ORDINANCE NO. 185805 An ordinance amending Section 12.04 of the Los Angeles Municipal Code by amending the zoning map. THE PEOPLE OF THE CITY OF LOS ANGELES DO ORDAIN AS FOLLOWS: Section 1. Section 12.04 of the Los Angles Municipal Code is hereby amended by changing the zone classifications of properties shown upon a portion of the Zoning Map incorporated therein and made a part of Article 2, Chapter 1 of the LAMC, so that such portion of the Zoning Map shall conform to the zoning on the map attached hereto and incorporated herein by this reference.

CPC-2018-2005-ZC Q-1 [Q] QUALIFIED CONDITIONS OF APPROVAL As modified by the Planning and Land Use Management Committee on September 18, 2018 Pursuant to Section 12.32-G of the Municipal Code, the following limitations are hereby imposed upon the use of the subject property, subject to the "Q Qualified classification. 1. Use. Authorized herein is the construction of age-restricted dwelling units at a density consistent with the RAS4 Zone. 2. Commercial Floor Area. A maximum 1,221 square feet may be used for ground floor commercial retail. 3. Height. The maximum building height shall be limited to 58 feet. 4. Setbacks. Front, side, and rear yard setbacks shall be consistent with LAMC Section 12.11.5 (the RAS4 Zone). 5. Age-Restricted Units. All units shall remain restricted to people aged at least 62 years of age, with the exception of one manager s unit, which will remain unrestricted. 6. Affordable Units. A minimum of five (5) percent of the dwelling units shall be reserved for Low Income Households. 7. Open Space. A minimum of 10 square feet of indoor and a minimum of 50 square feet of outdoor open space shall be required per dwelling unit. The outdoor open space calculation shall not include required yard setbacks. 8. Solar-ready Buildings. Los Angeles Municipal Green Building Code, Section 99.05.211, shall be complied with to the satisfaction of the Department of Building and Safety. 9. Landscaping. All landscaping shall be drought tolerant and shall comply with LAMC Sections 12.40 and 12.41. 10. Trash/recycling. a. Trash receptacles shall be stored on-site and shall not be visible from the public right-of-way. b. Trash and recycling containers shall not be placed in or block access to required parking. 11. Floor Area. All uses on site shall be limited to a maximum Floor Area Ratio (FAR) of 3:1. 12. Parking. A minimum of the following shall be provided: a. Age-restricted units shall provide one (1) parking space per dwelling unit. b. b. Non age-restricted units shall comply with the L.A.M.C. Section 12.21 or follow the Density Bonus regulations if applicable. c. Commercial parking shall be provided at two (2) spaces per 1,000 square feet of commercial space. d. Electronic vehicle-ready conduits shall be installed for a minimum of 20 percent of all vehicle parking spaces.
CPC-2018-2005-ZC Q-1 13. Bicycle Parking. Bicycle parking shall be provided consistent with L.A.M.C. Section 12.21 A.16. 14. Mechanical Equipment. All exterior mechanical equipment, including HVAC equipment, satellite dishes, cellular antennas and air conditioners, shall not be visible from public rights-of-way or adjacent residences or placed in window or door openings, nor shall they be located along any public rights-of-way. 15. Greywater. The project shall be constructed with an operable recycled water pipe system for onsite greywater use, to be served from onsite non-potable water sources such as shower, washbasins, or laundry and to be used as untreated subsurface irrigation for vegetation or for cooling equipment. The system specifics shall be required as determined feasible by DWP in consultation with DCP. 16. Solar Electric Generator. Generators used during the construction process shall be electric or solar powered. Solar generators and electric generator equipment shall be located as far away from sensitive uses as feasible.
Sec.. The City Clerk shall certify to the passage of this ordinance and have it published in accordance with Council policy, either in a daily newspaper circulated in the City of Los Angeles or by posting for ten days in three public places in the City of Los Angeles: one copy on the bulletin board located at the Main Street entrance to the Los Angeles City Hall; one copy on the bulletin board located at the Main Street entrance to the Los Angeles City Hall East; and one copy on the bulletin board located at the Temple Street entrance to the Los Angeles County Hall of Records. Pursuant to Section 559 of the City Charter, I DISAPPROVE this ordinance on behalf of the City Planning Commission and recommend that it NOT BE ADOPTED.
