PLAN AND ZONING COMMISSION MEETING MINUTES March 1, 2016 BK TO AGENDA The Plan and Zoning Commission met, Tuesday, March 1, 2016 at 7:00 p.m. Mr. Roloff called the meeting to order. MEMBERS PRESENT: MEMBERS ABSENT: OTHERS PRESENT: Steve Briney, Bob Buchanan, Jay Roloff, Abby Heckman, Robert DeAtley, and Mike Buzicky. Earl Seamands Village Administrator Patrick Brown, Community Development Director Kelly Pfeifer, Village Attorney Jim Evans, and other interested parties. PUBLIC COMMENT: There was no public comment. Heckman moved and Buzicky seconded to approve the minutes for the February 2, 2016 meeting. ROLL CALL, Briney, Abstain; Buzicky; YES; Buchanan, Abstain; DeAtley, YES; Heckman, YES; Roloff, Yes. Motion Passed. PUBLIC HEARING: CONCERNING A DRAFT OF PROPOSED (REPLEMENT) COMPREHENSIVE PLAN FOR THE VILLAGE OF MAHOMET, IL. Mr. Roloff stated that the public hearing began last month. He asked if Ms. Pfeifer had received any comments from the public. Ms. Pfeifer said that she had not other than some minor copy edits from staff. Offering the public to comment and seeing none, Chair Roloff entertained a motion to close the public hearing. Briney moved, Buchanan seconded to close the public hearing, ROLL CALL, ALL YES. RESOLUTION: CONCERNING A DRAFT OF PROPOSED (REPLEMENT) COMPREHENSIVE PLAN FOR THE VILLAGE OF MAHOMET, IL. Chair Roloff asked Pfeifer if she had any comments or directions. She stated that aside from minor copyedits, she says the Comprehensive Plan is ready for a recommendation action to the Board of Trustees and she provided a draft resolution in the packet. Seeing no commissioner comments, Chair Roloff entertained a motion to approve the resolution as drafted to recommend approval to Board of Trustees. Buchanan moved, Heckman seconded to adopt the prepared resolution. ROLL CALL, ALL YES.

PZC Meeting Minutes MARCH 1, 2016 Page 2 A RESOLUTION CONCERNING APPROVAL AND PUBLICATION OF THE OFFICIAL ZONING MAP. Ms. Pfeifer stated that it was statutorily required for the Village to adopt and publish an official zoning map one time per year. The map was updated with all of the rezoning actions taken in the year 2015. She did note that the school district site was presented to the PZC and BOT and the BOT did act to rezone to C-2 the entire site. However, the legal description they provided did not close and therefore a large balance of the property was not effectively rezoned. She had alerted the school that they would have to submit another legal description for the other land and go through the process again. Seeing no comments or questions, Chair Roloff said he would entertain a motion to modify the draft resolution to indicate recommendations to approve or disapprove and adopt or not adopt the map as the official zoning map. Heckman moved, DeAtley seconded to modify the resolution to indicate a recommendation to approve and adopt the map. ROLL CALL, ALL YES. LOCATION and SITE DESCRIPTION: The subject real estate is located south and southeast of existing Thornewood Subdivision, with 270+ feet of frontage on US Route 47. The first phase includes 53 buildable lots for single family detached homes. This phase constructs what was always planned to be the main entrance for the subdivision which includes a right turn lane from IL Route 47. There is a large and long drainage channel running west to east along the north side of this phase which outlets into the lake area. The lake area is not included in this phase. BKGROUND TIONS TO DATE February 2, 2015 The PZC recommended the BOT approve the Amended Preliminary Plat (Plat) for Thornewood Subdivision with all requested and identified waivers. February 24, 2015 The BOT approved the Plat and all waivers. March 3, 2015 The PZC recommended the BOT approve rezoning and zoning upon annexation requests to accommodate the preliminary plat for phases 5-7. March 24, 2015 The BOT approved the rezoning and zoning upon annexation requests on May May 26, 2015 The BOT approved an Amended Annexation Agreement. A RESOLUTION FOR THE PLAN AND ZONING COMMISSION CONCERNING THE FINAL PLAT FOR FIFTH ADDITION TO SUBDIVISION VILLAGE OF MAHOMET, CHAMPAIGN COUNTY, ILLINOIS the Board of Trustees of the Village of Mahomet, pursuant to the authority conferred by the Statutes of the State of Illinois, has established certain standards and procedures for review and approval of subdivisions within the Corporate Limits of the Village of Mahomet, Illinois and within one and one-half miles thereof; and, the developer of the proposed Fifth Addition to Thornewood Subdivision submitted certain documents, including a Final Plat, for review and approval by the Village of Mahomet; and, Village staff, Village Consulting Engineer and Village Attorney reviewed the Final Plat and supporting technical documents for Fifth Addition to Thornewood Subdivision and found that subject to minor modifications, the documents are satisfactory and in a form that complies with the Village of Mahomet Subdivision Ordinance requirements, and made recommendations concerning approval of said Final Plat; and, The Village Consulting Engineer has reviewed the Construction Plans for Fifth Addition to Thornewood Subdivision and found that subject to minor modifications, they comply with the Subdivision and Stormwater Management Ordinance requirements; and, The Village Attorney reviewed the Owner s Certificate, County Clerk s Tax Certificate, and other legal documents for Fifth Addition to Thornewood Subdivision and found that subject to minor modifications, they comply with the Subdivision Ordinance requirements; and, the developer submitted a Threatened and Endangered Species Report and a Historic Preservation Report required by State Law; and, the Board of Trustees granted certain waivers with the Preliminary Plat approval for the Fifth Addition to Thornewood Subdivision on February 24, 2015, some of which are necessary to support this plat; and, the Board of Trustees approved the construction plans for the Fifth Addition to Thornewood Subdivision on May 26, 2015; and, the Plan and Zoning Commission met and reviewed the Final Plat, and the various subsidiary documents submitted, and found that it is, with minor modifications, generally satisfactory and in the prescribed form.

The Plan and Zoning Commission does hereby recommend APPROVAL / DENIAL of the Final Plat for the Fifth Addition to Thornewood Subdivision upon completion of modifications identified by the Village staff and does hereby authorize the Chairman to sign the Certificate of Approval of said Plat upon completion of said modifications. B. The approval of the Final Plat recommended above is further subject to the following conditions: 1) Submission of all supporting documentation in proper form. C. The approval of the Final Plat recommended above is further subject to the review and approval of the Final Plat and supporting documents as applicable by other relevant agencies and utility service providers. D. In the event that the modifications to the Final Plat are not completed, the outside agency reviews are not completed, all supporting documents are not submitted in final form, or the conditions set forth above are not met within sixty (60) days from the date of approval by the Board of Trustees, the approvals recommended herein shall be null and void.
