Gatto at 4 p.m., Standard Time, on the above-mentioned date, in the City of Linwood located at 400 Poplar Avenue, Linwood, NJ. Statement of Open Public Meeting Compliance: Pursuant to the Open Public Meetings Act, Chairwoman Gatto announced that adequate notice of this meeting, as required by said Act, has been published in The Press of Atlantic City, and mailed to The Current, The Daily Journal, The Hammonton Gazette and The Hammonton News; posted on the bulletin boards at 1333 Atlantic Avenue, Atlantic City, the Stillwater Building, 201 Shore Road, Northfield and the County Clerk s Office in Mays Landing. The prayer was led by Freeholder Risley, followed by the flag salute led by Chairwoman Gatto. The following roll call was recorded: PRESENT: Bennett, Bertino, Coursey, Dase, Fitzpatrick, Formica (arrived at 4:08 p.m.), Kern, Risley and Gatto. ABSENT: None. A quorum was present. WELCOME MINUTES OF MEETING February 12, 2019 RESOLUTION NO. 149 Resolution requesting a transfer in the 2018 budget RESOLUTION NO. 150 Grant application for the County History Partnership Program 2018 Chairwoman Gatto welcomed Linwood Council Members Darren Matik and June Byrnes and Linwood Clerk Leigh Ann Napoli. Councilman Matik provided a brief overview of projects and initiatives in Linwood. Freeholder Kern moved and Freeholder Bennett seconded a motion to adopt and dispense with the reading of the February 12, 2019 minutes. AYES: Bennett, Coursey, Dase, Fitzpatrick, Kern, Risley and Gatto. NAYS: None. ABSENT: Formica. ABSTAIN: Bertino. Freeholder Bertino moved and Freeholder Kern seconded a motion to authorize a resolution requesting a transfer in the 2018 budget in accordance with the provision of N.J.S.A. 40A:4-58. AYES: Bennett, Bertino, Coursey, Dase, Fitzpatrick, Kern, Risley and Gatto. NAYS: None. ABSENT: Formica. Freeholder Dase moved and Freeholder Bennett seconded a motion to authorize a grant application and acceptance from the New Jersey Historical Commission for the County History Partnership Program 2018 in an amount of $14,400.00 for the period commencing January 1, 2018 and terminating December 31, 2018.
RESOLUTION NO. 151 Grant application for the County History Partnership Program 2019 Freeholder Risley moved and Freeholder Kern seconded a motion to authorize a grant application and acceptance from the New Jersey Historical Commission for the County History Partnership Program 2019 in the amount of $14,400.00 for the period commencing January 1, 2019 and terminating December 31, 2019. RESOLUTION NO. 152 Grant application for the County History Partnership Program 2020 to 2022 Freeholder Formica moved and Freeholder Bennett seconded a motion to authorize grant application and acceptance from the New Jersey Historical Commission for the County History Partnership Program 2020 through 2022 in an amount of $60,000.00 for the period commencing January 1, 2020 and terminating December 31, 2022 to support projects and programs for local history. RESOLUTION NO. 153 Bid contract for the resurfacing of Cologne Avenue (CR 614) - Section 4 White Horse Pike (SR 30) to Moss Mill Road (CR 561) in Galloway Township RESOLUTION NO. 154 Lease agreement to lease a portion of the Authority s property located at New York Avenue Parking Garage in Atlantic City RESOLUTION NO. 155 Amending Resolution No. 133 (4/10/18) to authorize the County to make purchases through the State of New Jersey s Cooperative Purchasing Program RESOLUTION NO. 156 Authorizing the County to make purchases in 2019 through the State of New Jersey s Cooperative Purchasing Program Freeholder Bertino moved and Freeholder Kern seconded a motion to enter into a contract with Arawak Paving Co., Inc., for the resurfacing of Cologne Avenue (CR 614) - Section 4 White Horse Pike (SR 30) to Moss Mill Road (CR 561) in Galloway Township for the total sum not to exceed $813,000.00 to do the work and/or supply the materials as set forth in the contract. Freeholder Coursey moved and Freeholder Fitzpatrick seconded a motion to enter into a lease agreement with the South Jersey Transportation Authority to lease a portion of the Authority s property located at New York Avenue Parking Garage, Atlantic City, New Jersey. Freeholder Formica moved and Freeholder Bertino seconded a motion to amend Resolution No. 133 adopted on April 10, 2018 to authorize the County to make purchases through the State of New Jersey s Cooperative Purchasing Program in a total amount not to exceed $9,884,470.74. Freeholder Formica moved and Freeholder Kern seconded a motion to authorize the County to make purchases in 2019 through the State of New Jersey s Cooperative Purchasing Program for a total amount not to exceed $9,764,500.00.
RESOLUTION NO. 157 Resolution supporting the Atlantic County Economic Alliance s application for a U.S. Department of Commerce Economic Development Administration 2019 Regional Innovation Strategies I-6 Challenge grant. RESOLUTION NO. 158 Authorizing the execution of a Business Associate Agreement to be included with 2019/2020 SHIP RESOLUTION NO. 159 Resolution to comply with the Department of Human Services requirement for a standardized resolution to be filed with the 2019/2020 State Health Insurance Assistance Program Grant RESOLUTION NO. 160 Professional services agreement for coordination services for the Sexual Assault Nurse Examiner Program RESOLUTION NO. 161 Intergovernmental services agreement for summer concerts in Buena Borough Freeholder Bennett moved and Freeholder Bertino seconded a motion to authorize a resolution supporting the Atlantic County Economic Alliance s application for a U.S. Department of Commerce Economic Development Administration 2019 Regional Innovation Strategies I-6 Challenge grant. Freeholder Coursey moved and Freeholder Bennett seconded a motion to enter into an agreement with Avanzar for coordination services for the Sexual Assault Nurse Examiner Program for an amount not to exceed $77,695.95 for the period commencing October 1, 2018 and ending September 30, 2019. Freeholder Formica moved and Freeholder Bertino seconded a motion to enter into an agreement with the Borough of Buena for summer concerts for an amount not to exceed $2,000.00 for the term commencing June 1, 2019 and terminating September 30, 2019.

Freeholder Formica moved and Freeholder Fitzpatrick seconded a motion to appoint Courtney Milana to the Atlantic County Youth Services Commission for a term to expire on October 1, 2022. Freeholder Fitzpatrick moved and Freeholder Kern seconded a motion to appoint Bruce Jenkins to full membership to the Atlantic County Senior Citizens Advisory Board for a term to expire on January 31, 2021. Freeholder Coursey moved and Freeholder Fitzpatrick seconded a motion to appoint Sabrena T. McDaniel Brandon as First Alternate to the Atlantic County Senior Citizens Advisory Board for a term to expire on January 31, 2021. Freeholder Coursey moved and Freeholder Kern seconded a motion to appoint Richard Pachler as Second Alternate to the Atlantic County Senior Citizens Advisory Board for a term to expire on January 31, 2021.
RESOLUTION NO. 168 Appointment as Third Alternate to the Atlantic County Senior Citizens Advisory Board RESOLUTION NO. 169 Roadway solicitation in the City of Absecon Freeholder Coursey moved and Freeholder Kern seconded a motion to appoint Carolyn Peterson as Third Alternate to the Atlantic County Senior Citizens Advisory Board for a term to expire on January 31, 2021. Freeholder Dase moved and Freeholder Fitzpatrick seconded a motion to authorize consent for a roadway solicitation event by Absecon Blue Devils at the intersection of Mill Road (CR 651) and New Jersey Avenue (CR 601) in the City of Absecon on Saturday, April 13, 2019 from 8:00 AM to 3:00 PM and Sunday, April 14, 2019 from 8:00 AM to 12 Noon. RESOLUTION NO. 170 Roadway solicitation in the City of Absecon Freeholder Dase moved and Freeholder Kern seconded a motion to authorize consent for a roadway solicitation event by Absecon VFW Post 9462 Auxiliary at the intersection of Mill Road (CR 651) and New Jersey Avenue (CR 601) in the City of Absecon on Saturday, May 18, 2019 from 8:00 AM to 2:00 PM. RESOLUTION NO. 171 Resolution recognizing March as Women s History Month REPORTS OF SPECIAL COMMITTEES OF THE BOARD UNFINISHED BUSINESS NEW BUSINESS WRITTEN COMMUNICATIONS AND PETITIONS PUBLIC COMMENTS Freeholder Fitzpatrick moved and Freeholder Dase seconded a motion to recognize March as Women s History Month (Sponsor: Amy L. Gatto). There were no reports of special committees of the Board. Freeholder Formica stated in regard to Resolution No. 162, the Board should have advance notice when an affidavit requiring their signature is required. There was no new business. Written communications were received by this office for the period of March 13, 2019 through March 19, 2019. Chairwoman Gatto opened the meeting to the public at 4:29 p.m. Mico Lucide, resident of Mays Landing, invited the Board to attend the Community Cannabis Forum on April 4, 2019 at Mt. Zion Baptist Church from 7:00 p.m. to 9:00 p.m. There being no further comments, Chairwoman Gatto closed the public portion at 4:32 p.m.
GOOD OF THE ORDER Freeholder Dase requested a moment of silence in remembrance of the mosque shooting victims in New Zealand. Freeholder Bennett announced today is Women in Public Office Day. She stated she wanted to take the time to celebrate the female members and it is a pleasure serving with them. Freeholder Risley stated by way of an explanation of the 2019 Open Space Trust Fund Tax. One eighth of a cent is $1.25 on a $100,000 home. That is the minimum we ve being doing for the past four years. Freeholder Formica requested a moment of silence for the 280 Christians killed in attacks in Nigeria one day ago. He thanked Linwood officials for hosting the Freeholder Meeting. Chairwoman Gatto extended her congratulations to the Atlantic Cape Community College on another successful Restaurant Gala. They raised over $230,000 for the Culinary Program. Chairwoman Gatto reported that this morning she welcomed the NJ Association of Election Officials. ADJOURNMENT Chairwoman Gatto entertained a motion to adjourn the meeting.
