Motion was unanimously approved by a roll call vote 2. RESIDENTIAL TRAFFIC CALMING POLICY PWD Phillips stated that recently the City Commission received requests for traffic calming procedures in residential areas. These requests were due to the perception of excessive speeds and excessive traffic. Staff recommended the development of a traffic calming policy. The draft of a Residential Traffic Calming Policy provided for: Policy specific to neighborhood roads and streets; Means of funding traffic calming measures; Types of traffic calming measures; and Standard procedure for implementing traffic calming measures. PWD Phillips stated he was requesting direction from the Commission to finalize the policy. Commissioner Smith stated he had complaints in the past. PWD Phillips stated when you use speed trailer his experience was the neighbors start to complain and people go around them. Mayor Dobkowski stated to put this back on the January agenda for comments. 3. Lift Station #4 Bids PWD Phillips stated that LS #4 was one of the oldest lift stations in the City s system. It was converted from above ground pumps to submersible pumps, but there were many issues with the station. The city received the following Bids to relocate and upgrade the lift station: Danus Utilities Base Bid $210,256.00 alternate bid $260,132.00 RTD Construction Base Bid $212,562.00 alternate bid $224,00 US Water Services Base Bid $174,015.00 alternate bid $188,97

12/18/2018 Commission Meeting Page 2 4 PWD Phillips stated the City budgeted $80,000 so his recommendation was to reject all of the bids and to rebid in the future. Motion made by Commissioner Smith to approve rejecting all the bids; Seconded by Ernst Commissioner. Motion was unanimously approved by roll vote 4. UNSCHEDULED AUDIENCE/ COMMENTS: N/A 5. OTHER CITY BUSINESS/DEPARTMENT UPDATES a)finance: October/November 2018 Financial Report FD Strausbaugh stated the City sees an influx of money in January and February. They were finishing the Audit and then they would work on the CAFR. There would be BA Amendments in January. b) PUBLIC WORKS: Median Landscaping: PWD Phillips stated the City had to put out a total of $37,000 in order to get the $150,000 Landscaping Grant. Part of the $37,000 would be to hire a Certified Civil Engineering Inspector. Mayor Dobkowski stated to put this back on the January agenda for additional comments. POLICE DEPARTMENT: Chief Holland gave a review of the Shop With A Cop Event. IT DEPARTMENT: IT Director Towne discussed the email upgrade. LEGAL: Attorney Landt stated he was working on the draft of the Nonconforming Use Ordinance. 6. COMMISSION UPDATES: Commissioner Ernst: wished everyone a Merry Christmas and Happy New Year. Commissioner Livsey: discussed the Scholarship Fund. Commissioner Smith: stated he participated in the Shop With A Cop event and everyone did a great job. Commissioner Goldman: Absent. Mayor Dobkowski: reviewed the Mayor s appointments: Commissioner Ernst switched the Safety Committee for the Site Plan. Commissioner Smith stated then he would do the Safety Committee. 5 CITY OF BELLEVIEW PARTICIPATION/DISCUSSION TOPIC FORUM DATE OF MEETING: January 15, 2019 EXPLANATION OF AGENDA ITEM: Small Scale Comprehensive Plan Amendment - Future Land Use and Map Change Application # SSC18-0003 PRESENTING PARTY: Shawna Chancey Development Services Director BACKGROUND/EXPLANATION: Parcel # 36872-000-00 was annexed into the City in October 2018 as a result of a purchase. The CPA will officially change the Future Land Use and Zoning from a County designation to a City designation as detailed in the attached Staff Report. Changes are as follows: o FLU from Commercial (County) to Commercial (City) o Zoning from B4 (County) to B4 (City) The Planning & Zoning Board has reviewed on 1/8/19 and recommended approval. WHEREAS, Section 166.021, Florida Statutes, empowers the City Commission of the City of Belleview, Florida, hereinafter referred to as the City Commission, to prepare, adopt and implement and amend a Comprehensive Plan; and WHEREAS, Sections 163.3161 through 163.3215, Florida Statutes, the Local Government Comprehensive Planning and Land Development Regulation Act, empowers and requires the City Commission to prepare, adopt and implement and amend a Comprehensive Plan; and WHEREAS, application, SSC 18-0003, City of Belleview for amendment, as described below, to the Future Land Use Map of the City of Belleview Comprehensive Plan, hereinafter referred to as the City's Comprehensive Plan; and application LS18-0005, City of Belleview for amendment to the City of Belleview Official Zoning Districts Map have been filed with the City; and WHEREAS, the Planning and Zoning Board of the City of Belleview has been designated as the Local Planning Agency; and WHEREAS, the Planning and Zoning Board of the City of Belleview serving as the Local Planning Agency did on January 8, 2019 hold the required public hearing, with public notice having been provided, on said application for an amendment, as described below, to the Future Land Use Map of the City's Comprehensive Plan and the Official Zoning Districts Map at said public hearing, the Planning and Zoning Board, serving also as the Local Planning Agency,

7 reviewed and considered all comments received during said public hearing and reviewed and considered the staff Comprehensive Plan Amendment Report concerning said application for an amendment, as described below, to the Future Land Use Map of the City's Comprehensive Plan and the Official Zoning Districts Map recommended to the City Commission approval of said application for amendments, as described below; and WHEREAS, the City Commission did on January 15, 2019 hold the required public hearing for first reading of the ordinance, with public notice having been provided, under the provisions of the regular amendment procedures established in Sections 163.3161 through 163.3215, Florida Statutes, on said applications for amendments, as described below, to the Future Land Use Map of the City's Comprehensive Plan and the Official Zoning Districts Map at said public hearing, the City Commission reviewed and considered all comments received during the public hearing, including the recommendation of the Planning and Zoning Board, serving also as the Local Planning Agency, and the staff Comprehensive Plan Amendment Report, as described below, to the Future Land Use Map of the City's Comprehensive Plan and the Official Zoning Districts Map; and WHEREAS, the City Commission has determined and found said application for amendments, as described below, to the Future Land Use Map of the City s Comprehensive Plan and Zoning Districts Map to be compatible with the Future Land Use Element objectives and policies, and those of other affected elements of the City s Comprehensive Plan; and WHEREAS, the City Commission has determined that the proposed amendment is in compliance with the City s Comprehensive Plan and is the closest to the County designation at the time of annexation; and WHEREAS, the City Commission has determined and found that approval of said application for amendments, as described below, to the Future Land Use Map of the City s Comprehensive Plan and the Official Zoning Districts Map would promote the public health, safety, morals, order, comfort, convenience, appearance, prosperity or general welfare. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF BELLEVIEW, FLORIDA, AS FOLLOWS: Section 1. If any provision or portion of this Ordinance is declared by any court of competent jurisdiction to be void, unconstitutional or unenforceable, then all remaining provisions and portions of this Ordinance shall remain in full force and effect. Section 3. Conflicts Repealed. All ordinances or parts of ordinances in conflict with this Ordinance shall be repealed to the extent of such conflict. If any portion of this Ordinance is found to be invalid, then only that portion of this Ordinance shall be stricken. Section 4. Effective Date. 63 CITY OF BELLEVIEW PARTICIPATION/DISCUSSION TOPIC FORUM DATE OF MEETING January 15, 2019 EXPLANATION OF AGENDA ITEM PRESENTING PARTY FDOT Projects: Introductory Comments City Administrator BACKGROUND/EXPLANATION As requested, PWD Phillips has been working with FDOT on both the Median Landscaping Project as well as the proposed agreement for the City to maintain the State ROW s. Both projects will help in beautifying the entrances and major thoroughfare through Belleview. In making a decision, the long term costs of the projects must be taken into consideration. The Median Grant will pay for the landscaping of the entrances to Belleview as well as the first year s maintenance of the areas. Should the commission choose to approve this grant, the City will have to hire a Certified Civil Engineer to administer the construction of the project at an estimated cost of $25,000 (unbudgeted at this time) and an annual operations / maintenance cost of approximately $22,000. The ROW maintenance agreement will provide the city with a small annual offset, with the city providing the manpower and equipment to maintain all the state ROW s within the City limits. However the initial capital costs for equipment are expected to be approximately $50,000 with an annual operational and maintenance cost of just under $75,000. The JPA required the City to be responsible for the design, bidding, contract administration and maintenance of the project. Kimley Horn & Associates, Inc. (KHA) proposal for the design of the project for at a cost of $10,85. The JPA requires the City to hire a Certified Civil Engineering Inspector (CCEI) to administer the construction of the project. This cannot be done by the City or KHA. The cost of the CCEI (FDOTs CCEI) for the 60 day construction time frame is estimated to be approximately $25,000. This would bring the City s out of pocket cost for the project, through construction, to $35,850.
