Warehousing and shipping are permitted uses and self-storage is a conditional use in the I-G district, and all are conditional uses in the Eastern Lincoln Development District (ELDD). If the rezoning request is approved, the use of the property would be subject to the approved plan and any conditions mutually approved by the county and the applicant. SITE AREA AND DESCRIPTION The property is located at 301 N. NC 16 Hwy., on the west side of N.C. 16 Business about 2,000 feet north of N.C. 73. It is adjoined by property zoned B-G (General Business) and B-N. Land uses in this area include business and residential. This property is located in an area designated by the Lincoln County Land Use Plan as regional business.

ADDITIONAL INFORMATION Permitted uses Under current zoning: retail sales, offices, services, etc. Under requested zoning: storage, picking, packing and shipping center, self-storage and related services. Adjoining zoning and uses East (opposite side of N.C. 16 Business): zoned B-N, multi-tenant commercial complex. South: zoned B-G, medical office building. West: Zoned B-G, undeveloped property. Outside storage: We wish to store RVs, boats, trailers, etc., in the two side lots. Inside storage: We are seeking to be a climate-controlled, self- storage facility. We would like this to be a climate-controlled storage facility consisting of units to store things in, not necessarily limited to household goods but also to store merchandise for those business waiting to be mailed or taken to off-site stores, or displays waiting to be shipped to a trade show or markets, etc. It might be considered a holding facility to some degree. We wish to be a facility which companies can have merchandise shipped to and either come pick up themselves or have us deliver them to their business or residence or ship smaller orders to their customers. There are a lot of neighborhoods that a tractor-and-trailer or other delivery vehicles are not permitted. By having a dock, that makes this an ideal drop-off for a lot of different items. We would like to be a Retail Shipping Center that customers could send their orders to us to package and ship for them. This is becoming a new market. Unlike the UPS store, we would do the packing and shipping for people or companies. We wish to be able to utilize our dock for whatever. We are the only facility in the area that has a dock for receiving or shipping freight. We received and shipped freight during the time our business was open. This would attract very little traffic and would be a very low-key operation. We shipped FedEx at one point in our business. It is our goal to be a good neighbor. While big box stores try to be everything to all people, they come up short. I feel we could fill a market that is not available in the Denver Area. The area has changed considerable and a lot of people work from offices in their home but do not have the storage capacity for the business they are in. They may be a manufacture rep. It might be samples, it might be brochures, or any number of things related to their work. I feel this would be a market that could be utilized by those people. We also have a shop and a shed that we would like to utilize to meet whatever storage needs may arise.

The use will not substantially injure the value of adjoining or abutting property unless the use is a public necessity. This property is surrounded by property zoned business. Outdoor display and storage was part of the previous retail business on this property. 4. The location and character of use, if developed according to the plan as submitted and approved, will be in harmony with the area in which it is to be located and will be in general conformity with the Land Use Plan for the area in question. This is an existing business property in an existing business area that is designated by the Land Use Plan as regional business.
