such as: i) digitizing all cadastre maps; ii) building the Agency for Real Estate Cadastre WebGIS and making cadastre data available in digital form and on-line; and iii) improving the quality and efficiency of services delivered by the Agency for Legal and Property Affairs (ALPA). The project has been insufficiently funded for the last six months due to the Government's tight fiscal policy under which ceilings to disbursements of Loan funds were introduced in 2012. This decision had a detrimental impact on the project implementation progress, with the project not taking any new commitments since December 2011. The project has disbursed only 10.7 percent and committed 9 percent of the funds available from the Additional Financing Loan. The action plan agreed in December 2011 has not been met due to the disbursement ceiling of Euro 0.65 million, which halted any new commitments to be taken under the Project. On the other hand there was some critical implementation progress made under the Component 6: Support to the Authority for Legal and Property Affairs (ALPA). ALPA signed the contracts for consultants to develop the technical specification for Management Information System (MIS), and the office surveying. The funds for limited number of contracts under Component 6 have been provided under the budget of the Ministry of Finance.
