Tuttosi: BE IT RESOLVED that the regular meeting of council be recessed to allow council to hold a Public Hearing to receive representations for any person who wish to make them in respect to the following; 1. Proposal for Conditional order CU2017-02 to permit a non-farm dwelling within the AL Agricultural (Limited) Zone 2. Proposal for Variation order VO2017-02 to vary the maximum site area from 10 acres to 10.82 acres. Time: 10:05 a.m. 5. J. Bokkel D. Speers: WHEREAS all representatives in regard to matters listed below have been dealt with; 1. And whereas a Public Hearing was held at 10:00 a.m. on Thursday, April 13th, 2017 as indicated in the Public Notice to hear any representation for or against the application; Now therefore be it resolved that after consideration of said representations, CU2017-02 be approved.

McKay: Whereas Claire and Peggy McTaggart have made application for a Variation Order No. VO2017-02 to permit an increase of the maximum site allowed for a non-farm dwelling, from 10 acres to 10.82 acres to provide enough area to retain a septic ejection system, with the AL Agricultural (Limited) zone at SW ¼ 21-10-21, 123103 Road 57 North. And whereas a Public Hearing was held at 10:15 a.m. on Thursday, April 13th, 2017 as indicated in the Public Notice to hear any representation for or against the application; Now therefore be it resolved that after consideration of said representations, VO2017-02 be approved. 8. J. Bokkel D. Speers: Resolved that the List of Accounts as paid for April 11, 2017, cheque numbers 11303 to 11352 (both inclusive) totaling $114,696.66 and Direct Deposit Register totaling $24,813.82 be approved. 9 A. 10. J. Bokkel D. Speers: Resolved that the Rural Municipality of Whitehead authorize Cindy Izzard and Christine Burton attend the MMAA Conference at the Victoria Inn in Brandon on Tuesday April 25 and Wednesday April 26, 2017. Be it further resolved that the fee of $375.00 each be paid and that out of pocket expenses and mileage be paid. 11. A. Sutherland B. Locke: Resolved the Rural Municipality of Whitehead contribute $1,000.00 to the Alexander Canada 150 Committee for the 2017 Pre-Canada Day Celebration to be expended from the Ogilvie fund. 12. J. Bokkel R. McKay: Resolved the Rural Municipality of Whitehead approve RFNow s project into Prairie Acres pending design approval. 13. A. Sutherland T. Tuttosi: Whereas the Federal government has committed to investing $500 million into funding a new broadband program called Connect to Innovate, Bell MTS has asked the Rural Municipality of Whitehead to lend their support by way of a letter. Therefore, be it resolved that the Rural Municipality of Whitehead send a letter in support of Bell MTS and the Connect to Innovate program. For: 0 Against: 7 DEFEATED 14. J. Bokkel D. Speers: Whereas Manitoba Hydro requires easements over SE ¼ 17-10-21 WPM to construct a new distribution pole; Therefore, be it resolved that the Rural Municipality of Whitehead approve Manitoba Hydro s request.

Locke: Whereas Donna Lee and James Brown have requested financial assistance for the clearing of trees; Be it resolved that the Rural Municipality of Whitehead approve payment or partial payment reimbursement. For: 0 Against: 7 DEFEATED 16. A. Sutherland T. Tuttosi: Whereas the Rural Municipality of Riverdale has proposed a by-law to close a portion of an undeveloped boundary municipal road allowance which lies between the Frac. NE 33-100-20 WPM and SE ¼ 3-11-20 WPM and is looking for support from the Rural Municipality of Whitehead; Therefore, be it resolved that the Rural Municipality of Whitehead support By-law 2017-04 from the Rural Municipality of Riverdale. 17. A. Sutherland T. Tuttosi: Whereas the Rural Municipality of Whitehead hire Ed MacKay of H2O Management to survey and map the following areas; Areas known as Kemnay Woods, Whitetail, Aljomac (S ½ 6-10-20W, 5-10-20W, N ½ 32-9-20) to a maximum cost of $5000.00 to be 100% paid by the RM. McKay: Resolved the Rural Municipality of Whitehead request quotes from Sarah Jane and Ed MacKay to survey and plot a drainage plan for Beresford to be paid 100% by the RM. Tuttosi: Resolved that Kemnay Woods Lane remains closed Passenger Traffic Only and local resident to be notified.

McKay: Resolved the Rural Municipality of Whitehead request 3 quotes for Kemnay Woods Lane as per the Following Specs; 900-1000 feet of road Geotec to be put down 1 foot of pit run on top Layer of traffic gravel on top 21. T. Tuttosi B. Locke: Resolved that the Financial Statements for March 2017 be approved as presented. 22. D. Speers A. Sutherland: Resolved that we now adjourn to meet again on Friday, April 28, 2017 at 9 a.m. or at the call of the Reeve.
