SWFWMD Fruitville Office Comprehensive Plan Amendment/Rezone Property Narrative February 20, 2019 Subject Parcel: PID No. 0215090004 comprising approximately 4.59 acres +/-. Request: TWO PART APPLICATION PART 1: To re-designate approximately 4.59 acres +/- of land on the Future Land Use Map from Government Use (GU) to Major Employment Center (MEC). PART 2: To request the same 4.59 acres +/- be rezoned from GU to OPI to allow the Government agency, SWFWMD, to sell their property for general office and other OPI uses. In 2000, Sarasota County sold the subject parcel to the Southwest Florida Management District for use as a District permitting office. The District office was constructed on the site in 2001. In 2018, the Governing Board of the Southwest Florida Water Management District made the decision to place their Fruitville District office on the real market for sale because it no longer suited the Districts needs. The property is designated for Government Use and zoned GU which limits its ownership and use by government agencies. In order for the site to be utilized for anything other than government uses, a change in zoning is necessary. The applicant is requesting to re-designate the subject property from GU to MEC to allow the redevelopment of the site for a user other than a government agency. Consistency with Comprehensive Plan The land surrounding the site on the south side of Fruitville Road is designated MEC at this time. The requested change to MEC for the subject parcel will be found to be consistent with the surrounding land use designation of MEC. Consistency with key Future Land Use policies of the Comprehensive Plan for re-designation of a site to the MEC designation on the FLU Map should consider the following policies; FLU Policy 2.6.4 states: Major Employment Center areas as designated on the Future Land Use Map shall comply with the following: 1) be located along major transportation and transit routes; 2) possess adequate levels of infrastructure; 3) be parcels large enough to ensure coordinated development buffering; 4) and be in proximity to the labor supply 1
The subject parcel meets all of the four criteria listed above: 1) It is located along the major transportation route of Fruitville Road and less than ½ mile east of I-75. 2) The site possesses adequate levels of infrastructure in place as evidenced by the services provided to the existing SWFWMD office. 3) The site can be adequately buffered from adjacent properties of a similar MEC designation. 4) The site is located in the northern portion of the County which possesses the largest population base to provide an ample supply of labor to serve the site. FLU Policy 1.3.9 The following chart in not intended to identify the only zoning districts than can implement the Future Land Use designation. The zone districts identified on the chart the districts commonly associated with the Future Land Use Map designations listed in the left-hand column. The identified districts are consistent with the comprehensive plan when selected for a site having the land use designation shown on the chart and when the district is also consistent with the goals, objectives and policies of the plan; this will usually be the case. An implementing zoning district, which is not specifically identified on this chart, but it consistent with the goals, objectives, and policies of the plan, may be selected for a site that is more limited than the Future Land Use Map designation and be consistent with the Comprehensive Plan. (emphasis added) The OPI zoning district does not appear on the Land Use chart listed after Policy 1.3.9 in the Future Land Use element of the Comprehensive Plan. However, after preliminary discussions with Planning staff, the use of Policy 1.3.9 was discussed since the nature of OPI uses are consistent with the uses and operations within an MEC. The applicant strongly contends that the office type uses allowed in the OPI district are consistent with the uses allowed in MEC s. Implementing districts of the MEC designation, like the adjacent zoning of PED, actually allow all office uses as a permitted use within the PED list of permitted uses. Therefore allowing an OPI zoning on the subject parcel will not create inconsistencies or incompatibilities with adjacent zoning or Future Land Use designations. Approval of this request will also add valuable employment based lands to the County s MEC land use designation which has been diminished in recent years. Opportunities to add MEC lands on the Future Land Use Plan map should be seriously examined and encouraged to add to this valuable economic land use designation when available. Rezone Development Concept Plan: The Development Concept Plan submitted with the Rezone application depicts the 4.59 acre parcel as two parcels: Parcels 1A & 1B. 2
Parcel 1A is the west portion of the site where the existing 18,551 sf SWFWMD District office is located. The DCP shows this building to remain with additional parking added to the south of the structure. Parcel 1B depicts a new proposed 10,646 sf single story building which will house a freestanding medical office building. Additional parking is shown on the north side of the proposed building. Access to the site will be from the existing driveway onto Fruitville Road. No changes are proposed to this existing access onto Fruitville Road. Parking calculations are provided on the DCP. The required storm water retention for the SWFWMD property has been accommodated and permitted within the existing Celery Fields storm water management system under prior agreement with Sarasota County at the time of acquisition and permitting by SWFWMD in 2000. Sarasota County provided approximately 90% impervious surface coverage on the original 5.0 acres of SWFWMD property. Final impervious surface calculations will be provided during the Site and Development Plan process to confirm compliance with this prior agreement. Central water and sewer service provided by Sarasota County currently serves the site. 3
