7. II) TERMS AND CONDITIONS OF TENDER ENQUIRY. 1. Terms of price 1.1 Rates quoted by the firms should be on firm price basis. Rates should be quoted in Indian rupees both in figures as well as in words for complete units as per specifications. Any and every alteration in the rates should be signed in ink otherwise the offers will not be considered. 1.2 Firms should clearly indicate different taxes and duties, which they propose to charge as extra along with the present rates thereof. Offers with such stipulations like as applicable will be treated as vague and are liable to be ignored. 1.3 Rates quoted shall remain open for 90 days after the opening of the tender. 1.4 All the taxes payable/ applicable to the State Govt and Central Govt. shall be borne by Contractor/ Firm. 2. Payment terms 2.1 Payment will be made after drawal of amount from State Govt of Odisha under SRE fund. 2.2 Payment in advance or immediately on the start of the construction can not be made. 3. Construction location 3.1 Construction location i.e. Reserve Police Office Chandili, Rayagada (Odisha) Pin-765017 4. Construction period 4.1 Construction of the infrastructure is required to be started immediately within one week/07 day after the award of work order allocation and required to be completed within 03 months (90 days). 5. Construction instruction. 5.1 The DIGP Range CRPF, Sambalpur Tac at Rayagda-765001 (Odisha) reserves the right t cancel/scrape/increase/decrease the quantity at any time without assigning any reasons. 5.2 No other cost will be paid to the firm for the said work. 5.3 The area on which work is required to be carried out will be intimated after a joint survey o members from contractor and end user sides and thereafter work will be started. No work othe than the work will be carried out, if so, no payment will be made to the contractor. 5.4 A self-certification is required to be submitted by the firm/contractor regarding use of materia upto the prescribed specification and should be brand new and ISI marked wherever applicable. 5.5 Materials to be used for the work will be deposited by the contactor in the safe custody of thei own or as decided during the joint survey. 5.6 Work Guarantee : As per CPWD norms. 5.7 Risk of the workers will be the contractor side. 5.8 The contractor is responsible to maintain high level of discipline of his workers during the work in the campus. 5.9 Payment after completion of work in full and passed by the Work Committee and submission o bills along with details of bank/accounts and pre-receipt of the amount through SRE fund from stat govt. of Odisha after deductions of TDS from the Bills of the contractor. 5.10 Work Committee will examine the work during and after the completion of work. 5.11 In case of breach of Contract, performance Security Deposit (PSD) will be forfeited. 5.12 A Copy of this Contract may be duly signed by the firm/contractor.

5.13 The time for completion of work is within 03 month from the receipt of Award of work order. 6. Details of the firm/contractor. 6.1 Only those firms should respond who are the contractor or authorized dealers of the wor specified in tender specifications. 7. Earnest money deposit 7.1 All firms/contractor are required to deposit earnest money deposit of Rs. 7,000/- (Rupees Seve thousand ) only for the work mentioned above along with the quotation, failing which their offer will be summarily rejected. 7.2 The earnest money can be deposited through any of the following alternative forms. An account payee demand draft, fixed deposit receipt, banker s cheque or bank guarantee from an of the Nationalized, Scheduled or Commercial bank in any acceptable form drawn in favour of DIG Range CRPF, Sambalpur Tac at Rayagada, (Odisha) payable at SBI Main Branch, Rayagada, Cod No.0169. Cash deposit will not be accepted. 7.3 The earnest money shall remain valid and be deposited with the user for a period of 90 days from the date of tender opening. If the validity of the tender is extended, the validity of the BG/or an other alternate document submitted in lieu of earnest money will also be suitably extended by th tenderer, failing which their tender after the expiry of the aforesaid period shall not be considered b the user. 7.4 No interest shall be payable by the user on the earnest money deposited by the tenderer. 7.5 The earnest money deposited is liable to be forfeited if the tenderer withdraws or amends impairs or derogates from the tender in any respect within the period of validity of his tender. 7.6 The earnest money of the successful tenderer shall be returned after the security deposit a required in terms of the contract is furnished by the tenderer. 7.7 If the successful tenderer fails to furnish the security deposit as required in the contract within the stipulated period, the earnest money shall be treated as performance security deposit for a practical purposes. 7.8 Earnest money deposits of all the unsuccessful tenderers shall be returned by the user as early a possible after the expiry of bid s validity, but not later than 30 days after placement of contract Tenderers are advised to send a pre receipt chalan along with their bids so that refund of earnes money can be made in time. 7.9. Any tender, where the tenderer is required to deposit earnest money in terms of condition mentioned in preceding paras, not accompanied with earnest money in any one of the approved forms acceptable to the user, shall be summarily rejected. 8. Performance security deposit clause 8.1. The successful Tenderer / Firm shall have to deposit a performance security deposit equivalen to 10% of the value of the contract within 15 days of the placement of work order for du performance. Failure on the part of the Tenderer / Firm to deposit the security deposit within th stipulated time, empowers user to cancel the work order. 8.2. The performance security deposit submitted by the contractor will remain valid at least for 9 days beyond the date of completion of all contractual obligations of the contractor. 8.3. The performance security deposit can be deposited in any of the following alternative forms : An account payee demand draft, fixed deposit receipt, banker s cheque or bank guarantee from an of the Nationalised, Scheduled or Commercial bank in any acceptable form drawn in favour of DIG Range CRPF, Sambalpur Tac at Rayagda-765001 (Odisha), payable at SBI Main Branch, Rayagad Code No.0169. 8.4. If the supplier fails to carry out the work within the stipulated period and places and requests fo extension of time, he shall submit an undertaking on Non Judicial stamp paper of Rs.10/- dul

attested by the Notary public stating that the performance security deposit has already been extended for sixty days beyond the guarantee/warrantee period. 8.5 The performance security deposit shall be with held or forfeited in full or part in case the wor order is not executed satisfactorily within the stipulated period or requisite standard of the store within the guarantee period is not undertaken to the best satisfaction of the user. 8.6 Cash security deposits will not be accepted. The security deposits will be returned subject to th construction being made in full within the stipulated period of time and the infrastructure in conformity with the approved by Board Of Officers. The decision of the DIGP Range, CRPF Sambalpur Tac at Rayagda-765001 (Odisha) shall be final and binding in all matters pertaining to refund of the security/earnest money. 9. Method of submission of tender enquiry 9.1.Tender can be obtained from the Office of the DIGP Range, CRPF Sambalpur Tac a Rayagda-765001 (Odisha), Hatipathar Road, Near Bethel Church, Raniguda Farm Rayagada, Odisha in any working day between 1000 hrs to 1700 hrs wef. 12/01/16 to 01/02/16. III) IMPORTANT INSTRUCTIONS 1. Full name and status of the person signing the tender documents must be clearly mentioned. 2.
