Asst./Deputy County Clerk Date: RE: Guaranteed Maximum Price - Central Soccer Pavilion and Comfort Station Issue: Guaranteed Maximum Price - Central Soccer Pavilion and Comfort Station Discussion: Staff previously submitted a Request for Proposals (RFP) for construction management and fees related to construction of a pavilion and comfort station at the Central Soccer Complex. Three (3) complete bids were received from Headley Construction Company, Batson-Cook Construction, and TomCo Construction. At the recommendation of K.A. Oldham, architect of the project, the Board voted to retain Headley Construction on a low and best bid basis for project management and general contracting fees during the course of the project for the pavilion and comfort station. The construction management collaboration with the architect for design development of the project is complete. The resultant project design will now be converted to a time and materials project with a guaranteed maximum price of $291,175.00. This maximum price is below the $300,000.00 that was approved in the budget. Mr. Kip Oldham, project architect, will be present to give an overview of the project, project schedule and to field any questions from the Board. The company has recently narrowed its choices down to two locations, a site in Coweta County and one in a neighboring state. Over a 4-year period, the company plans to hire over 200 employees and invest over $50 million in the project. Recognizing that construction machinery manufacturing is one of the County s targeted industry sectors, we have negotiated the attached Inducement Agreement, which includes economic incentives in consideration for the location of the project in Coweta County. The company has negotiated agreements with both communities. Once a final location decision is made, the company will execute the appropriate agreement. The Clerk s office provides the Authority with digital images and indices of such records and is compensated by the Authority via proceeds, sums, reimbursements, payments, grants, or awards. The Clerk uses the funds for technological and record management projects to maintain or improve operations with the Clerk s office and provide access to data with the Clerk s office. The Clerk may remit any leftover funds to the County. This process has not previously been approved in writing. Due to a new agreement the Clerk will be executing with the Authority, the Clerk would also like to execute an agreement with the County regarding this process. Per the agreement, the Clerk will notify the County during the County s budget process whether any such funds shall be remitted to the County for that fiscal year. In studying industry trends and pricing, early October was selected as the most advantageous time to request fixed pricing from potential vendors. A number of vendors had expressed interest in bidding on the supply over the years; however, in the end the County received just 3 proposals. The companies turning in bids were Gas South, Mansfield Power & Gas, and True Natural Gas. True Natural Gas bid.42 fixed rate per therm with $8.50 per DDDC rate and no customer service fee, Mansfield bid.5198 per therm, $6.50 per DDDC rate and $3.95 per month meter rate. Gas South did not bid a fixed rate, but did bid $8.50 per DDDC and $5.00 customer service fee per location. FINANCIAL IMPACT: Based on current annual usage the County should see some savings due to a new lower fixed rate. Recommendation: Based on the selection criteria noted in the request for proposal, staff recommends that the Board retain True Natural Gas as the natural gas supplier to the County. The contract is written to allow the County the greatest flexibility to choose another supplier if pricing, customer service, or other issue arises that would put another supplier in a more optimal position to provide this service. Northwestern Benefit, the County s health insurance broker and consultant, has obtained quotes for the Group Health Plan for 2015 and recommends the County remain with Blue Cross Blue Shield of Georgia. The stop-loss level of $110,000 will remain the same for 2015. Fixed costs will increase approximately 8%, from $1.52 million to $1.69 million. Based upon 2014 actual claims, 2015 claims costs are expected to increase 23%. Staff believes that the changes to the health insurance benefits recently approved by the Board, including the introduction of three different plan options, will offset part of this expected increase. Open enrollment for active employees and pre-65 retirees is planned for the first two weeks of November.
