The Town Council will consider a request from Maine Natural Gas for an easement from the Town in order to provide gas service to Melden Drive and the surrounding neighborhood, and will take any appropriate action. The Town Council will consider setting a public hearing for July 16, 2018 to consider amendments to Chapter 11 Marine Activities, Structures Ways Article 1 Section 11-1 and 11-4 regarding definitions, and will take any appropriate action. Copies of financial reports will be included in your packet. b) Discuss Council schedule for June and July: The Council will discuss the meeting schedule for June and July. c) Election Results: Town Manager Eldridge will update the Council. PUBLIC HEARING 70. Notes: This is the required public hearing for the renewal of special amusement licenses for the Brunswick Hotel and Tavern, 4 Noble Street, and Lemongrass, 212E Maine Street. Brunswick Hotel and Tavern would like live entertainment throughout the tavern and on the patio from 11:00 am to 2:00 pm on Sunday, and from 6:00 pm to 9:00 pm on Friday and Saturday. Lemongrass would like to have live entertainment in the dining room from 11:00 am to 9:00 pm every night. Copies of their applications with each businesses plans for special amusements are included in your packet. Motion to approve the renewal special amusement licenses for the Brunswick Hotel and Tavern, 4 Noble Street, and Lemongrass, 212E Maine Street. NEW BUSINESS 71. Notes: Brunswick Public Art, after three years of working with the Brunswick Parks & Recreation Department and other downtown Brunswick organizations, would like to commission the creation and installation of an interactive musical sculpture titled The River s Voice, by Andreas von Huene, to be installed on the Middle Town Mall, and then donated to the Town of Brunswick. Tom Farrell and members of Brunswick Public Art will be at the meeting to answer any questions. A copy of a memo from Tom Farrell, Director of Parks and Recreation, information about the sculpture and sculptor, a map depicting the location of the sculpture and associated signage, and information from the landscape architect are included in your packet. Motion to approve placement of an interactive musical sculpture titled The River s Voice, to be created by renowned Maine sculptor Andreas von Huene, on the Middle Town Mall; and to authorize the Town Manager to accept a gift of this sculpture and related signage from Brunswick Public Art, upon satisfactory completion and installation of the project, as determined by the Town Manager. 3
72. Notes: Maine Natural Gas is requesting an easement over Town property, Map U40, Lot 221, to provide gas service to Melden Drive and the surrounding neighborhood. A copy of a letter from Maine Natural Gas, the easement, and a map of the proposed area is included in your packet. Motion to approve an easement for Maine Natural Gas over Town property located at Map U40, Lot 221, to provide gas service to Melden Drive and the surrounding neighborhood. 73. Notes: Dan Devereaux, Marine Resource Officer/Harbor Master, along with the Rivers & Coastal Waters Commission, is requesting that the Town Council set a public hearing for July 16, 2018 to consider ordinance amendments to Chapter 11 Marine Activities, Structures and Ways. They would like to add aquaculture to the list of definitions in Article 1, using the same definition as the Maine Department of Marine Resources. The second request is to add criteria for winterization of mooring buoys in order to improve public safety and navigational hazards, because mooring owners have been using winterization techniques that are less visible and causing accidents. A copy of a memo from MRO Devereaux, as well as a redlined version of the proposed amendments are included in your packet. Motion to set a public hearing for July16, 2018 for proposed ordinance amendments to Chapter 11 Marine Activities, Structures and Ways. CONSENT AGENDA a) Annual uncollectable tax abatement: Finance Director Julia Henze is requesting the abatement of Real Estate and Personal Property taxes in the amount of $6,931.98 pursuant to section 841(3) of title 36 M.R.S.A. These taxes cannot be collected due to absence of the property or the taxpayer. b) Approval of a Quitclaim Deed for real estate depicted as Map 026, Lot 015, Sub 000, Typ 000: The town will deed this property back to the owner, who has paid owed taxes.
