All lots would be served by a new private road system and would be served with municipal sewer and water. Staff Recommendation: While no formal action is required, this memo will serve as a foundation for the Council s discussion with the applicant to bring to light potential issues to be addressed when a formal Preliminary Plat application is submitted. Because the proposed development density at 4 units per acre technically is a departure from the CMP density guidelines for development of the site, this sketch plan is presented to the City Council for consideration and comment. Applicant has also
provided, at the request of staff and Planning Commission, concepts depicting densities of 3 units per acre and 8 units per acre, to assist Council in its review. 15-3752 July 9, 2015 Page 2 Please review the Planning Commission memo and exhibits dated 6/9/15 and the PC minutes of 6/15/15 for background on the proposed development. Additional Information Submitted Applicant has provided two additional conceptual sketches depicting (D-1) a single-family layout with 65 -wide lots at a density of 3.0 units per dry buildable acre, and (D-2) a 102-unit multi-family development of attached townhomes in groups of 4 and 6 units, with a density of 8.0 units per dry buildable acre. To help visualize the density, Exhibit D-4 is an aerial view of a development in Plymouth suggested by the applicant as illustrative of single family homes with 5 side setbacks (10 between buildings) as would be proposed with applicants initial 51-lot layout. The site is located in the NE quadrant of Schmidt Lake Road and Peony Lane. A few blocks east on the north side of Schmidt Lake Road on Jewel Lane, setbacks are 6-8 (15 between homes) similar to what would result from the applicants D-2 concept plan. Issues for Discussion A list of potential items for discussion entitled Summary of Issues for Consideration appears on pages 8-9 of the Planning Commission memo. These items were reviewed by the Planning Commission, and should also be addressed by the City Council. COUNCIL ACTION REQUESTED The goal of this review is to provide the developer with an overview of the pertinent City ordinances and how they affect the proposed plat, and to discuss the strengths and weaknesses of the proposal. The Summary of Issues for Consideration reveals a number of issues with the proposed plat and should provide direction to the applicants regarding the plat. Council should review each topic and identify any issues to which the developer should pay special attention. As a sketch plan review, any comments or suggestions to the applicants are non-binding but will be extremely helpful as the applicants move forward.
