Resolution 07-04 A Resolution Approving a Special Provisional Use for the Waverly Health Center for the Tendrils Rooftop Garden Project. WHEREAS, Waverly Health Center in coordination with InVision Architecture, has requested the special provisional use approval of their proposed Tendrils Rooftop Garden Project, and WHEREAS, this proposed addition to the Centennial Pavilion was granted a variance at the November 13, 2006 Board of Adjustment meeting due to the height and story requirements, and WHEREAS, the Centennial Pavilion was approved as a special provisional use in 2003, and WHEREAS, the property is located along the west side of 8 th Street SW and the south side of 2 nd Avenue SW, and WHEREAS, the property is currently zoned R-3 (Multiple Family Residential District) and Comprehensive Future Land Use Map designates this area as Public, Government, Church and Recreational, and WHEREAS, the Planning and Zoning Commission unanimously recommended approval of the project as a special provisional use at their public hearing on January 4, 2007. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAVERLY that the special provisional use for the Waverly Health Center for the Tendrils Rooftop Garden Project is hereby approved. Box 616 RE: Waverly Health Center Tendrils Rooftop Garden Dear Commission: Waverly Health Center is seeking Special Provisional Use for the construction of Tendrils Rooftop Garden. This garden will serve as a peaceful sanctuary for patients and their families, as well as function as a gathering space for community events and musical performances. This inspirational and educational project will be constructed on Waverly Health Center's Centennial Pavilion. The rooftop garden will house a conservatory, a landscaped terrace and additional support facilities including rest rooms, ready room for performers, planting/gardening space and a catering preparation area. The style of the conservatory is a year-round glass house designed as an extensive planter-style garden with ample room for comfortable lounging for quiet conversation and reflection or for performance seating. Events including a wide variety of school, community, college and cultural performances will be hosted in the conservatory. Gardening education and mentoring is planned for all ages. Tendrils Rooftop Garden will be only the second public rooftop garden in the entire state of Iowa. It will help make Waverly Health Center a community and area destination where a person's mind, body and spirit can be nurtured and healed. As you'll see in the minutes from the November 13, 2006, Board of Adjustment meeting, the Board approved a variance on the height and number of stories associated with the construction of Tendrils Rooftop Garden. Parking for the garden use will be fully accommodated with current and future planned parking. In order to enable us to proceed in a proper manner, we would very much appreciate the consideration of this request for approval of 'special provisional use' for this project by the Planning and Zoning Commission.
