Brief Summary of the Regular Meeting /Budget Workshop Plainview I.S.D. Board of Trustees September 20, 2018 The Plainview ISD Board of Trustees met in their regular meeting on September 20, 2018 at the Education Complex Board Room, 2411 Yonkers, Plainview, TX 79072. Call to Order The meeting was called to order by Board Sylvia De La Garza at 6:23 p.m. Quorum Determination Trustees in attendance were Amber Bass, Sylvia De La Garza, Cheryl Dickerson, Tyler James, Sofia Rivera and JoAnn Rey Invocation and Pledge of Allegiance to the Flags Invocation was offered by Sofia Rivera. Amber Bass led the pledge to the flags of the United States of America and the State of Texas. Citizen Comments Hale County Literacy Council Richard Porter, new executive director. (look at recordings) Recognitions Recognition of Outstanding Achievement Maintenance Crew helping with new offices, presented by Dr. Rick Garcia Presentations / Reports None Business Items 1. Consideration and Approval under Texas Tax Code Section 34.05 (I) for Sale of Property and release in the city of Plainview as listed below. Parcel (R25550) Parcel (R10530) Hale County received offers of purchase for land that was struck off the tax rolls. All taxing entities agreed to the sale of the attached properties. Proceeds (a total of $3,400.00) will be divided among the taxing entities based on values stated. The HCAD will list the land on the tax rolls and the new owner will be responsible for taxes assessed beginning with the date of ownership. 1
Properties revenues include: Parcel {R25550} for $2,400.00 Parcel {R10530} for $1,000.00 Motion to approve the Sale of Property and release in the City of Plainview as allowed under Texas Tax Code Section 34.05 (i) was made by Cheryl Dickerson seconded by Amber Bass and unanimously carried 6-0. 2. Consideration of a resolution for Credit by Examination Audit Process. The State Board of Education (SBOE) recently approved revised rules on credit by examination (CBE) that include a new requirements for districts and assessment providers to audit their CBE assessments. The district board of trustees must approve the audit process for CBE assessments used for kindergarten through grade 5 acceleration and for all district-developed assessments. Plainview ISD primarily uses exams developed by Texas Tech, one of two universities in the state authorized to develop these exams. District-level administrative staff in the Teaching & Learning department coordinate the requests and administer the exams. Motion to approve the resolution for Credit by Examination Audit Process was made by Amber Bass seconded by JoAnn Rey and unanimously carried 6-0 3. Consideration and approval by resolution to sell properties, Business Office, 300 W 11th St., and Central Administration, 912 Portland St. Texas Education Code: Section 11.154 states, SALE OF PROPERTY OTHER THAN MINERALS. (a) The board of trustees of an independent school district may, by resolution, authorize the sale of any property, other than minerals, held in trust for public school purposes. (b) The president of the board of trustees shall execute a deed to the purchaser of the property reciting the resolution of the board of trustees authorizing the sale, (c) A school district may employ, retain, contract with, or compensate a licensed real estate broker or salesperson for assistance in the acquisition or sale of a real property.. The administration recommends that the Superintendent or his designee to act on behalf of the Board of Trustees for administrative purposes to sale two properties with a real estate broker. Motion to approve the selling of the Business Office and Central Administration was made by Cheryl Dickersons seconded by Tyler James and unanimously carried 6-0 4. Consider approval under Texas Tax code section 34.05(I) for sale of Property and release in the city of Plainview as listed. 1114 Itasca - $111,200.00 This item was previously approved on July 19, 2018 baord meeting, buy buyer backed out of purchase and property has new big offer and buyer. Consideration of approval of Resolution for Texas A & M Agri-Life Extension Office request for Adjunct faculty request with Plainview ISD. Motion to approve the Business Items on the Consensus Agenda was made by Amber Bass seconded by Tyler James and unanimously carried 6-0 Other Items Tax Report Report of Payment of Bills August Upcoming Meetings Thursday, October 18, 2018; Regular Board Meeting, Board Room, 6:00 p.m. CLOSED SESSION Trustees went into closed session at p.m. as permitted by the Texas Government Code Section 551.001 et.seq.
