Highland St., RPC # 25-014- 006. C. M. RECOMMENDATION: 1. Approve the Deed of Easement, attached as Attachment 1, between Highland Holdings, LLC, and the County Board of Arlington County, Virginia, granting to the County a permanent easement across a portion of the property located on the easterly side of South Highland Street in Arlington County, Virginia (RPC # 25-014-006). 2. Authorize the Real Estate Bureau Chief, Department of Environmental Services, or his designee, to accept the Deed of Easement, attached as Attachment 1, on behalf of the County Board, subject to approval as to form of the Deed of Easement by the County Attorney. ISSUES: No issues have been identified. SUMMARY: The Deed of Easement, attached as Attachment 1, conveying the permanent easement across a portion of 901 S. Highland Street, Arlington, Virginia (the Property ) to the County Board is required for construction of the 9 th Street South streetscape improvement project. BACKGROUND: Arlington County is engaged in a streetscape improvement project known as 9 th Street South (the Project ). The goal of the Project is to improve vehicular and pedestrian travel safety, accessibility, convenience and storm water drainage in the Project area. As part of the Project, a number public infrastructure improvements will be made to the Project area, including: Installation of new sidewalks, curb and gutter Installation of new stormwater inlets Installation of accessible ramps County Manager: ##### County Attorney: ***** 41. Pavement markings The portion of the Property across which the permanent easement is located is on the eastern side of 9th Road South, as shown on the vicinity maps attached hereto as Attachments 2, 3 and 4. DISCUSSION: The owner of the Property has agreed to grant the permanent easement, without compensation, to the County Board in the area designated as Easement For Public Sidewalk, Utilities and Drainage Purposes, Area = 261 SQ. FT on the plat entitled Plat Showing Easement For Public Sidewalk, Utilities and Drainage Purposes on Parcel 8, Charles B. Munson Estate, D.B. 1188, PG. 83, Arlington County, Virginia by Nathan A. Orr, Land Surveyor, dated January 27, 2017, by the Subdivision and Bonds Administrator, Arlington County, Virginia, approved on January 31, 2017, and attached to the Deed of Easement. FISCAL IMPACT: There will be no fiscal impact to the County for the conveyance of the easement, since the Property owner has agreed to grant the easement to the County without any compensation. - 2 -
