THE CORPORATION OF THE CITY OF BELLEVILLE COUNCIL MINUTES MAY 12, 2014 The Regular Meeting of the Council of the Corporation of the City of Belleville was held on the above date in the City Hall Council Chamber at the hour of 4:00 p.m. It is noted that there was a City Council In Camera (closed session) Meeting at 2:00 p.m. to 4:00 p.m. In view of this, City Council met very briefly in open session at 2:00 p.m. to consider approval of the following resolution. Consent Item 8.b.6 Municipal Street Light Attachment Agreement with Veridian Connections Inc. was dealt with at this time. Moved by Councillor Boyce Seconded by Councillor Christopher THAT the by-law to approve and authorize an Agreement with Veridian Connections Inc. for attachment of Streetlight and/or Signal Light Plant to Veridian Connections Inc. owned hydro poles as referenced in the Manager of Transportation and Fleet Services Report No. EOS-2014-09, be referred to staff for further review.

PUBLIC MEETINGS 4.1 SECTION 283(7) OF THE MUNICIPAL ACT, 2001 AND ONE- THIRD (1/3) TAX FREE ALLOWANCE A Public Meeting was held pursuant to the requirements of Section 283(7) of the Municipal Act, 2001 to allow any interested party to speak to the one-third (1/3) tax free allowance component of Council s remuneration. The Public Meeting was called to order. No one appeared to speak to the matter and the meeting was adjourned. Moved by Councillor Boyce Seconded by Councillor Culhane THAT the Public Meeting be adjourned. 5. READING AND CONFIRMATION OF MINUTES Seconded by Councillor Miller THAT the Minutes of the Regular Council Meeting of April 28, 2014 and Regular In Camera Meeting of April 28, 2014, be approved. 6. DEPUTATIONS 6.1 Representatives of the U19 Canadian Women s Floorball Team and World Championship Development Committee made a deputation to Council regarding recent experiences and successes and provide an update on plans for the 2016 Championships

COUNCIL MINUTES - 5 - MAY 12, 2014 6.4 Jeremy Davis of Heritage Belleville made a deputation to Council regarding the Downtown South Redevelopment Plan Moved by Councillor Boyce Seconded by Councillor Denyes THAT the deputation by Jeremy Davis of Heritage Belleville regarding the Downtown South Redevelopment Plan be received. 6.5 Dave Bently of the Architectural Conservancy of Ontario, Quinte Branch was to speak to Council regarding the Downtown South Redevelopment Plan but was unable to attend. 6.6 Adrian Bax, Ruth Ferguson-Aulthouse and Steve Hyndman made a deputation to Council regarding the Downtown South Redevelopment Plan Seconded by Councillor Boyce THAT the deputation of Adrian Bax, Ruth Ferguson-Aulthouse and Steve Hyndman regarding the Downtown South Redevelopment Plan be received and referred to staff for further discussion and preparation of a report for Council s consideration at a special meeting of Council. 7. NO. 350/14 THAT the report prepared by Water and Earth Science Associates Ltd. on the 2012 Estimate of Remaining Site Capacity and Site Life be received. 8.a.4 MEMBERSHIP TO ONTARIO ONE-CALL Moved by Councillor Miller Seconded by Councillor Culhane 351/14 THAT a by-law to approve and authorize the execution of an agreement between The Corporation of the City of Belleville and Ontario One Call, be prepared for Council s consideration. 8.a.5 ELIMINATION OF COINCIDENTAL RESPONSE AREA AND ESTABLISHMENT OF URBAN AND RURAL RESPONSE ZONES Moved by Councillor Denyes Seconded by Councillor Miller 352/14 THAT in accordance with the Director of Fire and Emergency Services Report No. FES-2014-03 Elimination of Coincidental Response Area and Establishment of Urban and Rural Response Zones, that the Coincidental Response Area be eliminated and that Council establish Urban and Rural Response Zones at its May 26, 2014 meeting after giving the Belleville Professional Fire Fighters Association, Christian Labour Association of Canada and the public an opportunity to make representations with respect to this matter.

NO. 355/14 THAT the Belleville Planning Advisory Committee recommends to the Council of The Corporation of the City of Belleville that the application to amend the City's Zoning By-law Number 3014, as amended, for 6835 Highway 62, Formerly in the Township of Thurlow, Now in the City of Belleville, County of Hastings, be APPROVED as follows: THAT Zoning By-law Number 3014, as amended, be amended by modifying the provisions of the C1 Highway Commercial zone by adding a personal service shop, medical clinic, day nursery and flea market as permitted uses. COUNCIL MINUTES - 12 - MAY 12, 2014 8.b.8 AMENDMENT OF SCHEDULE B TO BY-LAW NO. 2010-10 FEES & CHARGES REC. NO. 360/14 THAT a by-law to amend Schedule B to By-law No. 2010-10, being a by-law to establish Fees and Charges, be prepared for Council s consideration. 8.b.9 CANADA DAY CELEBRATION 361/14 THAT the assistance requested by the Belleville Canada Day Committee for the Canada Day Event being held Tuesday, July 1, 2014, as set out in their May 6, 2014 letter be approved; and THAT City Council will pay all municipal permit fees associated with running this event, authorize the use of City lands for this event and stipulate that the Committee must abide by all Provincial laws and Municipal by-laws; and, THAT the City s insurance will cover this event at no cost to the Committee; and THAT a record of expenditure and revenue be maintained by the Finance Department; and, THAT the Manager of Transit Services meet with the Canada Day Committee to discuss Transit Services for Canada Day; and THAT there be a fee of $3 for parking per vehicle; and, WHEREAS By-law Number 2001-68 authorizes the Council of The Corporation of the City of Belleville to designate, by resolution, an event to be a Civic Celebration ; AND WHEREAS By-law Number 2001-68 may designate the areas and locations within the corporate limits where any Civic Celebration is to be operated;

COUNCIL MINUTES - 13 - MAY 12, 2014 8.b.10 FAMILY ARTFEST NOW, THEREFORE, BE IT RESOLVED THAT Tuesday, July 1, 2014, be designated as a Civic Celebration in The Corporation of the City of Belleville; and, THAT the area lying south of Dundas Street, east of Sidney Street, south and west of the Moira River (East and West Zwick s Park) be designated as the areas and locations of a Civic Celebration in The Corporation of the City of Belleville; and, THAT a fee of $450 be charged to hawkers, peddlers and vendors selling within the designated area. 362/14 THAT the assistance requested by the Belleville & District Chamber of Commerce for the Family Artfest being held Saturday, May 31, 2014, as set out in their April 9, 2014 letter be approved; and THAT Council approve the use of City sidewalks located along Front Street (Victoria Avenue to Campbell Street) and the parking lot between the back of the RBC Royal Bank and the Belleville Public Library for the Family Artfest; and That Campbell Street be closed between Pinnacle Street and Front Street from 7:30 am to 3:00 pm on May 31 st provided that access is maintained for emergency vehicles; and THAT The Corporation of the City of Belleville will pay all municipal building permit fees.

COUNCIL MINUTES - 14 - MAY 12, 2014 8.b.11 30 TH ANNUAL BELLEVILLE WATERFRONT AND ETHNIC FESTIVAL REC. NO. 363/14 THAT the assistance requested by the Belleville & District Chamber of Commerce for the 30 th Annual Belleville Waterfront & Ethnic Festival being held July 9 to 13, 2014, as set out in their April 9, 2014 letter be approved; and THAT in order to assist the Belleville Waterfront & Ethnic Festival in its application for a Special Occasion Permit for the sale and/or service of alcoholic beverages in connection with the Festival on July 9, 10, 11, 12 and 13, 2014, City Council declares the 5-day Belleville & District Chamber of Commerce Waterfront & Ethnic Festival a Public Event of municipal significance for the City of Belleville; and THAT The Corporation of the City of Belleville will pay all municipal building permit and licensing fees; and THAT The Corporation of the City of Belleville will provide up to three (3) free shuttle buses for Belleville Waterfront & Ethnic Festival Weekend; and WHEREAS By-law Number 2001-68 authorizes the Council of The Corporation of the City of Belleville to designate, by resolution, an event to be a Civic Celebration for the purpose of licensing hawkers, peddlers, street vendors, et al; AND WHEREAS By-law Number 2001-68 may designate the areas and locations within the Corporate limits where any Civic Celebration is to be operated; NOW, THEREFORE, BE IT RESOLVED THAT the period of July 9, 10, 11, 12, and 13, 2014 be designated as a Civic Celebration in The Corporation of the City of Belleville, for the Belleville Waterfront and Ethnic Festival; and

NEW BUSINESS Councillor Jenkins gave an update on the University Investment Attraction Committee progress. The committee has been in touch with the Ministry of Training, Colleges and Universities. The province is requesting the city partner with a current post-secondary institution to establish a satellite campus. The committee anticipates exciting opportunities for the community.
