SUMMARY REPORT ABOUT THE INSTITUTE Indonesian Institute of Architects (IAI) was founded in Bandung, September 17th, 1959 and moved to Jakarta, capital city of Indonesia in 1974 to get closer to central government and policy makers. Currently the Institute is run by 12 members of the Executive Directors and Boards, and 3 Councils to coordinate 27 regional offices and 2 secretariats. RECENT PROGRESS Members Members of IAI until mid October 2008 are 11,597 and growing tremendously in the last few years since the issuance of regulation which mention that government projects have to be undertaken by registered architects. Registered Architect Currently, the number of registered architects are 2,229 and is growing at the average of 50 to 70 monthly. License A License for practicing architect will be applied in all regions throughout Indonesia, of which currently only Jakarta and Batam municipality are implementing the regulation. Education IAI is still preparing manual for accreditation of school of architecture which expectedly will be finished in 2009. Guidelines of a One-Year Professional Course have been launched at the end of 2007. Three schools of Architecture have signed collaboration agreements with IAI to run the course and expectedly will open for enrollment in 2008. COUNTRY REPORT HISTORY OF THE INSTITUTE Indonesian Institute of Architects (IAI) was founded in Bandung, September 17th, 1959 by the first generation of Indonesian architects. The establishment was part of a movement to prepare Indonesian professionals for the take over of all construction works formerly under the responsibility of the Dutch. From this time to 1974 the Institute had initiated proper conduct of construction works in the country by co-founding Indonesian Council of Building Construction and introducing scale of fees in construction works. The Institute s office was moved to Jakarta in 1974 to get closer to Central Government and policy makers at the time when the Architects Council was formed and a movement to promote the Institute to Indonesian architects has begun. In 1975 the Institute was officially recognized by the Jakarta Municipality which require that architects had to be recommended by IAI to get a license to practice in Jakarta. At the same year the Institute became member of UIA and being appointed to organize an international seminar under the supervision of UIA-Habitat Working Group. First Regional offices in Java Island were established in 1978 together with first publications on architect s fees, standard contract documents, journals and news letter, also the first inauguration of IAI Awards given to projects, architects and the clients/ owners, and to senior architects for their dedication and consistency in promoting the profession of architect in the country. In 1982 the Institute its second National Assembly in Jogyakarta, Central Java, which has become a tradition every 3 years to elect new President. Board of Information System was then formed to be responsible for all publications, followed by the first architectural exhibition a year later. Regional offices outside Java Island have been established since 1985, and until now the Institute has established regional offices and secretariats in 27 provinces and 2 cities respectively. In 1999 a Construction Services Act was issued followed by a Building Act in 2002 which both require that an architect must be certified and registered. IAI was among the first associations to be accredited to issue an architect s certificate; which has been consistently applied since 2001. The certification conducted by the Institute is based on the Guidelines for the UIA Accord On Recommended International Standards of Professionalism in Architectural Practice At present the number of registered architects is 2, 229 of the 11,597 total members of IAI. 3

LEGAL STATUS OF THE INSTITUTE The Indonesian Institute of Architects is a registered non-profit and non governmental organization. LEGAL STATUS OF THE ARCHITECTS The profession of architect is stipulated in the Construction Services Act and Building Act whereas architecture is stipulated in the Intellectual Property Right Act. However, those Acts do not comprehensively regulate the profession. Therefore; recently IAI strongly supports the preparation of an Architect s Act which is an initiative of the Parliament. IAI as the main resource provides information on architect, architecture, architectural practices, comparative studies, as well as inputs for the academic paper and draft of the Act. The Act is scheduled to be issued in mid 2009. SUBSCRIPTION FEES Membership Ordinary Rp.240,000/ year + Rp.100,000 for entrance fee (approx. REGISTRATION AUTHORITY FOR ARCHITECTS IAI holds the authority to assess professional competence and awarding professional certificate for architect, this authority has been awarded by National Construction Services Development Board a.k.a. LPJKN (an independent body that has been established according to the Construction Services Act). LPJKN registers the certified architects. 6

KEY ISSUES Cross-border Practices Recently Indonesia is still facing with problem of un-registered foreign architects who usually are involved in early stage of design process and later leaving the responsibility of the whole design to the local counterpart which sometimes earned very little from the project. Though the regulation said that every foreign architect practicing in Indonesia has to hold a Temporary Professional Certificate a.k.a. SKAS. The problem exists due to lack of socialization, coordination and law enforcement of the authorities to make the regulation works effectively. On November 2007 the Indonesian government has signed the ASEAN Mutual Recognition Arrangement (MRA) on Architectural Services. A Notification letter to accept the implementation of the arrangement will be issued in December 2008. IAI will involve in preparing Monitoring Committee, the authorized body to assess ASEAN architect applicants as well as assessing ASEAN architects from neighboring countries who want to work in Indonesia, AAC, and other bodies created under this arrangement. Architect s Act Draft of the Act is now entering a deeper evaluation by Parliament s group of experts. In this phase their recommendation is: the act has to focus on regulations on architect and architectural practices only. IAI is an Association of Architects Currently IAI has 11,597 members who work in many lines of businesses in which 2,200 are professional members mostly practicing as architects (professional members hold certificates through portfolio assessment). Recently, ordinary members who work for contractors are in process to be certified by IAI as architects to fulfill government regulations that require contractors to include registered architects in their organization. In the last Annual Meeting all delegates were recommending the Institute to certify architectural school graduates who work for contractors with a particular method of assessment. IAI is still working in this issue and hoping this matter will be solved soon Ethical Architectural Practice There are some precedents that architects undertake projects which include design build in one package. However, in a case received by The Council of Ethics this architect failed to conduct a professional integrity which resulted a financial loss of the client. The client wanted to sue the architect. 9

Therefore, the design build practice can only be applied if it is regulated by law which i.e. protects all parties involved. The regulation is still in the making which will refer to the Architect s Act Indonesian Architecture towards Sustainable Architecture Recently Indonesian architects are more concern about energy saving, climate change and global warming, and trying to design buildings with these criteria in their mind. IAI members together with some professionals from other associations were establishing GBCI (Green Building Council of Indonesia) in 2008 and becoming core members of the Council. IAI is also promoting green development by facilitating seminars, talk shows, workshops and exhibitions on green/ sustainable architecture. FACILTIES IAI office is at Jakarta Design Center (JDC), which provides facilities such as Conference Room (300 seats), Audio Visual Theater (100 seats) and Meeting Rooms to accommodate 10 to 30 persons as well as ample space for exhibitions 10

PLAN FOR THE NEAR FUTURE Manual for accreditation of school of architecture The manual is still under preparation by Board and Council of Education. The accreditation body is designated to be independent, non-governmental institution and comprising dedicated experts in education and architecture. At present there is an accreditation body created by the government a.k.a. BAN-PT to assess schools of architecture. Formation of New Institutions under the Current and Future Laws/ Regulations At present IAI is preparing its best members to involve in the future Monitoring Committee under ASEAN MRA on Architectural Services as well as Board of Architects under Architect s Act. Regulation on Architect s License License to practice for professionals is not widely implemented in Indonesia. IAI through its regional offices and secretariats are supporting and work together with the local authorities to issue license to practice for architects. The Institute is trying to find an efficient mechanism for the regional and municipal authorities to produce the license. 11
