October 9, 2003 TO: FROM: APPLICANT: BY: SUBJECT: The County Board of Arlington, Virginia Ron Carlee, County Manager Hollywood Entertainment, d.b.a. Hollywood Video Nan E. Terpak Walsh, Colucci, Lubeley, Emrich & Terpak, P.C. 2200 Clarendon Boulevard, 13th floor Arlington, Virginia 22201 U-2845-95-1 USE PERMIT AMENDMENT for Hollywood Entertainment DBA Hollywood Video, Lew Kornberg, Agent, amend comprehensive sign plan on premises known as 3233 Columbia Pike. (RPC #25-012-001) RECOMMENDATION: Approve, subject to the conditions of this staff report. ISSUE: SUMMARY: None. The applicant is requesting to install two parallel bands of red and blue illuminated tubing that would represent the mountain range. This proposal is in place of the previously approved painted on blue mountain range and in addition to the Hollywood Video channel letters. The proposal is a reduction in signage and conforms to the existing comprehensive sign plan for the shopping center. Therefore, it is recommended that this application be approved. BACKGROUND: In July 1995, a comprehensive sign plan for the Westmont Shopping Center was approved for a project identification sign, a retail tenant pylon sign and increased signage for Boston Market. Boston Market was approved for 542 square feet of signage, of which 409 square feet was approved as an awning around the front of their leased space. In 1997, Papa John s Pizza requested and was approved for additional signage for an illuminated awning. The awning was approved with 183 square feet. Currently, there are nine (9) additional tenants occupying space in the shopping center with a total of 304 square feet of letter signs (this does not include the sign approval for Hollywood Video). STAFF: Rebecca Torma, DCPHD, Planning Division Reviewed by the County Attorney s Office: County Board Meeting October 18, 2003

U-2845-95-1-2- In July 2003, the County Board approved two channel letter signs for Hollywood Video with a total of 112 square feet and a jagged edge that would represent a mountain range facing South Glebe Road and Columbia Pike. The jagged edge run the length of two of the sides of the storefront. After the approval, the applicant requested through the administrative change process to modify the Hollywood Video letters from a combination of red and white to all red. The Zoning Administrator approved this minor modification because the red letters would be more consistent with the other tenants signs in the shopping center. The following provides additional information about the site and location: Site: The site includes the 11-store Westmont Shopping Center, which is located at the northeast corner of the intersection of South Glebe Road and Columbia Pike. The shopping center has approximately 30,300 square feet of retail space. The lot is accessible from both South Glebe Road and Columbia Pike. The shopping center includes Boston Market, Mattress Discounters, Papa John s Pizza, Hollywood Video and seven other businesses. Zoning: C-2 Service Commercial - Community Business Districts Land Use: Designated Service Commercial (Personal business services up to four stories with a maximum of 1.5 FAR.) Neighborhood: Arlington Heights Civic Association DISCUSSION: The retail space that Hollywood Video is leasing has a total of 177 linear feet on South Glebe Road and Columbia Pike. Based on current Zoning Ordinance regulations, as a matter of right, they would be allowed 124 square feet of sign area on South Glebe Road based on the one square foot of sign area per one linear foot of building wall length. Only one linear frontage can be used to determine sign area. In addition, because the business is in a shopping center, they would be allowed 60 square feet of sign area facing Columbia Pike and another 30 square feet of signage on the side of the building facing the interior of the shopping center. In July 2003, Hollywood Video was approved for two channel letter signs with a total of 112 square feet. This 112 square feet only represented the sign area for the letter and not the painted blue jagged edge which that resembles a mountain range. The applicant has decided to change the design of the mountains from being painted on the building to illuminated tubing. The applicant is requesting in this application to replace the jagged edge with two (2) parallel bands of red and blue illuminated tubing that will simulate the outline of mountains, which are a part of the Hollywood Video logo. The applicant s request would reduce the amount of signage from the prior approval. The illuminated tubing runs only the length of the wording in the sign. The previous

U-2845-95-1-3- approval of the painted on jagged edge ran the entire length of the two sides of their store frontage. Therefore, staff supports the request for bands of illuminated tubing. Civic Associations: Staff notified Arlington Heights, Alcova Heights and Douglas Park Civic Associations. The Douglas Park Civic Association supports the applicant s request for an amendment to the comprehensive sign plan for Hollywood Video. The Arlington Heights Civic Association reported that they would not have any issues with this sign. At the writing of this report, staff has not received any formal response from the other civic associations. Public/Private Partnership: Staff notified the Columbia Pike Revitalization Organization and they had no objection to the approval of this application. CONCLUSION: The proposal will keep the 112 square feet of Hollywood Video channel letter signs and would replace the painted jagged edge mountains (which were not included in the square footage calculations of the previous application) with two parallel bands of red and blue tubing, resulting in a net reduction of the total sign area. Staff considers that the proposed neon tubing provides a more cohesive and attractive design element that adds interest to the neighborhood at night. Therefore, it is recommended that this amendment to the comprehensive site plan be approved subject to the following conditions: 4. The applicant agrees that the total sign area including lettering and tubing facing South Glebe Road shall be limited to 75 210 square feet and the total sign area including lettering and tubing facing Columbia Pike is limited to 60 168 square feet. The channel style letters facing South Glebe Road would be limiting the Hollywood portion of the sign is limited to three (3) foot high letters and the Video portion of the sign is limited to two (2) foot high letters. The applicant also agrees that the channel style letters facing Columbia Pike would be limiting the Hollywood portion of the sign is limited to two (2) foot high letters and the Video portion of the sign is limited to 18-inch letters. 5. The applicant agrees that the mountains and stripe shall be as shown in the revised drawings dated July 7, 2003 and presented to the County Board on July 19, 2003 two parallel bands of red and blue illuminated tubing shall be as shown on the drawings (Option #7) dated August 21, 2003 and presented to the County Board on October 18, 2003. 6. The applicant agrees to provide and maintain ample display windows that will create a visual appearance that is related to movies.

Approved a use permit amendment (U-2845-95-1) to the comprehensive sign plan for Papa John s Pizza at 3233-A Columbia Pike. Approved a use permit amendment to the comprehensive sign plan for Hollywood Video to permit two channel style letters of Hollywood Video and a mountain range that is represented by a painted jagged edge facing Columbia Pike and South Glebe Road.
