MEMO TO: ALL BIDDERS FROM: Eastern Shore of Virginia Broadband Authority Robert Bridgham, Executive Director DATE: SUBJECT: IFB #2019-001 This listing of addendum items is distributed to all bidding contractors and is to be included as part of the ESVBA FOC Network Expansion bid documents. Please certify on your Bid Form that you have received Addendum #1. Response to Queries 1. Question: What is the build schedule? Answer: The anticipated build schedule is 12-18 months, depending on mobilization capabilities. 2. Question: Will the Engineering designs be released in sections or as a complete package? Answer: It will be released in sections so the contractor can work on one section as the subsequent section is being engineered 3. Question: How will this connect to the existing network? Answer: The ESVBA has an existing footprint/backbone and this construction is to expand the existing network further and provide more coverage. 4. Question: Where are the hubs for the network? Answer: The ESVBA already has six hub points that our network already is built to. This construction will connect to the existing fiber network and stretch the reach. Answer: We would anticipate a Mid-May start date. 6. Question: When will the contract be awarded? Answer: It will be awarded close to the Bid Opening. 7. Question: How will the bid be evaluated? Answer: We will be using sample data and passing that against each bidder of each section. 8. Question: What type of design will be used for the network Answer: We will be us loose buffer tube fiber with slack loops and splice cases. We may use pre-terminated fiber on Tangier Island. 9. Question: Are pole permits required? Answer: If permits are required, they are the responsibility of the Engineering firm. 10. Question: ONT Pricing Is it up the contractor to schedule with the customer as well as install? Answer: The customer prem pricing item 6008 Mount ONT inside house requires the contractor to coordinate with customer to get access for the install. We do not run any inside wire past the ONT. 11. Question: Do you have a set number of drops planned? Answer: We anticipate increasing to 100 drops/installs per month. Our current rate is approximately 30/month. Total number of drops to be approximately 5,000. 12. Question: Estimated number of homes to be passed? Answer: We have approximated 10,000-12,000 homes, with a 30% take rate. 13. Question: Are there river or railroad crossings?

Answer: The backbone runs along the length of the railroad. The ESVBA will take care of any permits to connect into our existing backbone but contractors will be required to build from existing hand holds to the endpoints. There maybe aerial or bridge crossings that are required over waterways. 14. Question: What are the logistics to build on Tangier Island? Answer: There is a barge company out of Crisfield, MD to haul large equipment to the island including reels and bucket trucks. The contractor will be required to provide its own transportation and lodging to work on Tangier. There are ~2 miles of roads, with approximately 350 homes to be built. 15. Question: Is it only residential or is there some commercial connections? Answer: Mostly residential, but some businesses will be on the fiber routes. ESVBA will do most of the commercial installs. 16. Question: Which area of the shore will the engineering begin? Answer: They will start in the Exmore area. 17. Question: Will ESVBA be supplying inspections? Answer: ESVBA and its engineering contractor will conduct inspections, spot checks, etc. 18. Question: The line items in Appendix B regarding fusion splicing 1-24, 25-95, etc. will the contractor be able to also charge items in the 4000&5000 series for items such as bucket trucks, laborers. Answer: The splicing line item is to include all overhead for regular operations. This includes tooling, splicer, bucket truck, splicing environment (van/tent/trailer). Items in the 4000&5000 series are for any work outside of normal splicing such as cutover work where we would require additional mobilization. 19. Question: In Section 21.15.2, will the ESVBA request copies of the calibration of equipment more than once? Answer: The ESVBA reserves the right to ask for the calibration of splicing equipment during the course of the project however, we would not ask for any such records more than once during the engagement unless the contractor changes equipment during the engagement. 20. Question: Is a bidirectional light meter test reasonable for testing?

Answer: An optical power meter test with light source is reasonable for testing where the testing would pass through a PON splitter. Any non-splitter testing will need to comply with section 21.16 of the IFB 21. Question: Does the fiber terminate into the hubs/huts or off of existing fiber routes? Answer: The new cables will be spliced onto the existing infrastructure in splice enclosures.. 22. Question: What type of signals will be across this. Answer: This network will be for distribution and aggregation. It is predominately to be used as a GPON network and not imminently being used for DWDM PON or any WDM services but it will likely be used by some WDM technology as bandwidth demands increase. 23. Question: What format is required for results to be provided to the ESVBA. Answer: The ESVBA can accept fiber traces in the NetTest.trc format as well as will accept Adobe.pdf format. 24. Question: This bid shows a bid bond and a performance bond, do you require both. Answer: Yes, the ESVBA requires a bid bond at the time of opening of the bid for each bidder. The ESVBA will expect the successful bidder to also carry a performance bond until the engagement is complete. The performance bond is for the project and not per each task. If a bidder is awarded more than one of the four sections of the bid, the bidder will only be required to carry one performance bond for the total project.
