C. M. RECOMMENDATION: 1. Approve the Deed of Easement, attached hereto as Exhibit 1, between Westmont Properties, LC and the County Board of Arlington County, Virginia, granting to the County a permanent easement for public bus stop and utilities purposes on a portion of the property located at 3233 Columbia Pike, Arlington Virginia (RPC# 25-012- 001); and, 2. Authorize the Real Estate Bureau Chief, or his designee, to accept, on behalf of the County Board, the attached Deed of Easement subject to approval as to form of all documents by the County Attorney. ISSUES: The Code of Virginia requires that, for any conveyance of real property to the County Board to be effective, the conveyance must be accepted on behalf of the County Board. No outstanding issues have been identified with regard to the recommended action. SUMMARY: This is a request for the County Board to approve, and authorize the acceptance of, the attached Deed of Easement for public bus stop and utilities purposes associated with the Department of Enviromental Services project known as Bus Stop and Shelter Enhancement Program Phase II South Glebe Road (Intersection of S. Glebe Road and Columbia Pike). BACKGROUND: The existing bus stop on northbound South Glebe Road and Columbia Pike is utilized by approximately 632 passengers per day. The bus stop is served by 3 bus routes, (Metrobus 23A, 23C and ART 41), and also serves as a transfer location for transit patrons from the Columbia Pike corridor. Currently the bus stop is equipped with one standard size 5 x12 shelter, which does not meet the passenger demand. The proposed easement will allow the expansion of the obstruction-free boarding/waiting area to provide room for an additional larger shelter, a free-standing bench and a designated area for placement of newspaper vending boxes. DISCUSSION: The attached Deed of Easement is required for the expansion of the public bus stop and shelter located near the intersection of South Glebe Road and Columbia Pike. The bus stop and shelter fronts along the northbound side of South Glebe Road. The attached Deed of Easement would convey at Westmont Shopping Center 398 square feet of permanent easement from Westmont Properties, LC to Arlington County. The 398 square feet of land area conveyed to the County would be used to remove, replace, and reconstruct the existing bus stop and shelter. FISCAL IMPACT: Because the Deed of Easement will be conveyed to the County Board at no cost to the County, no significant fiscal impact related to the acceptance of the deeds is expected. - 2 -
