MORTON COUNTY COMMISSION REGULAR MEETING July 9, 2015 The Morton County Commission Regular Meeting was called to order on July 9, 2015 at 5:30 PM by Chairman Strinden at the Morton County Courthouse, 210 Second Avenue NW, Mandan, North Dakota. Others present were Commissioners Zachmeier, Boehm, and Schulz, Auditor Rhone, States Attorney Koppy and Assistant States Attorney Grosinger. Absent was Commissioner Leingang. Schulz moved and Boehm seconded to approve bills and payroll. All voting aye, motion carried. Schulz moved and Boehm seconded to approve the first reading of Ordinance #2015-1 regarding the issuance of sales tax revenue bonds to finance the joint detention center. All voting aye, motion carried. Boehm moved and Schulz seconded to approve abatements #4753-4756. All voting aye, motion carried. They are responsible for reviewing the financial records for the past year and recommending a budget and dues level to the Board of Directors. Nominating Committee: This committee prepares a slate of candidates for president, vice president, treasurer, and 2 or 3 vacant director positions on the board. They also nominate NACo, WIR, and NDIRF Board candidates as these positions become vacant. Their business is normally conducted by conference call prior to the annual conference and at a minimum of one meeting during the conference. Resolutions Committee: This committee is charged with developing policy and position statements. In addition to the NDCCA President and Vice President who serve as chair and cochair, the committee has one representative from each of the 8 regions in the state. The committee meets at least once prior to and once during the annual conference. Meetings held prior to the annual conference are generally held by conference call. Additional NDCCA Committees No appointments necessary Legislative Committee: This committee serves for two years and is appointed after evennumbered-year annual meetings. The committee is responsible to provide on-going direction to NDACo staff regarding legislative issues and assist with lobbying efforts at the local level as well as interim committee participation. In addition to the current NDCCA Board of Directors, up to six additional members are appointed to serve on this committee. The committee meets prior to the legislative session and generally once during the session. However, conference calls are periodically held to generate consensus on emerging issues. Constitution & By-Laws Committee: The NDCCA Board of Directors makes up this committee. They are responsible to receive and review all proposed amendments to the constitution and by-laws of the Association. Submittals are mailed to the committee members prior to the conference; and a conference call is held, if necessary, prior to the annual meeting. A meeting at the conference may be necessary to finalize the committee s recommendations.
