Irma Blvd. Gonzales, Louisiana for the following: 1. Meeting called to order by Chairman. The Vice Chairman called the meeting to order. 2. Roll call of members. The following members were present: Devin Graham, Steven Joffrion, Branden Bennett and Edward Krass III Absent: Willie Robinson and Brad Walker 3. Public Comment Period No one from the public spoke during public comment period. 4. Acceptance of the Minutes of the May 24, 2016 meeting. Commission Action: Mr. Steven Joffrion, seconded by Mr. Edward Krass III, made a motion to accept the Minutes of the May 24, 2016 meeting. A Yea and Nay vote was called and resulted as follows: Yeas: Branden Bennett, Edward Krass III and Steven Joffrion Nays: None Abstained: None Absent: Willie Robinson The Vice Chairman did not vote. 3 Yeas, 0 Nays, 2 Absent and the motion carried. 5. Talbot Located on the south side of Perkins Road approximately 2500' west of Airline Highway to request a variance of the Ascension Parish Development Code, Section 17-2073 Site Requirement (E) Purpose and Intent: Lot and Lot Frontage Ms. Margaret Talbot, property owner, presented the variance request to created a lot within ninety feet of frontage (PC 3589), but the 90 feet was not recorded in the sale. The applicant is requesting to create a lot with forty (40) feet of frontage. The variance being requested is fifty (50) feet. Commission Action: Mr. Edward Krass III, seconded by Mr. Branden Bennett, made a motion to accept the variance request to reduce the minimum lot frontage (feet) in a Medium Intensity Residential (RM) district. The variance granted is fifty (50) feet.

Gautreau, Jr Located on the north side of Clearwater Avenue approximately 40' east of East Lakefront Drive to request a variance of the Ascension Parish Development Code, Section 17-2073 Site Requirement (F) Purpose and Intent: Setback and Yard Requirements Mr. Ruckle Gautreau, property owner, presented the variance request to construct an outdoor kitchen 10 feet from the rear property line. There is existing 15 feet servitude along the rear property line. The Board of Adjustments can t grant variances to encroach into a servitude. The applicant has been advised and is requesting a variance of a 15' from rear property line. The variance being requested is ten (10) feet. Commission Action: Mr. Steven Joffrion, seconded by Mrs. Edward Krass III, made a motion to accept the variance request to reduce the minimum rear setback (feet) from property line. The variance granted is five (5) feet. Mr. James Moore, applicant, presented the variance request to reduce the minimum rear and front setback (feet) from property line on Lots 71-74. The applicant is requesting to place four (4) mobile homes (16'x72') on four (4) existing lots (50'x80') three (3) feet from the front property line and five (5) feet from the rear property line. The variance being requested are twenty-two (22) feet from the front and fifteen (15) feet from rear property lines for each lot. Commission Action: Mr. Steven Joffrion, seconded by Mr. Branden Bennett, made a motion to accept the variance request to reduce the minimum rear and front setback (feet) from property line on Lots 71-74. The variances granted are twenty-two (22) feet from the front and fifteen (15) feet from rear property lines for each lot. The mother-in-law suite has a separate entrance, kitchen and its own electrical meter. The mother-in-law suite is considered a secondary family residence. The applicant is currently renting the mother-in-law suite. The person (s) residing in the mother-in-law suite is not an immediate family member. Mr. James Russo, adjacent property owner, spoke against the variance request during public comment period. Commission Action: Mr. Branden Bennett, seconded by Mr. Edward Krass III, made a motion to deny the variance request to allow a secondary family residence that is not considered an immediate family member. A Yea and Nay vote was called and resulted as follows: Yeas: Branden Bennett, Edward Krass III and Steven Joffrion Nays: None Abstained: None Absent: Willie Robinson and Brad Walker The Vice Chairman did not vote. 3 Yeas, 0 Nays, 2 Absent and the motion carried. 7. Zoning District: Medium Intensity Residential (RM) 4. Requested Variances: To reduce the minimum rear and front setback (feet) from property line. The minimum front setback is twenty-five (25) feet and the minimum rear setback is twenty (20 feet). Location: Located on the east side of LA Highway 308 South approximately 1400' south of Cotton Drive (Tract 6) 2. Land Use Category: Single Family 3. Zoning District: Rural (R) 4. Requested Variances: To allow a secondary family dwelling that is not considered an immediate family member. The applicant constructed a mother-in-law suite to his home in 2006 for his child to reside. The mother-in-law suite has a separate entrance, kitchen and its own electrical meter. The mother-in-law suite is considered a secondary family residence. The LDC states: Section 17-2041 Secondary Family Residence Secondary single family residences may be located on a single lot for immediate family members of the owners. Immediate family members shall include the children, grandchildren, parents, and grandparents of the owner. Such secondary occupancy shall not, however, exceed any density contemplated in a land use district, with the exception of conservation districts where the density requirement shall be one secondary single family residence per one-half acre. This relaxed density requirement in conservation districts shall only be allowed for secondary single family residences as authorized by this provision.
