ADOPTION OF MINUTES OF PREVIOUS MEETING(S) MP#2/13 B. AUSTROM - That the minutes from the December 11, 2012 Municipal Planning Commission meeting be approved as distributed. Move on Pre-Built Dwelling Lots 5 & 6, Block 5, Plan 6537AL (Round Hill) - Division 6 C. Skjaveland reported we are in receipt of a development permit application for Lots 5 & 6, Block 5, Plan 6537AL in Round Hill. The Proposal is to move in a pre-built 1300 sq. ft - 1970 dwelling onto a basement foundation. MP#3/13 AGD - 872 G. NELSON - That the Municipal Planning Commission approve the request to move on a 1300 sq ft pre-built dwelling onto Lots 5&6, Block 5, Plan 6537AL in Round Hill subject to the following conditions: 1. It is the Developer s responsibility to locate all underground utilities prior to construction. Contact ALBERTA ONE-CALL at 1-800-242-3447 or online at http://www.alberta1call.com. 2. It is the Developer s responsibility to obtain and comply with any of the required Safety Codes permits from the City of Camrose(780)672.4428. -Building /Gas /Plumbing /Electrical /Rural Sewage etc. 3. As per Section 618 of Land Use Bylaw 1142, ensuring suitability of building site is the responsibility of the Developer, if unsure about the site suitability then the opinion of a professional engineer should be sought. 1 Page 1 of 5
4. It is the Developer's responsibility to ensure that the Development does not affect grade and drainage to neighboring land, it is the Landowners responsibility to contact Alberta Environment should any concerns or questions regarding the adjacent creek. The Landowner cannot affect the flow of the creek without consent from Alberta Environment. 5. It is the Developer's responsibility to ensure that a Special Haul permit has been obtained prior to moving the structure and that all conditions of that permit are complied with. Placement of the foundation must comply with setback requirements from Property Lines as noted in Land Use Bylaw 1142 for Urban Residential lots. PROPOSED SUBDIVISIONS RC/12/44 - NE 2-47-19-W4 - First Parcel Out - Division 5 for an approximate 16 acre first parcel out of NE 2-47-19-W4. MP#4/13 AGD - 867 B. AUSTROM - That the Municipal Planning Commission approve the request for an approximate 16.3 acre first parcel out of NE 2-47-19-W4 subject to the following conditions: 2. Pay any outstanding taxes on the property prior to subdivision endorsement. 3. No reserves are required as this is a first parcel out subdivision. 4. That pursuant to Subdivision & Development Regulations (Alta Reg 43/2002) evidence be provided showing that the existing sewage disposal system is compliant with Alberta Private Sewage Treatment and Disposal regulations (AR 229/27). 5. The Developer must ensure that any increase in surface water runoff 6. The Developer is required to construct an approach to the remnant farmland, it must be built to County Public Works minimum standards and approved by Al. RC/12/49 NW 4-45-17-W4 First Parcel Out - Division 3 for an approximate 52 acre first parcel out on NW 4-45-17-W4. MP#5/13 AGD - 868 D. RC/12/50 NE 27-45-21-W4 Creating Separate Titles - Division 2 to create three separate lots on NE 27-45-21-W4. MP#6/13 AGD - 869 G. NELSON - That the Municipal Planning Commission approve the request for a subdivision to create three separate titles of Block A, Plan 7308AD (Pt. NE 27-45-21-W4) subject to the following conditions: 2. Pay any outstanding taxes on the property prior to endorsement. 3. No reserves are required at this time. 4. The Developer must ensure that any increase in surface water runoff 5. The Developer must construct an approved approach to "Parcel C" as per the proposed subdivision sketch to meet County Public Works minimum specifications. Contact Al. Pursuant to section 15 of the Subdivision and Development Regulation, a 30 metre wide service road right-of-way must be dedicated across the highway frontage of the proposed parcel A at no cost to Alberta Transportation. The department is willing to accept service road dedication by caveat. For the preparation of the caveat, the applicant would be required to prepare (from department templates) three copies of an agreement and one copy of a caveat. To ensure these documents meet the requirements of the Land Titles Office we recommend that they be prepared by the Alberta Land Surveyor who prepares the subdivision. Once all three copies are signed, two of the three can be forwarded to Alberta Transportation along with the caveat to Ms. Adrienne Kisko (780-415-1538), Geomatics, Transportation Department, 2nd Floor Twin Atria, 4999-98 Avenue, Edmonton, AB, T6B 2X3 for her review. GREGORWICH - That the Municipal Planning Commission approve the request for a subdivision to create an approximate.88 acre lake resort lot out of SW 18-45-19-W4 subject to the following conditions: 2. Pay any outstanding taxes on the property prior to endorsement. 3. OTHER NEW/UNFINISHED BUSINESS Subdivision Extension - RC/11/50 - Division 5 C. Skjaveland reported that we are in receipt of a request for a one year extension on the conditions of Subdivision Application RC/11/50. MP#9/13 AGD - 874 B. AUSTROM - That the Municipal Planning Commission approve the request for a one-year extension to the conditions for Subdivision RC/11/50 on Lot 2, Block 1, Plan 032-2245 (Pt. SE 29-46-19-W4) giving a new expiry date of January 16, 2014. Additional requests for extension may not be granted. Construct Addition of Self-Contained Suite Lot 34, Block 5, Plan 802-0048 (Pelican Point) - Division 1 MP#10/13 AGD - 873 C. Skjaveland reported that we are in receipt of a development permit application to add on a 600 sq ft self-contained suite to the existing vacation rental home on Lot 34, Block 5, Plan 802-0048 in Pelican Point. D. GREGORWICH - That the Municipal Planning Commission DENY the request to construct a self-contained suite as an addition to the existing garage on Lot 34, Block 5, Plan 802-0048 (Pelican Point) because of the following reasons 1. More than one dwelling unit will exist on this lot and: 2. The request does not comply with 707.5 of the Land Use By-law NO more than one residence/dwelling unit shall be constructed per lot. 3. This addition would change the use of the existing structure from single family dwelling to a multiple family dwelling unit and these are neither permitted or discretionary in Lake Resort zoning. The zoning of the lot does not permit multiple dwelling units. PLANNER'S REPORT Planner's Report - January 2013 A. Howard reviewed the Planner's Report for January, 2013. MP#11/13 B. MILLER - That the Municipal Planning Commission direct Administration to write an amendment to the Land Use By-law with regard to Second Dwelling Units on a parcel in the Agricultural District, to be presented at a future Council meeting. G. NELSON - That the Municipal Planning Commission direct Administration to write an amendment to the Land Use By-law to allow additional subdivisions in agricultural areas where there is an existing yard site, to be presented at a future Council meeting. B. AUSTROM - That the Planner's Report for January, 2013 be received as information.
