Spring 2015 NEWS Universal Credit is coming in in June! UNIVERSAL CREDIT (UC) IS A NEW SOCIAL SECURITY BENEFIT FOR PEOPLE OF WORKING-AGE. UC combines means-tested support for adults, children and housing costs into one benefit, paid and administered by the Department of Work and Pensions (DWP). It is being introduced in a phased programme which started in April 2013. Glasgow will be included from 8th June this year! For the time being, Universal Credit will affect only claims from single unemployed people with no children, and who have no health related benefit entitlement. Universal Credit will replace income support (IS), income-based jobseeker s allowance (JSA), incomerelated employment and support allowance (ESA), housing benefit (HB), child tax credit (CTC), and working tax credit (WTC). Working age claimants in live UC areas who are already getting a means-tested benefit or tax credit should remain on that benefit until their claims end, or they are transferred onto UC by the DWP. The transfer process is intended to take place once all new claims are being made to UC (currently scheduled by the end of 2017). The transfer of the 12 million existing claimants should be completed in 2019. UC claimants will be required to accept a claimant commitment which sets out their personalised conditionality requirements, backed by tough benefit sanctions (i.e. loss of benefit) for non-compliance. Failure to agree a commitment when making a new claim results in no entitlement to UC. A claim for UC must normally be made online, with subsequent contact via online claimant accounts. The only exception is where the DWP authorises a telephone claim, which will still result in an online account. There are no paper claim forms, but the (UK) Government accepts that a small minority of claimants will need face-to-face support to make a claim. UC is normally paid monthly in arrears in respect of each assessment period of a calendar month, starting on the first day of entitlement and then payment will be made on the same day of each subsequent month. Payment is not varied to take account of the number of days in the month. Payment must be made within seven days of the end of the assessment period or as soon as reasonably practicable thereafter. In practice, claimants are allocated a pay day seven days after the end of their initial assessment period and subsequent pay days are on the same day of each subsequent month (or the nearest working day). The first pay day will, therefore, be at least five weeks after the date of claim. The rent element of UC will probably be one portion of your UC payment. If you are moved on to UC, it is important that you pay us your rent on time and in full. This may mean setting up a standing order to pay it to us direct from your bank account each month or some other payment arrangement, but the big thing is to make sure that you sort it out as soon as possible so that you don t fall into arrears. As soon as you are notified that you are going on to UC, please get in touch with us so that we can sort things out with you re paying your rent. Also, if you have any queries about UC, make an appointment to see our Welfare Rights Officer, Isabel Brodie, at our Office and she ll take you through it. Remember you can make an appointment to see Isabel, our Welfare Rights Officer, if you have concerns about the benefits that you receive or queries about what benefits you are entitled to. Spring 2015 NEWS Good News! The Jeely is staying at the Birgi! We are delighted to announce that the Jeely Piece s Wednesday afternoon Play Club at the Birgidale Complex will continue into the next financial year! The Club was due to close in the middle of March but North View s Management Committee has authorised spending about 6,000 (of the 24,000 earmarked to be spent on activities for young people) to bridge the funding shortfall. Thenue Housing Association is contributing too. They are chipping in a wee bit more than us, but between us we have managed to keep the Club going for another year! Last summer s Residents Survey showed there to be a high level of resident dissatisfaction with children s play facilities and that our area lacked activities for kids, but the Survey also showed a high level of support (92%) for us spending money on activities for kids. Our commitment to the Jeely is in line with that support. The Jeely s club at the Birgi runs from 4pm to 6pm each Wednesday. Entry is free and open to children of primary school age, however under 8s must be accompanied by a parent or guardian. If your child is of primary school age and would like to attend, best bet is to contact Kate Fleming at the Jeely for more details. You can call Kate on 634 7305. The Jeely caters for children of primary school age, but what about older children? What are we doing for them? At the moment, not much, but that should be changing soon! We are currently talking to Castlemilk Youth Complex about them coming into our area to provide activities for our older kids! Discussions are fairly well developed, and we should soon be able to make an announcement about what ll be on offer. It has been a few years since we worked with the Youth Complex. Back then they undertook a whole range of activities for us. It s likely that we ll end up repeating those, but hopefully it ll be as successful this time round as it was last time! Again our activities here fall in with the findings of last year s Resident s Survey. North View will be funding the Youth Complex project in its entirety. That money will come from the 24,000 pot that we have set aside for activities for young people. We haven t yet finalised the budget for the Youth Complex project, but we reckon that that and the Jeely s Birgi Club will use up a fair bit of the 24,000. Once that s settled we ll see how much is left and then look at what we can do with it. 3

Spring 2015 NEWS Windpark windfall for the Jeely s Birgi kids! WE ARE PLEASED TO REPORT that we have been successful in our application to the Castlemilk & Carmunnock Community Windpark Trust to cover the cost of the Jeely Piece Club taking twelve of the kids that attend the Wednesday Birgi Club away for a residential weekend of outdoor activities, fun, and games! The Castlemilk & Carmunnock Community Windpark Trust is providing us with a grant for the Jeely to take the Birgi kids off to Dalguise House for three nights from Friday 3rd July, and it is free! Dalguise House is about 18 miles north of Perth and nestles on the banks of the River Tay. Guests are well catered for in purpose built timber lodges with the outdoor activities being held in the grounds of the house and the adjacent woods. Activities range from A to Z abseiling to zip wiring. It promises to be an action packed weekend that will remain long in the memories of those who take part! The Jeely Piece Club will select the twelve children to go from those that go to the Wednesday Birgi Play Club. The Jeely will liaise with the children s parents about all aspects of the trip. It is a pity that we can t take all forty odd kids that go to the Birgi Club, but isn t it just brilliant that a Castlemilk housing association (North View) has managed to secure money from a Castlemilk funder (the Castlemilk & Carmunnock Community Windpark Trust) to pay for a Castlemilk organisation (the Jeely) to take twelve kids from Castlemilk away for a residential weekend? That is exactly how it should be, and big thanks to the Trust! 4 AGM on 15th July! Advanced notice of our Annual General Meeting! This year our Annual General Meeting is being held in the Birgidale Complex at 7pm on Wednesday 15th July. The AGM is open to all members of the Association, who can come along and hear the auditor deliver his report on the Association s finances, and also stand for election to our Management Committee. The Management Committee is responsible for running North View. They work with staff to manage the Association and set the agenda for what we do. The Committee is the lifeblood of North View; if we didn t have them then there would be no North View. There is room for members to join the Committee, and we would like to see some new people coming through. It is hard work but it is very rewarding too. If you are interested and would like to find out more about what is involved, contact our Director, Euan Anderson, and he ll chat it through with you.

Spring 2015 NEWS New bins on the Strip! Hopefully the five bins that we recently installed around the edge of the Windlaw Strip will help reduce litter and dog fouling! Litter and dog fouling in the area came out top of the annoyance list in last summer s Residents Survey. There is only so much that we can do to tackle litter louting and dog fouling. We really need everyone to take a bit of pride about their area, stop dropping litter and dog owners to pick up their dog s poo. One of the problems was that there were no bins to put rubbish in, so folk were dropping litter and dog owners not picking up their dog s poo because they d have to carry it home. Well, now there are bins around the Windlaw Strip, so here s hoping that people use them and we will see less litter and dog poo in the Strip. A thank you too to Glasgow City Council s cleansing department for agreeing to empty the bins. North View paid for the bins, but we needed the Council to step up to empty them, and they have done that. Michael s staying a while! Those of you who regularly log on to our facebook page may be aware that our labourer, Michael Ponsonby s contract expired at the end of March. We are pleased to say that it has been extended to the end of September. We have a busy year ahead in maintenance, so we are delighted that he s going to be working with us to help break the back of our programme of window and kitchen replacements. Foodbank North View can issue food parcels on behalf of the Trussell Trust foodbank. Spring 2015 NEWS Small scale residents meetings schedul One of the suggestions from last year s Focus Group meeting was that we hold a series of meetings with r discuss any issues that they have with the area that they live in. We are moving on with this in the spring. chance to come along to a meeting to discuss their area issues with our Director, Housing Manager, Main and Finance Manager. We are going to divvy the area up into manageable sizes and meet with residents from each area in turn Properties have been grouped into zones, along with neighbouring properties that we think may share sim issues. In some cases properties will be grouped about a street, while other properties will be grouped ab backcourt. Each zone covers up to about 60 properties, so the meetings will be small enough to give everyone the chance to have their say. The map below shows each of the zones within a red boundary line. The zone meetings will be held throughout May and June. Invitation letters will be sent out about three weeks before the meeting date. For catering purposes, we need folk to confirm attendance, but that ll all be covered in the letter! Telephone satisfaction surveys starting in Spring! 6 Last year Research Resource carried out our Residents Survey. They then did follow up work with Focus Groups and a telephone survey. We got a lot of useful information and feedback out of all that so we are going to use them again this year. This time they re starting with telephone surveys. Over the last couple of years, our joiners have done a lot of kitchen replacements, window replacements, and day to day repairs. The feedback we ve been getting has been positive, but we want to get that independently tested, and that s where Research Resource comes in. Over the next couple of months, they will be contacting some of the tenants who have had new kitchens, and/or windows to get their views on the whole process, as well as getting their thoughts on their new kitchen and windows. On top of that, Research Resource will also be contacting tenants who have had a repair done recently by one of our joiners to see how that went. If Research Resource call you, please spare a few minutes to answer their questions. The survey should last no more than five minutes tops. The more people who take part the better. The feedback that we get really does help us improve what we do and how we do it! We appreciate tenants giving up their time to take part in the telephone survey, so as a way of a thank you, all those who take part will be entered in a prize draw for a 30, 20, and 10 Asda gift voucher. The winners of the prize draw will be announced in the Summer Newsletter as will the survey results!

Spring 2015 NEWS Summer Coach Trip: Where to this year? This year s North View residents summer coach trip will probably be held one day during week commencing Monday 15th June. But where should we go? Blackpool was the destination last year, and we are wondering whether we should be heading back there this year. Ayr is a possibility too. The choice is yours. Blackpool (below) or Ayr. Which is it to be? If you d like to go on the trip to either Blackpool or Ayr, please complete the form below ticking your preference and return it to our Office by Friday 24th April. There is a prize of a 20 Asda voucher to be drawn from all the responses that we receive. We ll announce the winner and the destination of the coach trip on Thursday 30th April! Castlemilk Family Day 2015! A date for your diary! This year's Castlemilk Family Day is being held on Saturday 16th May. We will be in our usual pitch at the back of the Community Centre from 11am until about 2.30pm. We are back with the coconuts and Hook a bottle the low tech game of endurance and concentration that proved such a big hit last year! It ll be 50p for three throws at the coconuts, and 20p to hook a bottle. All the money we raise will be split equally between Cancer Research and Macmillan Cancer. If you are out and about on Family Day, please come along and have a shot of our fairground attraction. It s all for a good cause! A big thank you to the residents who responded to our invitation and came along and helped us review our Anti-Social Behaviour Policy. The group met our Housing Manager, Alison Main, and Marlene MacNeil from Community Safety Glasgow in February to discuss the new policy. Alison has taken on board the comments and is in the process of updating the policy to reflect what was discussed. That should be complete in a month or so so we ll do an update in the Summer Newsletter. 8

Spring 2015 NEWS Roof repairs in Stravanan Road! Some of you may have noticed the scaffolding at the rear of 2 Stravanan Road. We had an ongoing problem with water ingress so a bit of the roof has had to be stripped back and the tiles replaced. It didn t help that the existing roof tiles have been discontinued, but we got the best match we could and pushed on. Once the tiles are on it should be sorted once and for all! New front close doors in Area M! Our contractor is in the process of fitting new front close doors to the tenements in Area M (1 Dunagoil Street and 300 to 322 Ardencraig Road). The door and window design is a bit different from what was there previously, but it should make the close lighter as well as improving security for the residents. It has been a bit of a logistical challenge getting door fobs to everybody, but hopefully noone has been too badly inconvenienced. Thanks to all the residents for their patience, and apologies if the works put you out a bit. 9

Spring 2015 PERFORMANCE At the start of this financial year we set out what we aim to do by 31st March 2015. These are our Objectives for the year. We then set timescales to achieve each Objective by. We also set Performance Targets, which cover our key service areas of housing management and maintenance. Below, is a report on how we did up to 28th February 2015. 10 Our Objectives for 2014/15 are:- To carry out a large scale Residents Survey by 31st July 2014 We completed the Survey by the target date. To ensure that all our properties comply with the SHQS by 31st March 2015 As at 28th February 10 of our properties did not comply with the energy criterion set out in the Scottish Housing Quality Standard. We have been working on these in March. To replace kitchen units in the homes of 40 tenants by 31st March 2015. As at 28th February, we had replaced kitchen units in 33 homes. We should be there or there about the 40 mark come 31st March. To replace the windows in the homes of 40 tenants by 31st March 2015. As at 28th February, we had replaced the windows in 34 homes. Again, we shouldn t be too far away from our target come 31st March. Our Key Performance Targets for 2014/15 Housing Management That the average re-let time for empty properties not exceed 15 days from the date on which the property became empty. The average re-let time for empty properties was 15.5 days. That rental income lost through empty properties does not exceed 0.5% of the rental income (as measured over the preceding twelve months). Rent loss through empty properties, as measured over the last 12 months, equated to 0.35% of rental income for that period. That rent arrears not exceed 3.5% of the amount of rent chargeable for the year. The figure was 3.16% (for actual rent arrears - excluding technical arrears and former tenant arrears), which is within target. That applicants be placed on our Housing List within fifteen working days of the Association receiving his/her/their application. During the period 1st April 2014 to 28th February 2015, applications have been processed and placed on the list within an average of 4.4 days of the application being received. Repairs That at least 95% of Emergency Repairs be made safe within 4 hours of being reported, and made good within 24 hours. 99.2% of Emergency Repairs were completed within target timescale! That at least 90% of Urgent Repairs be completed within 3 working days of being reported. 98.65% of Urgent Repairs were completed within target timescale! That at least 90% of Routine Repairs be completed within 10 working days of being reported. 97.15% of Routine Repairs were completed within target timescale! That the average time taken to address an emergency repair be no more than 3 hours. The average time taken to address emergency repairs was 2 hours and 59 minutes! That the average time taken to address a nonemergency repair be no more than 7 working days. The average time taken to address nonemergency repairs was 2 days, 7 hours, and 12 minutes! That at least 75% of our repairs be right first time. 83% of our repairs were right first time.

Spring 2015 OBJECTIVES, TARGETS & SERVICE STANDARDS We have set four Operational Objectives for 2015/16 and have reviewed some of our Key Performance Targets for the financial year ahead. Our Operational Objectives and Targets for 2015/16 are:- Repairs targets That at least 96% of Emergency Repairs be made safe within 4 hours of being reported, and made good within 24 hours. That at least 93% of Urgent Repairs be completed within 3 working days of being reported. That at least 93% of Routine Repairs be completed within 10 working days of being reported. That the average time taken to address an Emergency Repair be no more than 3 hours. That the average time taken to address a Nonemergency Repair be no more than 4 working days. That at least 80% of our repairs be right first time. Objectives 2015/16 Fit new kitchen units and worktops in the homes of 40 tenants by 31st March 2016. Fit new windows in the homes of 46 tenants by 31st March 2016. Fit new boilers in the homes of 40 tenants by 31st March 2016. Fit new bathroom suites in the homes of 40 tenants by 31st March 2016. Housing Management targets That the average re-let time for empty properties not exceed 15 days from the date on which the property became empty. That rental income lost through empty properties does not exceed 0.5% of the rental income (as measured over the preceding twelve months). That rent arrears not exceed 3.5% of the amount of rent chargeable for the year. That the average time for placing applicants on our Housing List be within nine days of the Association receiving his/her/their application. Service Standards We have Service Standards which set out the level of service that people can expect from us! These Standards cover three areas of our work Customer Service, Repairs, and Allocations. These are our Service Standards. Customer Care If you have an issue that you want to discuss with a staff member, we will arrange an appointment for you to see the appropriate staff member at the earliest convenience. We will respond to any letters that we receive within five working days from date of receipt. If you telephone us and the person you wished to speak to is unavailable, if you request us to return your call, we will do so as soon as we can. We will respond to frontline complaints within five working days from date of receipt. We will acknowledge receipt of more serious (investigatory) complaints within three working days, and respond to them within 20 working days (from date of receipt). Repairs Our Contractor will attend and make safe emergency repairs within four hours of the repair being reported. Our Contractor will carry out Qualifying Repairs within set timescales. Our Contractor will carry out urgent repairs within three working days of the repair report. Our Contractor will carry out routine repairs within ten working days of the repair report. Allocations We will place applicants on our Housing List within nine days of us receiving their application for housing. 11

Spring 2015 SERVICES Adaptations Over the years, we have adapted many of our properties to suit the needs of tenants who have been affected by illness or injury. We get an annual grant from Glasgow City Council to pay for adaptations to properties to help tenants continue to live independently in their homes. The type of works carried out has ranged from installing an additional door-entry handset in living rooms, to complete redesign of flats to suit the needs of an occupant. Much of our work has to do with fitting showers (like the one pictured), but it doesn t need to be about big things like that; it could be something as simple as installing a flashing light system (like the one pictured at the bottom of the page) so that a hard of hearing tenant knows that someone is at the door. If you, or someone who lives with you, have a medical condition that means you need adaptations to your property, contact your Housing Officer who will complete a referral form with you. This form is sent to Glasgow City Council's Social Work Services. Alternatively, you can contact Social Work Services directly to arrange for an assessment to be carried out. The contact details are:- Glasgow City Council Social Work Services 10 Ardencraig Place Castlemilk GLASGOW G45 9US Telephone: 0141 276 5010 Social Work Services will arrange for an Occupational Therapist to visit you in your home to assess your needs. Due to the demand for adaptations, and depending on other priorities, it might take them a while to get to you, but if your condition worsens in the interim, let us know, and we ll see if we can speed things up a bit. Once they have completed their assessment, the Occupational Therapist forwards details of the recommended adaptation to us. If grant money is available, we will then arrange for a contractor to attend to carry out the works as quickly as possible. We like to measure how satisfied tenants are with the adaptations that we do, so if you get adaptation work carried out, you may be contacted by a member of staff who will run through a short questionnaire with you to help us gauge how well we are doing with this service. 12

Spring 2015 MAINTENANCE - what we are doing and when we are doing it! WINDOWS:- We are coming to the end of the window replacement contract in the Central Area (the properties in Stravanan Court, 216 and 218 Castlemilk Drive, and 10 to 20 Stravanan Court). We should be complete there about mid-april. After that we are going to go back and mop up homes that we haven t managed to get into yet, and then we ll start on Area M (1 Dunagoil Street and 300 to 322 Ardencraig Road). We will start at 1 Dunagoil Street and work our way along to 322. We reckon that we ll be at 1 Dunagoil in May/June. Letters will go out before we start to let everyone know when their windows will be replaced. KITCHENS:- We are working our way through K&L at the moment (1 to 10 Castlemilk Terrace, Dunagoil Place, Dunagoil Gardens, and the houses in Dunagoil Street). We reckon that it ll take us up to the summer to complete, but once we do, we ll be moving on to replace kitchens in our Phase 3 properties (Stravanan Gardens, 26 to 36 Stravanan Road, and 71 to 83 Stravanan Road). We will be holding an Open Day sometime in April for Phase 3 tenants to choose their new kitchen. Letters will be coming out soon. 14

BOILER REPLACEMENT:- John Doherty Plumbing & Heating will be starting to replace the gas boilers in the Central Area (the properties in Stravanan Court, 216 and 218 Castlemilk Drive, and 10 to 20 Stravanan Road) later this month. Letters will be coming out shortly to let tenants know about arrangements. BATHROOMS AND FRONT & BACK DOORS:- In 2015/16 we have programmed in bathroom replacements to the properties in Lenihall Drive and 2, 4, and 6 Ardmaleish Road, and renewing the front and rear doors to main door ground floor flats in these closes. These works will kick off in July/August. More information will come out nearer the start date. PAINTWORK:- Painting of the fences to Phase 3 properties (Stravanan Gardens, 26 to 36 Stravanan Road, and 71 to 83 Stravanan Road) should start in mid to late April. That ll take a while as it is very labour intensive. Other work that we have programmed to start this year is to carry out repairs to the fences to the houses in Cassiltoun Gardens and Stravanan Terrace, and then paint them. When we are painting the fences in the Terrace we will also paint the fascias, soffits, bargeboards and verges of the houses. We probably won t get near these works till the summer at the earliest. More info about that in the next Newsletter, in which we ll also cover paint stripping the metal fences in Castlemilk Drive and Ardencraig Road. 15
