River View Townhome Owners Association, Inc. Rules and Regulations Revised and Adopted by River View HOA Board September 4, 2015 These guidelines have been set forth to expand upon and detail the information found in the Declaration and Bylaws under which the River View Association (herein, association) operates. All residents are asked to support the guidelines in order that the community will be an attractive and harmonious place to live. 1. General Terms Pursuant to the Declaration of Covenants, Conditions, and Restrictions, and By Laws: Resident = Owner of a unit, tenant, or guest. Townhome Lot = The area that lies within the boundaries of each deeded property. At the front of a townhome, the lot boundary is the front structural wall of the building, stoop, or garage. At the rear, the lot boundary is generally 14 feet from the rear structural wall of the building or the end of the privacy fence. On the exterior side wall of an end unit, the lot boundary is the structural wall of the building. Common Property or Common Areas = Includes all of the areas that lie outside the boundaries of the townhomes lots. It includes all streets, landscaped areas, grassed areas, wooded border areas, driveways, parking areas, and dumpster areas. 2. Exterior Building Changes Homeowners wishing to make additions or changes to the exterior of their townhome must receive written approval from the Architectural Control Committee of the Board of Directors before beginning the project. NO EXCEPTIONS! Request for architectural approval must: Be submitted in writing on the Owner s Request for Architectural Modification form. Provide a complete description of the proposed modification. Be delivered to the chairperson of the Architectural Control Committee whose name and address is listed in the Board of Directors. Proposed additions or changes may include, but are not limited to, fences, walls, patios, doors, storm doors, paint, flags, figurines, planting shrubs, mulch, landscape borders, etc.

3. Renting Page 1of 6 Tenants must abide by the Rules and Regulations. Homeowner responsibilities include: Informing their tenants of the rules. Being accountable for tenant violations. Providing the names and telephone numbers of their tenants to the Board of Directors and the Property Manager. Not entering into a rental agreement of less than 30 days. This requirement is waived when the High Point Furniture Market is in session. 4. Nuisances Activities that may be harmful or a nuisance or annoyance to the neighborhood are not permitted. Pursuant to the Declaration of Covenants, Conditions, and Restrictions, Article VI, Section 2, exterior maintenance to be performed by the homeowner: The homeowner shall maintain his/her lot and/or dwelling in a manner consistent with other lots and dwellings in River View Townhomes. Limit the number of benches or chairs in the front walkway to one bench or two small chairs. Limit the number of lawn ornaments in front of residence to two or three. Ex: small flags. Dead flowers and empty flower pots must be removed. No artificial flowers or topiaries are to be placed in beds or around trees. Faded items must be removed. Entrances must be clear of hoses, fertilizer bags, brooms, dustpans, shovels, garden tools, etc. No items must be left outside fences, on the side or back. Flags and banners that are displayed must not be torn or faded. Iron pots or mini fences used as edging must not be displayed if rusted. All metal items must be painted and rust free. Solar and electric landscape lights should be maintained. They should not be crooked or unlevel. Also, broken light fixtures and burnt out bulbs must be replaced.

Page 2 of 6 *ALL holiday decorations to be removed in a timely manner/ten days. 5. Pets Pets are permitted on the common property only when they are leashed or carried, and under the direct supervision of the owner. NO more than two household domestic pets not bred or maintained for commercial purposes may be kept in any one home. Pets shall be limited to dogs or cats with a weight limit of seventy (70) pounds. This weight limit does not apply to current residents. If a present owner has more than two pets they will be grandfathered in this document. Upon the death of a pet the new regulation will apply. Service dogs will have no weight limit or size. + Cleaning up after their pets whether in the common area or their backyard. Failure to clean up after your pet can result in a fine. Preventing their pets, when unprovoked, from biting or attacking, or attempting to bite or attack, any person or other domestic animal. Preventing their pets, when unprovoked, from chasing or approaching any person or other domestic animal in a menacing fashion or apparent attitude of attack. Paying for damages caused by their pets in the common property. Holding the Townhome Owners Association harmless against any loss or liability of any kind arising from having an animal. If pets become a nuisance they may be ejected at the direction of the board. Excessive barking, or other annoyances to residents caused by pets, may cause the Board of Directors to obtain an order to remove a pet. 6. Parking Vehicles must not be parked in such a manner that will impede or prevent ready access to any driveway. Parking across from a driveway is NOT considered blocking a driveway. Residents and their authorized guests may park vehicles such as non commercial trucks, passenger vans, and mini vans in their own garages and driveways.

Page 3 of 6 Continual parking by a resident or guest is not permitted on the street or on a visitor parking pad. Boats, trailers, recreational vehicles, campers, or similar equipment must not be parked or stored in a driveway or on a visitor pad for more than seven days, unless the Board of Directors or Architectural Control Committee gives permission. Commercial vehicles can be parked in driveways or on a visitor pad only if: The vehicle is servicing a resident s unit is an authorized exception. The vehicle is parked for no more than 24 hours and this is a non recurring procedure. 7. Patio Maintenance Firewood must not be stored in direct contact with the building. It must be elevated from the patio to prevent termite infestation. Personal property, such as furniture, must not be placed in the common property. 8. Damage to Common Property A resident who damages common property by driving or parking on the grass, allowing a pet to damage the buildings or landscaping, placing firewood or other matter on the grass, etc., is required to pay for the repair of such damage. Also, residents are responsible for any damage that their guests may cause to the common property. 9. Conduct of Residents and Guests All residents and their guests of the River View Townhome community are expected to abide by the rules and regulations set in place by the homeowner association board of directors. Those include rules of the road such as stop and speed limit signs. Please use caution when on any and all streets in our neighborhood. Safety is our top priority for all who live and visit here. 10. Commercial Activity Townhome units are not to be used for commercial activity. 11. Signs No Signs are allowed on any property. The only exceptions to this rule are: One For Sale or For Rent sign can be posted. One sign indicating a temporary activity, such as a yard sale, can remain on the property for

no more than 72 consecutive hours. Page 4 of 6 One political sign may be displayed in windows only. 12. Satellite Dish and TV Antennas Residents must obtain approval from the Architectural Control Committee to install a satellite dish antenna. The antenna installation must comply with the following: TV antennas must be located in attic. Antenna must not exceed 18 inches in diameter. Antenna must not be visible from the front of the dwelling; it must not face the street. Antenna must be located on, or directly behind, the townhome unit. The homeowner is responsible for: Antenna maintenance. Damage to the exterior of the townhome unit (including roof leaks) and common property resulting from the installation or the failure to maintain the antenna. 13. Noise Residents must not disturb other residents when playing musical instruments, radios, televisions, amplifiers, or car stereos. 14. Dumpsters All trash and discarded items must be placed inside the dumpster. All trash should be thrown toward the center of the dumpster so that the openings will not become blocked. Nothing is allowed to be thrown, stacked, or deposited outside of any dumpster. Residents must flatten large boxes and place them in the dumpster or in the recycling container. Violators will be assessed any costs incurred as a result of improper dumpster use. Small items may be placed on Morris Farm Road for Thursday AM pickup. Call the City of High Point for large item pickup. 15. Guests

Residents are responsible for the actions of their guests. 16. Violations Page 5 of 6 Violations of these Rules and Regulations must be promptly reported to the Property Manager. The violations are handled in the following manner: Residents violating there rules will receive a warning letter from the Property Manager informing them of the violation(s). If the resident continues to violate a rule or regulation, the Board of Directors will hold a hearing at which the resident must present his or her position on the issue. The Board decides how to resolve the issue. Residents may be fined by the Board $25 for the first offense and an additional $25 fine each day after notification and will be strictly enforced. Fines become an assessment on the townhome owner. FINES/PENALTIES The HOA has the right to levy fines as stated in the governing documents. The fine for a minor violation for example: not cleaning up after a pet is $25 and each subsequent violation is an additional $25. A fine for a major violation for example: altering the structure of a town home is $50 and each subsequent violation is an additional $50. The HOA is not limited to these amounts depending on the violation or its severity example: safety issue. 17. Rule Changes The Board of Directors reserves the right to add, modify, and/or revoke these Rules and Regulations. Page 6 of 6
