2.2 REQUEST FROM PROPERTY OWNER TO INSTALL AND MAINTAIN A PRIVATE SEPTIC SYSTEM AND WATER WELL ON A PARCEL SUBDIVIDED FROM PARENT PARCEL C39-003A Mr. Adam Moore has made application for a building permit to construct a residential dwelling on a child parcel of C39-003A. Mr. Adam Moore's property is approximately 534 feet from a City sewer main. This main runs in an easement through property owned by Mr. Robert L Moore. Mr. Robert Moore has stated he is unwilling to give the City or Mr. Adam Moore a sanitary sewer easement to gain access to the City Sewer Line. Mr. Adam Moore is also approximately 1300 feet from the municipal water source. 2.3 ENCROACHMENT AGREEMENT FOR EASEMENT BETWEEN THE CITY OF LYONS AND GEORGIA POWER Georgia Power has requested a formal encroachment agreement for the skateboard park. The agreement is attached. Packet Pg. 6

2.4 PROPOSAL TO PURCHASE.274 ACRES ALONG AKIN LANE TO INSTALL SEWER MAIN The City has a need to purchase 1.8 acres from Owl Ventures LLC adjacent to Akin Ln. This property would be use to place a sewer main. Packet Pg. 7

2.5 Resolution RESOLUTION TO RESTRICT PARKING ALONG SOUTH EAST BROAD STREET City of Lyons, Georgia Discussion: The City Staff have observed commercial and non-commercial vehicles parking along the area adjacent to the Railroad on SE Broad Street. This parking is restricted by ordinance but no signage is in place. The Staff wished for the Council to allow for the erection of signage restricting parking in this area by resolution. WHEREAS, Chapter I, Subpart A, the Article I Section 1.13 states that the City Council shall have the power to regulate the operation of motor vehicles and exercise control over all traffic, including parking. WHEREAS, The City Council has determined the need to establish a no parking zone along South East Broad Street due to the increased parking of vehicles along the City and railroad right of way causing a traffic hazard and obstruction to travelers along this route. WHEREAS, This no parking zone shall extend between S.Lexington St. and 11th Street. WHEREAS, Upon adoption of this resolution by the governing authority, the public works department shall erect such signage; and WHEREAS, Upon erection of such signage, the Lyons police department be instructed to enforce this ordinance, first by notice of warning than by citation. NOW THEREFORE BE IT RESOLVED, By the Mayor of Lyons and Lyons City Council that a no parking zone be placed between S.
