NOTICE OF PUBLIC HEARING AND REGULAR MEETING November 19, 2013 PLANNING AND ZONING COMMISSION The meeting was called to order by Chairman David Ash at 7:00 p.m. Members present, Chairman David Ash, Mr. Charlie Bradt, Mr. Wally Westbrook, Mr. Dean Gristy and Mr. Ritch Wheeler. Also present for the meeting from city staff was Mr. Byron Bevers, Director of Public Works, Mr. Joseph Peart, Asst. Director of Public Works and Greg Smith, City Administrator. Citizen s Forum There were no inquiries. Individual Consideration 4. Presentation of a preliminary report regarding the proposed Zoning Alcohol Permit (ZAP) to allow for mixed alcoholic beverage sales (on premise). The proposed zoning alcohol permit is being requested for Mi Rancho Restaurant located at 19189 IH-45 South, Suite A, in Restricted Reserve A, Block 1, of Research Plaza. Joseph Peart informed the Commission that Juan Lozan representing Castle Gardens LTD has requested the zoning alcohol permit (ZAP) that will allow the sale of alcoholic beverages until midnight. Mi Rancho is the name of the Restaurant and will be located where Fox and Hound Restaurant use to be off Tamina Rd. 5. Consideration and if determined appropriate, make a recommendation to City Council to allow a Zoning Alcohol Permit (ZAP) to allow for mixed alcoholic beverage sales (on premise). The proposed zoning alcohol permit is being requested for Mi Rancho Restaurant located at 19189 IH-45 South, Suite A, in Restricted Reserve A, Block 1, o f Research Plaza. 7. CITY STAFF REPORT New street signs are going up in the Valley, nearly done with the first phase of the project. White, Blue and Green X s mark the areas we are looking into placing the Solar lights. Per Greg, we are looking at relocating the 3 demo lights. One will be at the entrance of Parkgate and 2 will be placed on Wellman Rd. which is part 2 of the project. The one around the entrance of Parkgate and Grogan s Mill will be taller, more of a commercial light. Why is there not a new sign for Hurley Lane? Hurley Lane will be going away in the next months. The house on Hurley Lane and the two on Wellman Road are not in the city. The two homes on Wellman Rd. have contacted us and are under contract and maybe requesting annexation into the city limits. Working with the home owner on Hurley Lane and that could be annexed within the next 6 months. Still working on the placement for the street lights. Shenandoah Valley will be the first phase of the project. Lily PPD has been approved as is. Homeowner s rules were discussed at council, private streets vs. public streets. They are still talking about doing the guest parking. A pathway was approved at the last council meeting from Silverwood Ranch to Malaga and Lily will continue to Sunnydale. From Hurley west will be connected. Lighting of the Angels is coming up, December 3 rd. 8. Commissioner s Inquiry The Planning and Zoning Commission may inquire about a subject not specifically listed on this Agenda. Responses are limited to a recitation of existing policy or a statement of specific factual information given in response to the inquiry. Any deliberation or decision shall be limited to a proposal to place the subject on the agenda of a future meeting. Tell us about the park. This plan was approved by council. Spray ground, pavilion, new tennis and basketball court. Tennis and basketball courts will be relocated. Will be able to do more with the new locations such as a movie night and will help with the Lighting of the Angels. We are looking into outdoor fitness equipment. Pathway will be concrete. Spray ground will be flow through system except we will be capturing the water and using it for the irrigation and toilet flushing at the park. There will be no fencing around the park just around the parking lot. There will be a gate that will allow the city to close off the park if necessary. solar panels on the pavilion. There will be some security type lighting at the park. There will be pet stations with the bags at the park. Trails will be marked so residents can tell how far they have walked or run. There is a possibility of an App for the park with route suggestions. Looking at an Envision certified project. Review of the bathroom with climate controlled, outdoor kitchen. Construction will take six months. Two other possible park locations would be the water plant and the north end of Holly Hill.
