AGENDA BRIEFING COMMITTEE: Infrastructure LINE ITEM: 036-2-036-5-514-55105 MEETING DATE: October 11, 2018 AMOUNT: $70,000.00 ISSUE: Resolution for the purchase of public Right of Way for the Kickapoo Edwards safety project. BACKGROUND/DISCUSSION: A portion of Kickapoo Edwards Road (C.H. R40) has experienced a higher than normal amount of accidents in the past several years, including fatalities. Drivers are not negotiating the curves appropriately and are exiting the roadway causing personal injury and property damage to neighboring property. The Highway Department applied for Federal Highway Safety Improvement Program (HSIP) funds to construct wider shoulders and flatter ditch slopes to mitigate the types of accidents that are occurring. The HSIP funds are intended to cover the preliminary engineering, construction, and construction engineering costs of this project. HSIP funds will not cover right of way acquisition or temporary easement costs. The total estimated project construction cost is approximately $900,000. The Highway Department intends to have a bid letting for this project in January of 2019. As per IDOT bidding procedures, all project right of way must be secured no later than November 28 th to allow for the planned January letting. Approximately 25 right of way parcels need to be acquired. This resolution will appropriate $70,000.00 for the purchase of right of way and easements for the Kickapoo Edwards safety project. This will allow the County to negotiate the necessary right of way or temporary easements needed with affected property owners along the project. Negotiations will be based on recent local property sales within the project vicinity. Instructions for BLR 09110 This form shall be used when a Local Public Agency (LPA) wants to construction an improvement using Motor Fuel Tax(MFT) funds. Refer to Chapter 9 of the Bureau of Local Roads and Streets Manual (BLRS Manual) for more detailed information. For signature requirements refer to Chapter 2, Section 3.05(b) of the BLRS Manual. When filling out this form electronically, once a field is initially completed, fields requiring the same information will be auto-populated.
