You may have seen us riding our bikes throughout the subdivision during the warm weather. Timbercrest is a wonderful place to live and it s a fantastic feeling to wave and hear welcoming hellos from many of you. Many of you are aware that I have worked in various capacities with the Timbercrest Board. As the 2013 elected Board President of Timbercrest, I will continue to lead in a thoughtful, efficient, and considerate matter. Your commitment can be as small as picking up paper around your home and in our common areas. Important Upcoming Project Evergreen Farmington Sewage Disposal System Middlebelt Tunnel Project 2 Page 2 of 7 The Oakland County Water Resources Commissioner s Office is acquiring a small portion of our land near the Middlebelt entrance for a much needed sewage upgrade. The Project is scheduled to begin October 2014. The Board will notify homeowners of the final details when available. Be A Good Neighbor Cutting Though Back Yards: While our homes are not fenced, please remember that the back yard and the area surrounding our homes are private property. Please respect others and do not walk through yards without the homeowner s permission. Playing Basketball on others property: Please respect others property and only play basketball on your own property or as an invited guest. Garbage Cans: Please remember that garbage cans are required to be stored inside your garage, not on the side of it. Also, garbage cans, bags and bundles should be placed at the curb or at the edge of the street in front of the home no earlier than 6:00 PM on the day before collection. Residents have been complaining about some homes not following the guidelines, violators will be warned once and fined subsequently. 2013 Annual Dues Annual dues were reduced to $450.00 for the 2013-2014 year. If you have not paid your annual homeowners association dues, they are now past due and you are in the penalty phase. The penalties are up to $242 plus 7% interest for 2013-2014 dues. Please call Richard Anderson, at Quick Book Keeper, Inc. if you are delinquent. Address this issue immediately. Delaying payment creates additional cost and burden. This year the Board of Directors has created a payment plan if needed. If you have a valid hardship, please address the Board of Directors in writing. We are neighbors and want to work with you. Annual dues cover the operating expenses of the subdivision and a portion of the cost for our community events. The Board has increased its efforts to resolve delinquency issues on outstanding accounts including filing liens, collections, and small claims court.
3 Community Upkeep Speeding Cars: Many residents are complaining about the speeds of residents and their guest throughout the subdivision. Please be mindful that the posted speed is 25 in the subdivision, but with the number of parked cars on the streets and pedestrian traffic a slower speed is recommended for everyone safety. Common Area and Trash: As spring approaches there is an increase in trash left in common areas and on the streets. Please be mindful to pick up trash that may have blown into your yard during the week, all of our efforts are needed to keep Timbercrest beautiful. Vendor Signs: Please be aware that City of Farmington Hills Zoning Code does not allow for free standing yard signs to displayed in any area of the Community when the vendor is not on sight working. When the vendor is done for the day the signs should be removed. Please be mindful that vendor signs are not authorized prior to work beginning or work ending. There is no City Ordinance that requires a vendor to display the sign. The signs are considered a nuisance by the subdivision by-laws and the issue will be addressed with the homeowner. IMPORTANT REMINDER to residents who received a prior notice to paint their homes. You have until June 1, 2013 to paint your residence. Homes not painted by this date are subject to fines and penalties starting at $100. As always, all paint colors should be forwarded to the Board for approval before painting or hiring a contractor to paint your home. You may access the approve paint color coordination on our website: www.timbercrestsub.net Subdivision Garage Sale: The annual Timbercrest Subdivision Garage Sale will be held on Friday, June 21, 12 Noon-4:00pm, Saturday, June 22 th 8:00 am to 3:00 pm and Sunday, June 23 th 10:00 am to 3:00 pm. The Association will market the garage sale by placing an ad in the Farmington Observer Newspaper and our message signs at each entrance the prior week. Family Fun Day Family Fun is Schedule for late July/ August. Joshelle Shelby has volunteered to chair the 2013 event. Volunteers are needed to help set up and break down and all sort of other duties. Post 5 Timbercrest Condominium Association Scheduled Landscaping Basics & Inspections Dates The Board is attempting to streamline the landscaping process and allow homeowners more time to cure landscaping and paint issues. To ensure full disclosure of inspections, we are providing below landscape inspections dates and expected cure timeline. We will also place reminder signs at each entrance approximately five days before inspections. Also note that homeowners with new paint violations will have 90 days from June 30, 2013 to cure. Paint violations not cured by September 30, 2013, will be fined $500.00 If you would like to speak with the Board regarding a landscaping citation, please note the procedures under the Board Meeting Date section of this Newsletter. To avoid landscaping violations take care of your lawn, shrubs, and overall landscape. 1. Mow lawn weekly 2. Lawn should be fertilized at least three times during the season. An easy way to remember to fertilized around Memorial Day, Independent Day, and Labor Day. 3. Water lawn every couple of days. 4. Trim all bushes. 5. Edge along the lawn edge. 6. Mulch around street trees and landscaping bushes. 7. Remember to maintain your back yard as well as the front.
6 Landscaping Problems and Solutions Exposed Tree Roots Lawns Damage by Grubs Problem There are several reasons for surface tree roots. Some species, like maples, are simply more prone to this than others as well as poor planting procedures. Solution Exposed roots need protection from pedestrian and vehicle traffic including lawn mowers. Mulching exposed roots physically protects them as well as conserves soil moisture and prevents direct sunlight from heating the roots. Problem Grub worms are beetle larvae that feed on the roots of plants and grass in your garden and yard turning your beautiful landscape into a brown, dead barren lot. There are ways to protect your garden and get rid of grub worms but you will, have to learn about the life cycle of a grub worm in order to treat your lawn to rid your garden of these ravenous pests. Solution Immediately use rich top soil and resod the area. Remember to water sod every day until sod takes root. 7 Leasing: ARTICLE VI Section 22 Review in entirety at: www.timbercrestsub.com Leasing and Rental Owners, including Developer may rent any number of Sites at any time for any term of occupancy not less than six (6) months and covering not less than the entire Site, subject to the following: (a) Disclosure of Lease Terms to Association. An owner, including the Developer, desiring to rent or lease a Site shall disclose that fact in writing to the Association at least ten (10) days before presenting a lease form to a potential lessee and, at the same time. Shall supply the Association with a copy of the exact lease form for its review for compliance with the Condominium Documents (b) Compliance with Condominium Documents. Tenants and non-owner occupants shall comply with all of the conditions of the Condominium Documents and all leases and rental agreements shall so state. (c) Procedures in the Event of Non-Compliance with Condominium Documents. If the Association determines that the tenant or non-owner occupant has failed to comply with the conditions of the Condominium Documents. The Association shall take the following action: (i) (ii) (iii) The Association shall notify the Owner by certified mail advising of the alleged violation by the tenant. The Owner shall have 30 days (or such additional time as may be granted by the Association if the Owner is diligently proceeding to cure) after receipt of such notice to investigate and correct the alleged breach by the tenant or advise the Association that a violation has not occurred. If after 30 days the Association believes that the alleged breach is not cured or may be repeated, it may institute on its behalf or derivatively by the Owners on behalf of the Association, if it is under the control of the Developer, an action for eviction against the tenant or non-owner occupant and simultaneously for money damages in the same action against the Owner and tenant or non-owner occupant for breach of the conditions of the Condominium Documents. The relief provided for in this subparagraph may be by summary proceeding. The Association may hold both the tenant and the Owner liable for any damages to: d) Notice to Owner's Tenant Permitted Where Owner in Arrears to the Association for Assessments. When an Owner is in arrears to the Association for assessments, the Association may give ten days notice of the arrearage to a tenant occupying the Residence within the Owner's Site under a lease or rental agreement and the tenant, after receiving the notice, shall deduct from rental payments due the Owner the arrearage and future assessments as they fall due and pay them to the Association, The deductions shall not constitute a breach of the rental agreement or lease by the tenant
