1. This site, which is accessed from Harvey Dr.., a local street, is proposed for low density residential uses on the sector plan map, consistent with the requested R-1A zoning. 2. The property is located in the City Limits of Knoxville on the Growth Policy Plan and is adjacent to commercial uses to the north and west and residential uses to the south and east, making the site appropriate for this minor zoning change from R-1 to R-1A. 3. The proposed low density residential zoning and development is compatible with the scale and intensity of the surrounding development and zoning pattern. THE PROPOSED AMENDMENT SHALL BE CONSISTENT WITH THE INTENT AND PURPOSE OF THE APPLICABLE ZONING ORDINANCE: 1. R-1A zoning is intended to provide for low to medium population density. The principal uses of land may range from houses to low density multi-dwelling structures or developments. Multi-dwelling, attached development would not be permitted at this location, because the site does front on a collector or arterial classified street. The proposed duplex would be permitted. 2. Based on the above description, R-1A zoning is appropriate for this site. THE PROPOSED AMENDMENT SHALL NOT ADVERSELY AFFECT ANY OTHER PART OF THE COUNTY, NOR SHALL ANY DIRECT OR INDIRECT ADVERSE EFFECTS RESULT FROM SUCH AMENDMENT: 1. The Northwest City Sector Plan proposes low density residential uses for this property, consistent with the proposed R-1A zoning. 2.
