For all Commercial or Industrial construction including additions and alterations the permit fee shall be $70.00 minimum or $1.00/$100.00 of value up to $1,000.00, plus $7.00/$1,000.00 of value thereafter. There shall also be a fee of $4.00 state fee charged for every building permit issued. Special Conditions: Building is voided or expires and new application $50 Building permit is issued and the building is never commenced only 50% will be refunded. Building is commenced and not completed within two years a new fee shall be charged based on the Building Official s estimate of % of work to be completed. If a building permit is issued and substantial changes are made which required the review of revised drawings or plat plans a new fee shall be charged based on the percentage of the square foot floor area or estimated construction value involved in the change.

Change in Watercourse, Drain, Ditch or Stream Permit: When the watershed to the lowest point of the proposed work does not require a Pennsylvania Department of Environmental Control Permit, the fee shall be in accordance with the Township Engineer's fee schedule [a copy of which is on file in the Township Office], plus fifty five dollars ($55.00). When the watershed to the lowest point of the proposed work requires a Pennsylvania Department of Environmental Control Permit, the fee shall be one hundred and five dollars ($105.00). Demolition or Removal Permit. $60.00 Fence or Wall Permit $30.00 to erect a fence or non-gravity wall. $30.00 plus the grading permit fee to erect a gravity wall. This fee shall apply in all commercial, industrial and multi-family districts; and in single-family districts only when the gravity wall is within five (5) feet of the property line. Subdivision and Land Development Ordinance Fees Preliminary Plat Fees A minimum fee of three hundred thirty five dollars ($335.00) shall be charged by Peters Township for the acceptance and consideration of applications for preliminary plat review of a single-family subdivision for the first ten (10) lots. An additional fee of sixty dollars ($60.00) per lot shall be charged for each lot over two (2) lots. For a land development, a minimum flat fee of three hundred thirty five dollars ($335.00) shall be charged, and for each acre over five (5) acres, an additional sixty dollars ($60.00) per acre will be charged. An escrow amount to cover payment of fees charged by the Township Engineer for review and reports on the plan at the rate of sixty dollars ($60.00) per acre. Fees shall be paid from this fund to the Township Engineer in accordance with the current rate schedule accepted by Council in January of each year, and the procedures established in Act 247, as amended. In the case of a simple subdivision (a resubdivision, a two (2) lot subdivision, or a subdivision of large acreage tracts) this escrow fee shall be three hundred thirty five dollars ($335.00). Any amount billed which exceeds the escrow, shall be billed to and be paid by the developer. Final Plat Fees 1. At the time of application to the Planning Commission: A. A fee per lot in land subdivision as follows: 1. A minimum fee of three hundred thirty five dollars ($335.00), plus sixty dollars ($60.00) for each lot over two (2) lots. 2. Three hundred thirty dollar ($330.00) engineering review escrow be posted to cover the cost of engineering reviews. Any balance remaining will be refunded or credited toward the three percent (3%) engineering and inspection escrow if the plan involves installation of public improvements. B. A fee per acre in land development as follows: A minimum of two hundred seventy-five dollars (275.00), plus twenty nine dollars ($29.00) for each acre over one acre. 2. At the time of application to the Council of Peters Township: A. A performance completion bond in the amount of one hundred ten percent (110%) of the estimated cost of all improvements approved on the plat including, where specified, grading, street improvements, curbs, sidewalks, storm water drains and lines, access to open space, erosion and sedimentation control measures, storm water management measures, and any other specifications on the approved plat, contained in the Subdivision Improvement Agreement, or called for on the construction drawing approved by the Township Engineer. The cost estimate shall be arrived at as prescribed in the Subdivision and Land Development Ordinance [Chapter 22] and by Act 247, as amended and by the Grading Schedule contained in Section 371.

B. An escrow shall be charged by Peters Township to cover the following: (1.) Four hundred fifty dollars ($450.00) per monument on the approved plat. Such escrow to be refunded upon the certification of the Township Engineer that the monuments have been placed. (2.) One hundred forty ($140.00) for the delivery of four (4) prints of the recorded plan where there are no new streets. Two hundred twenty ($220.00) for the delivery of six (6) prints of the recorded plan certified by Recorder of Deeds of Washington County and the Subdivision Development Agreement, if there is one. (3.) An amount equal to 3% of the total construction cost of all improvements, which shall cover the cost of engineering reviews and inspections by the Township Engineer or his representatives. The minimum initial escrow for any plan involving public improvements will be $6,600.00. Fees shall be paid from this account to the Township Engineer in accordance with the current rate schedule as accepted by Council in January of each year and in accordance with the procedure established in Act 247, as amended. Any balance remaining after all inspections completed shall be refunded and any additional inspection fees shall be paid by the developer prior to acceptance of public improvements. (4.) Two hundred twenty five dollars ($225.00) for the delivery of a digitized version of the recorded plan on an acceptable format to assist the Township in maintaining the Geographic Information System (GIS). C. Fees shall be paid to Peters Township to cover the following: (1.) Three hundred dollars ($300.00) for the preparation of any legal agreements required by the Township. (2.) One hundred seventy dollars ($170.00) per street intersection for the erection of street and traffic signs. (3.) An amount to cover the rental for each fire hydrant for a period of two years from the time of installation of the hydrants at the current rental rate at the time of approval of the plat. (4.) All costs that may be due Allegheny Power for the installation of street lights. (5.) Open space markers shall cost $15.00 each. This does not include installation. D. The developer shall supply to the Township an acceptable format of a digitized version of the recorded plan and as-built drawings of the pavement, storm sewer and/ or storm water management facilities, sanitary sewer, and utility locations; or reimburse the Township for its costs of digitizing the same. E. In the event that an approved final plat is not recorded within the ninety (90) day time limit required by Act 247, and the plan must be resubmitted for reapproval, there will be a new fee levied of $170.00 for each occurrence. Hearings For any hearing deemed necessary by the Council or the Planning Commission not listed elsewhere in this Part 4, a flat fee of Two Hundred seventy-five dollars ($275.00) shall be charged by Peters Township to cover the costs of advertisement and conduct o

the hearing. Any cost exceeding two hundred seventy-five dollars ($275.00) shall be billed to and paid by the Applicant. Modifications If a modification from the Subdivision and Land Development Ordinance is submitted separately from a preliminary or final plan, a fee of $225.00 shall be paid at the time of application. Land Development A minimum of three hundred thirty five dollars ($335.00), plus twenty-eight dollars ($28.00) for each acre over one acre. Other Administrative Fees A fee of fifteen dollars ($15.00) shall be charged for a Municipal No-Lien Letter, Flood Plain Certification Letter, or Zoning Compliance Letter. Tax Certification Letters shall be ten ($10.00) dollars per year. A fee of twenty five dollars ($25.00) shall be charged for the issuance of a Special Permit authorized by the Council of Peters Township. A fee of ten cents ($.25) per photocopy shall be charged for request of copies of public documents.
