PH & JT, later DG & JP arrive. Similkameen Trail PUD still closes trail due to liability concern due to ongoing work and equipment. AH to JP. Reviewing numbers on Fair bathroom project, original bid #s on paper towel, water heaters and more versus change order costs. Want to talk with contractor to confirm some details. JP (Fair maintenance and Maintenance) - Tractor arrived on Monday.

- Copy of heat pump compressors for Agriplex and Annex. Neither heat pump working due to compressor failure. Bid for replacing one and trying to fix second being worked up. County has a service contract up to $2500. This cost is slightly over but not really maintenance or replacing expendables (filters & belts). Asking for DG to review contract to see if work falls under agreement. One heat pump is 20+ years ld, JJP feels contract is over belts, filters not major parts.sc tow events in Agriplex on Aug. 8 & 24. Need to be fixed. (JD invited Sheriff s, Dispatch and Taskforce member to discuss wolf encounter from late last week. DG wants to review tape of discussion to see if OK to share with political people. JD recorded conversation that was in an open public session. Though this is a public record, names may need to be redacted, DG needs to check. Claim is woman researcher was taken away from scene by Teds & USFS from Omak Airport. AH talked with F & W over incident. JD comments that NGO used tactic of cover up to hide events, now feds doing the same. Tape may be FOIAed?) - Elevator in jail, sensor strip velcroed in, needs to be replaced by a hard mounted sensor. Bid from Otis elevator out of Spokane is $8000 to replace. Will pas on the bid info to BOCC. Needs to be fixed, as it is not closing, so not working. DG (Civil Attorney) - needs an exec session over pending litigation. Can fit it in whenever BOCC can make it fit, needs JT and refers to French Creek letter was received. - Auditor was in last week and wanted DG to review a contract from election system vendor, HART. Concern over offered contract and duration of a 10 yr contract. What would be potential effect of an early termination of the offered contract if there was a need to switch to another system. Contract language for early termination is prohibitive and would amount to a complete buy out of the full length of the contract. PH HART selling to another vender, does assignment to another party matter? CB suspicious that HART offered a 10 yr. deal and then Auditor hears rumor that s\state is switching over to a all-together different system. - Asked to review a levy for Oroville EMS and increasing the levy amount from.25 to.50 per $1,000 valuation. Issue is that levy is for extent of Oroville SD but Oroville City is outside of EMS district. Controlling State statute limits this kind of levy to a maximum of.50 per $1,000 and Oroville City already is at.50 per? Would the new levy if passed be a conflict? City is specifically excluded in levy language so OK. - Met with JC & plumbing to look at bill at fair bathroom site. Issue was over tankless water heater. What difference is original vs replacement along with hand dryer, gutters new versus original discussion and installation on change order. (All-ways Plumbing did original work but needed to be fixed to work). Feels that there are some ambiguities in responses from new contractor doing new work. Plumbing and septic are separate contracts but same contractor. AH wants to see a copy of the original bathroom bid. - Building Inspector still has not signed off on original project. Unsure if bid has a penalty for work not being done on tie. JD Bassett was a problem. AH wants

original contract met. Does not want late penalties. JP videotaped today s whole discussion and inspection. SC (Fair Events) - Looking at Grandstand big openings in top railing could be dangerous for small children falling through. Wants to retrofit to avoid potential problems. AH use 1X6, not some stock railing, much cheaper. - No camping time limit? AH 30 days? Would like to mow and water areas to keep up. - Working on getting security cameras facing to the north end. Was able to login remotely from home. Executive Session at 9:50 for French Glen Rd issue. BOCC, JT & DG. DG comes out at end of session and asks if JP could be around and Clerk calls for JP to return to BOCC chambers. 10:10 Finance Committee (LM, CH & LT) - Current expense account at about $4.1 million, not totally current as does not include PILT, which came in after report. The treasurer had considered making an early loan payment but now looking at the supplementals coming in and wants to hold back until the Oct. due date for repayment. She will look at the numbers monthly and may still go for the early repayment if the numbers look good. - Concerning Fund 160, they did not get the expected revenue from Sales tax and reimbursements from insurances. This Fund is for Juvenile and Jail prescriptions and medical. Currently only $78,000 out of $135,000 expenses has been received. Even if the money that went into Current Expense to pay into Fund 160 was transferred it would not be enough to cover shortfall. AH can County move (cash) to 160 to cover? CH she needs to make sure the money could/would be repaid into Current Expense but no problem legally to move money. - When State Sales tax payment comes in they would pay back Current Expense from 160. AH Current Expense is paying for these items. Maybe pay back Current expense from other Line overages to help out Current Expense drain. Move money from overages (Auto as an example) to cover problem for now. Finance just what we were thinking of. Will work on a Supplemental to address the issue. - Will leave a summary of expenses/revenues. But wants to focus on a graph comparing various costs over time. Generally going down over time, a good trend. - Wants to set up a 2019 budget meeting for all department heads. JD who to attend? 1 st Tuesday of September need to have a preliminary to BOCC so need to have info from departments in mid August at latest. All departments have a call letter that the 2019 budget request is coming. PH thinks everyone should prepare to discuss revenue, expenses & capitol expenditures at meeting. OT, Judge Pro Tem costs need to be laid out in the estimates. OT is an influence by covering unfilled positions, so as more are hired should drive OT cost down. If actual does not reflect this assumption need to look closely AH If a budgeted position is not filled then at say 6 month move 50% of the money to OT budget. BOCC wants to see highlight of budget lines that are significantly over budget % at this time.

- BOCC asks Auditor about Election System update and contract to support the system. Auditor still looking into the problem. 10:45 DG, JP + Contractor on Fair Bathroom. - Fair Bathroom and Contract fulfillment, onsite inspection: Electricity to sewer system was easy fix, just a reversed load, switched and works fine. - AH gutters, did original bill include installation on gutters? There was no formal bid to install but was just lumped in, so no actual bid papers, receipts or such. No line item on bid for that. General contractor did not list many individual lines of subs and such; was just a lump bid. - Seems like enough info to have a $1324 payment on Change of Work Order & to get t he building inspector in to sign off on the project. Discussion of the cost of the old specified tankless water heater versus new one installed in Change Order. JP still need to replace toilets freeze damage, not part of the contract. - BOCC will signe change order and look to building inspector. (hand dryers, water heater, gutter at Fair Grounds bathroom). Refund from Contactor to go to county. Separate motion - $1324 accepted. 11:05 Public Works (BR & JT) - Other trails and areas have a variety of warning signs about dangerous animals bats, rattlesnakes, bears, etc. why not wolves? - Solid Waste and Admin (BR) o Open Positions: Eng. Tech/asst. interviews Wednesday, M2 Truck Driver Area 3 interviews Wednesday, Recycle/Transfer Station/Equip. Operator rereading apps, interview in next couple of weeks. o Apple Maggot: Draft Comment letter for July 19 hearing: has forwarded draft comment letter to BOCC, change at WSDA from separating all food waste; but now want to include only all fruit. Don t know how WasteWise (Methow SW hauler) can do this. BR feels this change provides a reasonable basis to ask for a delay in implementation. Not giving County a chance for SEPA or request to an exception to haul general wasted to Central landfill. Are trying to clarify language. BR wants to present the letter on behalf of BOCC. BOCC recommends removing all ambiguity in letter in letter, typos, clean up and resend to BOCC for Consent Agenda. Request for a waiver for WasteWise running its route out then back into quarantine area was denied without explanation, coordination. No fruits that could be locally produced can be accepted at Twisp Transfer; apples, pears, prunes, plums, etc. o West Side Haul would need a special permit if SW pursues. A couple of haulers have come forward with proposals. Would need to put out to bid after specifying how much, how often. Would need to gather data to set minimum bid. o SW Management Plan Need to post fee schedule, Also have a lot of pallets to surplus, will add to fee schedule to sell. Will pass on revised SWMP with Apple Maggot additions to WSDA for review. o Taber Land purchase had an onsite visit and a Taber request for purchase from Taber. BR concerned about possible fence change and a small strip of

land that was accidently in original land conveyance. All seems OK for transaction. Surveyor Hinke has finished. Assessor has indicated land is 1/3 acre of land that is $1,000 per acre so $333.99 but minimum plot value is $500. Will schedule a Public Hearing. - Engineering (JT) o Maintenance & Roads: 114 hrs OT, 96 on chip seal projects. Oroville area right now, Omak next. Aug. 6 should be last day of chip seal. Crew is from all over the county. o Sinlahekin Rd washout repair still waiting on final cost. o OCOG contract for HSPT update: Need a contract signed for consultants. Athena group. Ok Co. is fiscal agent for OCOG. BOCC OK. o Similkameen Trail Repair: Discussed earlier in the day. PUD is working on the bridge beyond trail. Bringing in equipment and considers unsafe. County wants to open trail after hours? o Peter Dan Rd Slide repair: 1 st official work day was Jul. 16, have moved closure to next Monday. o Hwy 7, Tonasket Bridge South paving next Monday. o Buffalo Lake Rd CCT project no update from CCT o 6-yr Transportation Improvement Plan have addled part of Rodeo Trial to plan. o WATV Routes, Draft Map: still working on making sure detail with speed limits match. o CCT access at Brewster shop sent to CCT for approval. o Working on a contract with USFS for using County to work on USFS roads on small projects reimbursement to County for work. Sees no problem 1:30 CB & AH, JD at 1:42 - Public Comment: G. Thornton expresses that as Noxious Weeds is having its Staff Report in afternoon that wants to know the status of Russian Olive. Russian Olive is considered a noxious weed by the State, degrades pastures and is spreading throughout the county especially in valley wetlands, uses up water and encroaching on natural and agricultural land. 2:00 Dan Higby (Building Dept.) - Normal Packet of info applications 5 less than last year up to end of June. Packet includes how many, what kind and where compared to last year. 4 in process on Fire replacement/recovery, more in the future. - Revenue a bit ahead of last year. Difference is between expenses and revenue (now called cost recovery). - Trucks are holding up, one deer conflict. One at 200,000 miles may need to replace soon. Actually more trouble with one with less miles (170,000 & 3 rd truck at 120,000). Put on about 25,000 miles per truck per year. Sometimes needs to borrow a vehicle from planning, - Has a signed contract from Riverside, probably will get Brewster for Inspection Services. Hearing rumblings from Twisp. AH will meet with Twisp tomorrow (Wednesday).

- Got an email on Wolf Creek issue. No one present. 2: 8 X 10 sheds. No permit required due to small size and not permanent. Not close to property line, one smaller shed. - Busy time of year, no major issues. Working on one small one up on Conconully area. - Working on next year s budget. 2:30 Noxious Weeds (Anna Lyons) - Aquatic program treated 8 lakes in County. Osoyoos is going to go to a Lake Management District for funding. Grants are on funding Alta, Leader & Palmer. Ohers are paying out of pocket and/or grants. Contractor is at Osoyoos right now, will move to Palmer then next lake. - Real hit & miss to get organized to pay for process - Either an aquatic tax tag on watercraft? Or a 1/10 of 1% sales tax increase. Tax would be $650,000 per year revenue, really on need about $100,000 for an aquatic program. Need some kind of mechanism to pay for costs, not on adjacent landowners but on aquatic users. Tags most money goes to state, only a small portion comes to county. - Many potential costs on the horizon zebra mussels, quagga mussels, milfoil increase and more. - Whitestone is funded by Bureau of Rec., land owners and more aslso includes Spectacle Lake. - CB presentation possible on zebra and quagga mussels? AL can be arranged. - Russian Olive becoming a problem and on State list, no resources to go after. Have herbicide injection gun to lone out. 2:55 TC & DH (HR & Risk Mgmt) - Has a draft of 2019 budget on wages, only e departs have OT - Paid family leave + more time available on unpaid leave increases. - Pretty much done with hiring for now: just a few in Public Works & Prosecutors. - Had a visit today from Risk Pool: dropped in on two PWorks shops both went very well, inspectors very impressed. Will get a report shortly on visit. TC felt went very well. - Not other big issues Risk Pool Board of Directors tomorrow. - Verbal SWAT training de-escalation of conflict, verbal, hostile public. 3:30 Declaring County Surplus Property. continued due to problem with date and conflicts with participants.
