INTRODUCTORY ORDINANCE 1. Ordinance authorizing the City Manager to execute all necessary documents associated with a public sale to convey "Surface Only'' of a 0.8557 acre tract of non-aeronautical use land (approximately 37,274 square feet) being part of Block No. 21 - Subdivision Plat of Laredo Airport located at the Laredo International Airport, together with improvements located thereon and subject to that Lease Agreement between the City of Laredo, as Lessor and Mercy Regional Medical Center, as Lessee, for a portion of Lot No. 2 and being more particularly described by metes and bounds to H. Rentals for the purchase price of $188,000.00. Said tract of land is located at the 100 block of Gust Street. 2. Ordinance authorizing the City Manager to execute all necessary documents associated with a public sale to convey "Surface Only'' of a 0.6754 acre tract of non-aeronautical use land (approximately 29,420 square feet) known as Lot No. 3 and to convey the "Surface Only'' of a 0.5709 acre tract of nonaeronautical use land (approximately 24,868 square feet) known as Lot No. 4, all being part of Block No. 21 - Subdivision Plat of Laredo Airport located at the Laredo International Airport, together with improvements located thereon being more particularly described by metes and bounds to Commerce Bank for the purchase price of $160,500.00 for Lot No. 3 and $151,200 for Lot No. 4 for a total of $311,700.00. Said tracts of land are located on the 100 Block of Gust Street. 1

Ordinance authorizing the City Manager to execute a lease ~mendment to the existing lease agreement approved by Ordinance No. 95-0-295 between the City of Laredo and Texas Migrant Council (CCMS Unit). The amendment reflects an increase in monthly rental from $2,912.04 to $4,352.04. Furthermore, Texas Migrant Council agrees to pay a one time lump sum payment for April, May, and June 1999 in the amount of $19,536.12 and the remaining term at a revised rental of $4,352.04. 4. Ordinance authorizing the City Manager to execute Lease Amendment to the Foreign-Trade Zone Operators Agreement with T.F.S. U.S. Customs Brokers, Inc. dated October 19, 1998 and approved by Ordinance No. 98-0-265. Said amendment increases the Zone Site Operator's activated area from 29,825 square feet to 117,228 square feet of warehouse space within Lot 6a, Block 4, of the Killam Industrial Park, Unit 4. 5. Ordinance authorizing the City Manager to remove (15) fifteen parking meters from both sides of the 1000 block of Flores Street between Victoria and Washington Streets. V. (City Council) 99-0-111 Ordinance authorizing the City Manager to execute a lease agreement with Laredo Independent School District for approximately 9,216 square feet constituting Building No. 1325 located at 4103 Maher Avenue at the Laredo International Airport. a. Lease term is for one year commencing on March 1, 1999 and ending on February 28, 2000 and may be extended for one term of one year ending February 28, 2001. b. Monthly rent shall be $2,145.00 and will be adjusted annually during the extension term of this lease according to changes in the Consumer Price Index. However, it is agreed by the parties that the lease may be terminated by either party on not less than sixty (60) days written notice from the party terminating to the other. (City Council) 2

99-0-112 Ordinance authorizing the City Manager to execute a lease with Alamosa PCS, LLC, a Corporation, for a lease at the La Bota Water Tower located on.9183 acres in Survey 2143, Abel Morgan, Original Grantee, Abstract 591, Laredo, Webb County, Texas to co-locate cellular antennas and related equipment for use in connection with its communications business. 1. Term of the lease is ten (10) years commencing on April~-' 1999 and ending April~~' 2009, with an option for three (3) successive renewal terms of five (5) years. 2. The annual base rent shall be $7,700.00 each year during the term of the lease and will be adjusted on each anniversary of the Commencement Price Index, providing for effective date. (City Council) 99-0-113 Ordinance authorizing the City Manager to execute a lease amendment between the City of Laredo Airport Fund, as Lessor, and the City of Laredo Engineering Department dated October 26, 1998 and approved by Ordinance No. 98-0-274; said Amendment exchanges Lessee's leased area from 1,140 square feet of office space in Building No. S-1 constituting suites nos. 7, 20, 22, and 23 located at 1718 E. Calton Road to 1,055 square feet of office space in Building S-1 located at 1718 E. Calton Road constituting Suites No. 1 and 3. (City Council) 99-0-114 Ordinance establishing a 15% penalty on delinquent tax accounts as of July 1, 1999, to defray costs of collection pursuant to Section 33.07(a) of the Property Tax Code. (City Council) 99-0-115 Ordinance amending the City of Laredo FY1998-99 General Fund, Capital Improvements Fund, and 1998 C.O. Issue Annual Budgets by appropriating revenues and expenditures by drawing down $999,451 from excess opening balance of the General Fund at October 1, 1998, transferring said amount to the above mentioned funds, and authorizing the City Manager to implement said budget. 99-0-116 Ordinance authorizing the City Manager to execute all necessary documents to effectively convey a 0.1638 of an acre (7,135 sq. ft.) tract of land, more or less, as an Easement and Right-of-Way, to Central Power and Light Company, for the installation of certain underground electrical service facilities to serve the Jefferson Street Water Plant in Laredo, Texas. Said 0.1638 of an acre tract of land being situated within the City of Laredo's "Jefferson Street" Water Treatment Plant in Webb County, Texas; and more particularly described by metes and bounds and providing for an effective date. (City Council} VI. RESOLUTIONS 7. 99-R-055 Authorizing the City Manager of the City of Laredo to accept a $4,000 grant from the National Trust for Historic Preservation's Preservation Services Fund to assist with the Stabilization Plan for the Benavides Herrera Home at 802 Grant Street and authorizing the City Manager to execute the necessary documents. 8. 99-R-061 Authorizing the City Manager to submit a grant application to the Governor's Office for funding of personnel and direct operating expenses for a Multi-Agency Narcotics Task Force in the amount of $832,435 with the City designating $423,925 in matching funds for a total of $1,256,360 and authorizing the City Manager to sign any and all documents pertaining to this grant application. 9. 99-R-062 Supporting the enhancement of the Industrial Pretreatment Program of the Utilities Department to comply with the requirements of the Environmental Protection Agency National Pollutant Discharge Elimination System (NPDES). The pretreatment program exists to protect the health and welfare of the wastewater employees; to maintain the integrity of the wastewater collection system and treatment plant; and to prevent certain untreatable pollutants from entering the environment through the operations of the wastewater system. 4

VII. MOTIONS 10. Consideration of award of contract number 99-078 to the MOST RESPONSIBLE PROPOSER, Intercom Communications~ Laredo, Texas, in the amount of $21,877.40, for the installation of a telecommunications network at the Bruni Library building located at 1120 San Bernardo. The contractor will be responsible for the installation of a voice and data communication network which includes all necessary wiring, connecting blocks, and fiber runs for current and future communication needs. The Building Department, a Police Substation and a branch library will be housed at this building. It is anticipated that the work will be completed within six weeks. 11. Consideration to authorize the City Manager to request interest statements from professional firms interest in providing consulting services for the complete installation of the toll system up-grade and electronic toll collection implementation for all four (4) international bridges as specified in "Toll Collection System Up-grade" RFP. Funding is available in our interim loan agreement with Norwest Bank Texas, N.A. 12. Consideration to authorize the City Manager to amend the City's contract with Catholic Social Services of Laredo, Inc. regarding the use of 1997 Emergency Shelter Grant funds (ESG) made available by the U.S. Department of Housing and Urban Development to allow a project fund balance of $36,006 to be used for operational costs of the Frontera Halfway House and to extend the contract's termination date from June 1, 1999 to July 15, 1999. 13. Consideration of a contract for collection of delinquent taxes with the firm of Ricardo De Anda, Attorney at Law to be renewed for the period of June 30, 1999 to June 30, 2002. VIII. STAFF REPORTS 14. Advising the City Council on the plans to relocate Risk Management and the Employee Health Divisions to the Utilities' Department, 618 Del Mar Office Building and to approve payment not to exceed the monthly amount $1,748.50 and requesting City Council approval for same. 15. Presentation and possible action for approval regarding the Library Conversion (Bruni Plaza) Project plaque. 16. Presentation and possible action for approval regarding the Project Plaque for Fire Station No. 10 located at 5210 Hwy 359 at Las Cruces Subdivision, Unit I and Fire Station No. 11 located at 11015 McPherson Road North of Loop 20. 5

This is an appeal from an unfavorable recommendation by the Planning & Zoning Commission. Laredo by rezoning Lot 7, Block 480, Eastern Division, located at 420 E. Eistetter St., from R-1 (Single Family Residential District) to R-2 (Multi-Family Residential District). 21. Public hearing concerning application by Hector and Maria G. The Planning and Zoning Commission has recommended denial of this item. This is an appeal from an unfavorable recommendation by the Planning & Zoning Commission. The Planning and Zoning Commission recommends denial of the zone change and approval of a C.U.P. Laredo by rezoning Lots 6 and 7, Block 34, Eastern Division, and the north 88 ft. of Lot 8, Block 35, Eastern Division, located at 1102 Cedar Ave., from R-0 (Residential/Office District) to B-1 (Limited Business District). 23.
